REQUEST FOR EXPRESSIONS OF INTEREST
The Government of the Republic of Indonesia has received a loan from the World Bank toward the cost of Program to Accelerate Agrarian Reform (One Map Project), and intends to apply part of the proceeds for individual consultant service as Strategic Program Officer.
The Strategic Program Officer(s) will be hired to support Minister of ATR/BPN in developing cross sector policy paper and regulatory analysis related to the ministerial assignment with other sectors including forestry, agriculture, social welfare, poverty alleviation, regional and national development etc. The Program Officer will assist Minister of ATR/BPN by preparing brief memo and management issues to strengthen, improve and elaborate ideas and point of discussion with the Minister of ATR/BPN as outlined above on a daily basis. He/she will also provide support to the Minister of ATR/BPN in facilitating the provision of inputs to the Minister of ATR/BPN on critical issues and decision options requiring intervention from the Minister of ATR/BPN. He/she will also deliver tasks and assignments as directed by the Project Director and the designated official(s), and contribute that the Project is conducted in accordance to the procedures and timetable agreed with the Bank and co–financiers in accordance with the Bank's policies and rules. The assignment will be engaged on a daily basis and the selected specialist will be contracted a period of 3 (three) months at an early stage and will be extended based on the performance review, with possibility of further extension upon satisfactory performance. The assignment is expected to start in April, 2021.
The Consultant shall have the following minimum qualifications and experience:
a. Minimum S1 in any discipline (S2 or Master’s degree is preferable);
b. Minimum 3 years of experiences in projects and program related to land administration, natural resources management, forestry, agriculture, economy or similar inter-sectoral and inter-disciplinary setting;
c. Experience in coordination or management of complex multi-stakeholder programs; prior experience in setting up or managing a coordination platform or body, or similar institutional arrangement preferred;
d. Experience in working in international environment;
e. Proven ability to: (i) handle multiple tasks under pressure with short deadlines; (ii) ability to work independently, seeking guidance on complex issues, secondary data researcher; and (iii) excellent interpersonal skills, proven team orientation and the ability to work across unit boundaries;
f. Excellent knowledge of spoken and written English, with advanced computer skills in MS office programs. Knowledge or understanding of other language(s) will be preferable.
This consultant selection is carried out in parallel with the No Objection proposal to the World Bank, if in the future it does not get a No Objection from the World Bank, the selection can be canceled and the Ministry of ATR/BPN and other parties who represent are exempted from all charges. The consultant team will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
