 The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German implementing organization which provides services worldwide in the field of international cooperation for sustainable development.

 

Project 1: The Initiative Resource Efficiency and Climate Action (75%)

 

The G20 emerging economies are characterized by strong industrial growth. This is associated with increasing resource consumption and greenhouse gas emissions. G20 countries currently address these challenges through the G20 Resource efficiency dialogue and roadmap. Against this background, the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) supports efforts to promote resource efficiency and climate protection in G20 emerging countries. The global project “Initiative Resource Efficiency and Climate Action” aims to support capacity development in selected G20 emerging countries (Argentina, Mexico and Indonesia). The project strengthens the necessary skills of decision-makers in the public sector and supports the implementation of measures to promote resource efficiency for national companies. It also helps to sensitize partner countries to improved data management and to use methodological approaches to quantify the contribution of resource efficiency to climate protection. In addition, the project supports international dialog and cooperation processes and measures and strategies to increase resource efficiency, including the G20 Resource Efficiency Dialogue and Roadmap. The project started in Indonesia in 2018 with a set of initial supporting measures and will expand its portfolio in a second phase from 2021 till 2024.

 

Project 2: The NACAG initiative (25 %)

 

The German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) initiated the NACAG (Nitric Acid Climate Action Group), a global initiative with the main goal of mitigating global N2O emissions in the nitric acid producing sector. Its vision is to incentivize the installation of appropriate abatement technologies in all nitric acid production plants worldwide. The initiative provides all governments and plant operators with guidance and information on technological and regulatory issues regarding N2O abatement. Moreover, NACAG makes available financial support for the installation of abatement technology. This financial support is subject to the condition that partner countries take full responsibility for the mitigation activities after 2024 – for example in the context of their Nationally Determined Contributions (NDCs).

 

BMU has commissioned GIZ to implement the Secretariat of the NACAG. Its main task is to coordinate the implementation of all activities related to the initiative. This comprises technical support to both governments and companies as well as financial support to companies. Indonesia has already joined the NACAG initiative by signing the NACAG Declaration. This makes Indonesia eligible for technical support. The next step would be the signing of the political commitment to permanently reduce N2O emissions, which would render Indonesia eligible for financial support.

 

GIZ is seeking one qualified Indonesian candidate for the following position:

 

Advisor – Resource Efficiency & NACAG

 

A.  Responsibilities, include but not limited to:

 

Initiative Resource Efficiency and Climate Action

·      Manage the day-to day activities of the Indonesian country project part

·      Manage the liaison with Indonesian political partners, in particular the Ministry of the Environment and Forestry (MOEF)

·      Provide professional advice to political and technical partners of the project

·      Coordinate the liaison with the project’s German counterparts

·      Coordinate sub-contractors and consults for the project

·      Ensure knowledge management and result based monitoring of project activities

 

The NACAG initiative

·      Managing the activities of the NACAG initiative in Indonesia

·      Coordinate the liaison between the NACAG secretariat project and Ministry of Industry for the activities within the project

·      Providing professional advice to partners and cooperating with important stakeholders

·      Ensure knowledge management and result based monitoring of project activities

 

B.  Tasks

Specific tasks for both projects (The Initiative Resource Efficiency and Climate Action & the NACAG initiative) include: 

1.    Coordination and monitoring

  • Managing the planning, coordinating and documenting of meetings, workshops, seminars and other project activities
  • Managing international and national short-term experts assigned to the project related with implementation of activities
  • Providing overview on project activities and presenting this regularly at team meetings
  • Managing and monitoring the project activities including updating regularly information on the project ‘s progress, documents and reports

 

2.    Professional advisory services  

The Initiative Resource Efficiency and Climate Action

  • Coordinating and supervising policy and technical studies including commissioning of external experts related to resource efficiency policies in Indonesia in close coordination with the Ministry of Environment and Forestry (MOEF)
  • Managing the support to the Ministry of Environment and Forestry (MOEF) concerning the conceptualization and formation of networks and political support structures on resource efficiency
  • Consulting with and supporting the Ministry of Environment and Forestry (MOEF) regarding aspects of data generation and management and methods relevant to resource efficiency
  • Guiding the design, preparation and implementation of workshops, seminars, training programmes and other events on issues under his/her responsibilities
  • Participates in identifying needs for support and advice for the Ministry of Environment and Forestry MOEF, works on policy recommendations
  • Formulates terms of reference and selects and supervises third parties in the course of carrying out project activities, including performance evaluation
  • Monitors the development and implementation of plans and activities under his/her responsibilities in close consultation with Ministry of Environment and Forestry (MOEF)

 

