CRS has been supporting program activities in Indonesia since 1957 under the Memorandum of Understanding with the Ministry of Social Affairs and has long-standing relationships with the Government of Indonesia, the Church and non-Church partners and communities throughout the country. The Indonesia country program focuses primarily in the areas of community development, humanitarian assistance/emergency response, disaster management, climate change adaptation and agricultural livelihoods, as well as capacity building for local partners in emergency response programming.

 

CRS/Indonesia is currently looking for Individual consultant - Compendium of practices and lessons on Cash Voucher Assistance (CVA) in shelter, code: Consultant - CVA.

 

Job Purpose

To facilitate evidence generation in the shelter sector, CRS Indonesia intends to develop a compendium to capture CVA practices. A short-term consultant will support the Homes and Communities team to draft a practical synthesis of current CVA practices and evidence in the shelter sector. The purpose of the compendium is to provide guidance to in-country practitioners on implementation of effective CVA, drawing on country-specific evidence.  

 

Scope of Work

Under the scope the Homes and Communities project, the overall objective of this consultancy is to capture and share practices and experiences of CVA in shelter though a compendium to build a collective knowledge and inform learning from the experiences.

 

Specific objectives will be to:

1.       Identify, document and synthesize existing evidence of CVA practices in shelter programming in Indonesia

2.       Identify, document and synthesis lessons to highlight what are the settings and conditions that lead to effective implementation of CVA practices in shelter programming

3.       Organize and structure evidence, practices and lessons in a compendium that also provides recommendations on how to strengthen CVA and related interventions

Briefing and consultation meeting on the Terms of Reference with the Homes and Communities Team, Shelter Cluster lead and Cash Working Group to establish and agree on expectations and a clear concept for the compendium document.

Before commencing data collection for the assignment, the consultant will deliver an inception report outlining the detailed approach and methodology to this assignment which will be discussed and agreed.

Deliverable:

1.     Approved inception report detailing the approach, data collection instruments, outline case studies, studies questions and sub questions, mapping of relevant stakeholders, key documents for desk review and a revised timetable of tasks and deliverables.

Data collection/evidence generation: It is expected that the consultant will conduct an in-depth review of country level documents, (online) survey using simplified and easy to understand language, and key informant interviews to collect evidence and lessons learned for documentation. It is recommended that the consultant collect information pertaining to the project profile, implementation process, CVA modality, process flow, community engagement, and a photo from relevant organizations to illustrate their practices.

Deliverable:

1.     Brief report of the findings and analysis, and based on findings, a proposed approach to classify practices and lessons.

Complete first draft of the Compendium: Based on the above work, the consultant will complete a full first draft of the Compendium, providing regular updates on progress to the team leader.

1.     Draft Compendium to be reviewed by the Homes and Communities team

2.     Powerpoint presentation with key aspects of the Compendium delivered to the Homes and Communities team, Shelter Cluster Lead, and Cash Working Group Lead for comments and inputs.

Working arrangements:

Home-based: Given the current COVID-19 pandemic it is recommended that the consultancy be implemented remotely and virtually.  

 

The consultant will report to the Homes and Communities Project Manager. As the results of this consultancy are expected to benefit CVA and shelter stakeholders, relevant working group and cluster leads will also be engaged and consulted with.

 

Desired Qualifications:

·       Master’s Degree in a field related to humanitarian assistance, economics or other applicable area required.

·       Minimum of five years relevant work experience in cash and/or market-based programming.

·       Knowledge of technical principles and concepts in cash and voucher assistance. General knowledge of shelter sector to ensure proper approach.

·       Previous experience leading and coordinating data collection exercises to capture and document practices and lessons on cash and voucher assistance

·       Experience coordinating/liaising with the Cash Working Group, cluster systems, NGOs and government entities, ensuring a smooth flow of information.

·       Able to present information to an external audience.

·       Experience in research; collecting and analysing information and presenting well-written reports.

·       Excellent analytical skills with ability to influence decision makers.

·       Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications

·       Proactive, resourceful and results-oriented

·       Excellent writing skills in Bahasa Indonesia

Contractual Relationship:

The consultant will act as an independent contractor in performing the assignments described above and not as a CRS employee.
