PROJECT DESCRIPTION:

Meeting Targets and Maintaining Epidemic Control (EpiC), a five-year global project funded by PEPFAR and USAID, is dedicated to achieving and maintaining HIV epidemic control. The EpiC project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, care and treatment programming, and viral load suppression. EpiC is led by FHI 360 with core partners Right to Care, Palladium, Population Services International (PSI), and Gobee Group. The project also draws upon regional resource partners to provide TA, as well as global resource partners who bring unique capacities. 

The EpiC team’s approach to TA is guided by four mutually reinforcing principles: (1) a focus on speed, scale, standards, and sustainability; (2) customization according to local priorities, financing, epidemiology, and the differentiated needs of target populations; (3) adaptive management based on results; and (4) transition of TA and DSD to local and regional partners to enable them to receive direct awards. In addition, EpiC applies human-centered design thinking to resolve persistent challenges along the HIV service cascade.

 

EpiC is currently being used as a funding mechanism by which to direct financial, programmatic and technical resources to assist Indonesia’s TB Recovery.  EpiC’s TB Recovery program portfolio currently consists of (a) Intensify TB screening for all PLHIV and vulnerable key populations; (b) Test all persumptive TB cases among PLHIV; (c) Provide TB preventive treatment (TPT) to all aligible PLHIV; and (d) Optimize treatment for co-infected TB and HIV patients in HIV service setting. 

JOB SUMMARY/DESCRIPTION:

The National TB Program established a TB resilience plan in early 2021 to ameliorate the impacts of COVID-19 on the TB response and to “catch up” and achieve pre-COVID-19 programmatic targets.   Interventions focus on enhanced program monitoring, intensified case finding, accelerated TPT, safety considerations for health care workers, and increased service accessibility, all of which will be accelerated over the 2021 programmatic period.

EpiC Indonesia will thereby engage up to 13 Data Recording and Reporting Personnel, HIV-TB Recovery that are seconded to the sub-national Government, with the goal of ensuring timely, accurate and complete data that strengthens the real-time monitoring and implementation of the HIV-TB response in EpiC-targeted geographic areas.

This position will provide support and assistance to Provincial Health Ofice (PHO) in Jakarta, West Java and Banten, 13 District Health Offices (DHOs), and to EpiC technical team on HIV-TB Recovery reporting and recording implementation.  She/he will coordinate with the FHI360 M&E/SI Unit and HIV-TB Recovery Team to provide critical data management support.  She/he will be responsible particularly for HIV-TB Recovery data and ensure all HIV-TB Recovery data are handled, record and report efficiently and on time.

The position will be based in 13 districts of HIV-TB Recovery project. Indonesian nationals are encouraged to apply. Suitably qualified candidates openly living with HIV and/or who are representative of the key populations affected by HIV are also actively encouraged to apply.

DUTIES AND RESPONSIBILITIES

·       Provide support to PHO and DHOs staff, and EpiC HIV-TB Recovery program staff/team particularly for data recording and reporting at PHO/DHO offices, hospitals, and PUSKESMAS in HIV-TB Recovery project area

·       Develop and maintenance a comprehensive electronic and paper data filing system.

·       Ensure that the data entered is in accordance with the physical documents applicable to the patient as well as supporting documents at each level.

·       Ensure data quality of recording and reporting in government system (SIHA, ARK, Analisis SIHA and SITB)

·       Collect and verify HIV-TB Recovery data sent by Puskesmas and hospitals. If necessary conduct a field visit to the Puskesmas and hospitals in order to collect and verify the data.

·       Perform other duties as assigned.

 

QUALIFICATIONS

 

Education/Experience:

·       Final year student or bachelor’s degree in public health, statistics, mathematics or related field.

·       Preferably 1 year’s relevant experience in data manajemen (data entry and data).

·       Experience managing HIV-TB data (recording, reporting and data quality)

·       Working knowledge of office software, including Word, PowerPoint, and mastering Excel well (particularly with pivot table) and other quantitative data processing software.

·       Must be well organized, self-starter with attention to detail.

·       Must have excellent communication skills and good command in both written and spoken Bahasa Indonesian. Good English skills desired.

  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations.
  • Ability to manage and complete numerous tasks with a high degree of organization and limited resources.
  • Experience of proactively identifying risk, addressing issues and appropriately communicating these to the project staff and country office as needed.
  • Able to work independently and on a team.
  • Ability to meet deadlines with strong attention to consistency, detail, and quality.

·       Preferably have prior work experience on USAID programs with USAID/PEPFAR funded programs.

The consultancy will be based in 13 districts of HIV-TB Recovery project. This consultancy is for 90 working days from August 1, 2021 to January 1, 2022. The extended time will be possible depend on performance.

 

Remuneration and Expenses

The consultant will be paid an agreed daily rate for her/his services.  Payment will be made on a monthly basis after the successful completion and approval of tasks assigned during that month.