The NACAG initiative

  • Commissioning of external experts; coordination and supervision of technical studies related to the implementation of mitigation technology for N2O emissions and Monitoring Reporting and Verification (MRV) systems in nitric acid producing plants in Indonesia
  • Participates in identifying needs for external support and advice, works on policy recommendations and develops a strategic approach
  • Organizing feasibility studies (this involves communication with companies, the Ministry of Industry, the NACAG Secretariat and the international expert; logistics)
  • Coordinating due diligence activities with independent third parties
  • Managing the support to the Ministry of Industry concerning the decision-making process regarding the political post-2023 options for reducing the N2O emission in the nitric acid sector (including advice on the revision of Indonesia’s NDC)
  • Consultation and supporting the Ministry of Industry in terms of establishing the regulatory framework for monitoring, reporting and verification (MRV) post-2023 for the nitric acid sector
  • Formulates terms of reference and selects and supervises third parties in the course of carrying out project activities, including performance evaluation
  • Monitors the development and implementation of plans and activities under his/her responsibilities in close consultation with Ministry of Industry
  • Engage with the design, preparation and implementation of workshops, seminars and other events on issues under his/her responsibilities

 

3.      Networking and cooperation

The Initiative Resource Efficiency and Climate Action

  • Regular communication and coordination with the Ministry of Environment and Forestry (MOEF) regarding the project activities
  • Consultation regarding coordination mechanisms between public and private stakeholders (working groups, exchange formats in national and international level, and with each other)
  • Regular communication and coordination with all other relevant partners of the project, including private sector associations, companies, technical projects, think tanks, other non-governmental agencies and individuals in the project and with other projects to improve and maintain good working relationships

 

The NACAG initiative

  • Communication with Ministry of Industry, nitric acid companies and other sector related stakeholders
  • Consultation regarding coordination mechanisms between public and private stakeholders (working groups, exchange formats in national and international level, and with each other)
  • Ensures cooperation, regular contact and dialogue with partners, relevant organisations, non-governmental agencies and individuals in the project and with other projects to improve and maintain good working relationships
  • Knowledge sharing with the rest of NACAG staff

 

4.      Research and Knowledge management

  • Coordinate the Capacity building and Knowledge transfer on resource efficiency and climate policy including organization of internationally known capacity building formats (e.g. conferences, workshops, webinars and dialogues of experts)
  • Coordinate the Capacity building and knowledge transfer on nitrous oxide abatement and climate policy/ Organization of internationally known capacity building formats (e.g. conferences, workshops, webinars and dialogues of experts)
  • Outreach/ external communications (present and publish the findings of the work through events, printed publications, etc.)
  • Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  • Draws up reports and presentation documents related with his/her responsibilities
  • Formulates appropriate input for the project reports
  • Carries out qualitative research projects related with resource efficiency for climate mitigation along the value chain of selected industries
  • Drawing up reports and translations related with activities within her responsibilities
  • Elaborate concepts and products like handbooks, guidelines, etc
  • Communicating, updating and collecting information on issues related with resource efficiency
  • Organises and updates the project documentation
  • Assists in ensuring and deepen continuous communication and exchange between the team, its public partners and representatives from the Indonesian pubic and industry sectors

 

5.      Coordination tasks

  • Organizes meetings, MS/Teams and/or skype conferences, workshops (both in terms of technical content and logistics/administration)
  • Coordinates the general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
  • Compiles the relevant information for joint activities and assignments
  • Uses GIZ’s Capacity Works to manage the projects
  • Coordinates the organization and preparation of workshops, conferences, trainings, seminars, minute-taking and translation tasks

 

6.      Other duties/additional tasks

·      Performs other duties and tasks at the request of management

 

C.  Required qualifications, competencies, and experience

 

Formal education

  • Academic education in Engineering (Chemical Engineering, Environmental Engineering, Electrical Engineering, Mechanical Engineering), Environmental Science/Policy/ Management or similar knowledge with a focus on climate change

 

Professional experience

  • Minimum of 4 years professional experience
  • Knowledge of Indonesian politics and policies regarding resource efficiency and climate change
  • Knowledge in the areas of resource and energy efficiency, environmental technology, environmental management systems, life cycle assessments/material flow accounting
  • Knowledge of and/or job experience in the industry and/or public institutes desirable
  • Knowledge of the international climate policy framework including the flexibility mechanisms of the Kyoto Protocol and the new market mechanisms of the Paris Agreement
  • Knowledge or experience in the following fields: Strategies and political instruments for emission reductions, e.g.: emissions trading, Clean Development Mechanism, Clean Energy Certificates, MRV, emission reduction measures in industry
  • Experience in cooperation with the public and private sector
  • Experience working with companies would be an asset
  • Experience in developing and facilitating capacity development programs, tools and training modules
  • Desirable: Experience in international cooperation and/or German cooperation
  • Desirable: Networks into both public and private sectors in Indonesia regarding environment, industry and climate change issues
