KOMPAK Program

KOMPAK is an Australia-Indonesia government partnership supporting the Government of Indonesia's efforts in reducing poverty through improvements in basic service delivery and creating opportunities for work. KOMPAK focuses its efforts on three result areas:

  1. Supporting Local Governments and Service Units to better address the needs of basic service users;
  2. Supporting the poor and vulnerable to benefit from improved village governance; and
  3. Supporting the poor and vulnerable to benefit from increased opportunities for employment and economic development.

 

The Opportunity

The PFM Researcher for Village PBGS (performance-based grant system) will provide support to rapidly explore the design and implementation of the PBGS for villages in six districts where the KOMPAK piloting operate. You will report to the Research and Evaluation Lead, work intensively with the PFM Senior Researcher, the Research and Evaluation team and related government partners.

 

Key Duties

The PFM Researcher will be expected to:

  • Work with Senior PFM Researcher in developing and finalising methodology and assessment plan of the village PBGS study
  • Conduct interviews, collect information, analyse data and provide written analysis for village PBGS report
  • Develop high-level presentation materials and be the main source-person in the village PBGS dissemination session (plan and results) to KOMPAK, DFAT and/or Government of Indonesia counterparts, as necessary
  • Provide inputs to other KOMPAK’s studies on sub-national budget and expenditure, as necessary

Key Requirements

  • Master’s degree in economics or relevant fields
  • 10 years of experience in socio-economic studies in Indonesia
  • Extensive knowledge on PFM system at subnational and village level
  • Solid experience in conducting public budget and expenditure review in Indonesia, especially at sub-national level
  • Proven ability to write study reports and/or policy briefs
  • Demonstrated capacity to work in a team, and also to work autonomously
  • Understanding of gender equality and social inclusion issues
