VACANCY USAID/IUWASH PLUS: Individual Consultant for Institutionalization Process of Sanitation Marketing Strategy and Smart Subsidy

The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five year-and-eight months initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:

 

1.         An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and

2.         An increase of 500,000 people in urban areas with access to safely managed sanitation.

 

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

 

To achieve these outcomes IUWASH-PLUS need high caliber candidates to fill the positions of

 

Consultant for Institutionalization Process of Sanitation Marketing Strategy and Smart Subsidy (JOB CODE: STTA/IPSM_JKT)
 

In general, the tasks and responsibilities of the consultant will include, but not limited to:

1.     Preparatory process that include the following activities:

a.      Desk review by collecting and reviewing all relevant documents available at USAID IUWASH PLUS on market based sanitation, such as: draft manual of market based sanitation and smart subsidy, relevant reports, presentation materials, proceedings or minute of meetings, and other relevant documents;

b.     When needed, also review other donors’/programs’ initiative on market based sanitation as basis to analyze where roles and functions should be attached to;

c.      Reviewing relevant regulations and relevant Ministry’s Renstra/Renja/RKA-K/L that are linked to sanitation sector to map out the availability and readiness of enabling environment for market based sanitation and smart subsidy approach;   

d.     Conduct discussion with USAID IUWASH technical team and Bappenas to outline steps for the institutionalization process.

2.     Assessment of Roles, Tasks, and Functions of targeted Ministry for anchoring the sanitation marketing strategy and smart subsidy approach, that include but not limited to the following activities:

a.      USAID IUWASH PLUS initially identified the Ministry of Home Affairs (Dit. SUPD II, Ditjen Bangda) to become a key Ministry to adopt Sanitation Marketing Strategy as one of the planning tools for Local Governments. However, to justify that requires an assessment and mapping of roles, tasks, and functions of the targeted Ministry.

b.     Mapping out other relevant ministries’ roles and responsibility to identify the line of coordination or shared responsibilities in some of the elements of sanitation marketing strategy and smart subsidies. For instance, demand creation and supply strengthening with the Ministry of Health; and implementation of sanitation grants (hibah) with the Ministry of Public Works and Housing, and other relevant ministries.

3.     To support the institutionalization and adoption process, develop and recommend delivery mechanisms for targeted key Ministry in applying sanitation marketing strategy and smart subsidy at the local governments. The delivery mechanism should be aligned with the current applicable mechanism. The delivery mechanism will be translated into the adoption strategy and action plan.

4.     Identify required enabling environment aspects to support the adoption of the sanitation marketing strategy and smart subsidy by targeted key ministries and other relevant ministries. The results shall also be reflected in the adoption strategy and action plan.

5.     Conduct advocacy and consultative process and discussion to targeted Ministries (MOHA) and also other relevant Ministries such as Bappenas, MOH, and MPWH, to get the following aspects:

a.      Confirmation from targeted key Ministry to adopt the sanitation marketing strategy and smart subsidy;

b.     Confirmation on roles and responsibilities of other relevant Ministries and line of coordination or shared responsibilities;

c.      Indicative adoption strategy and action plan

d.     And other key aspect

 

 Minimum Qualifications

·       Minimum a bachelor degree in a relevant field such as environmental engineering, urban planning, public policy/administration or other development studies, master’s degree will be an advantage.

·       At least eight (8) years of experience in working in WASH sector, having an understanding of relevant aspects of sanitation and/or market based sanitation will be an advantage;

·       Has experience working with or supporting Government of Indonesia in various range of institutionalization process, from developing strategic document such as road map, grand design, strategic planning, to advocacy works that aim to influence decision  toward the adoption of certain approach or policy within the political institution;

·       Possesses good writing skill to develop strategic documents that are needed to ensure the adoption and continuation of the approach;

·       Possesses basic communication and facilitation skills, including moderating discussion, meeting, and workshop;

·       Possesses good verbal and written communications skills in Bahasa Indonesia and English;

·       Has experience in working and managing implementing partners from relevant institutions including Government at national and local level, donors and other relevant partners;

·       Flexibility to work on evenings and weekends on occasion, and to travel within project locations in Indonesia when required.
