Project Officer - KEMITRAAN

 I. Position Information

Job Title                        : Project Officer for RIMBA
Duration of Contract    : 01 Agust-31 December 2021 (with possibility of an extension)
Direct Supervisor          : Project Manager for RIMBA
                                           

II. Project Context

KEMITRAAN has been awarded by UNEP to assist Ministry of Agraria and Spatial Planning (ATR) as PMU Support Agency for the preparation phase of RIMBA Ecosystem Connectivity Project (re: RIMBA) in three cluster of forests landscape ecosystems (i.e. Riau, Jambi and West Sumatera) in Sumatra Island. Kemitraan will provide support to the National Executing Agency (ATR), and liaise with all key national and international project executing partners and stakeholders, based on guidance from UNEP Task Manager and in line with the existing UNEP Project Document, including review and revisions to be made in the design, budgeting and documentation of the project, whilst adhering to applicable GEF rules.

The main objective of the project is: To protect biodiversity and to increase carbon stocks across the RIMBA critical landscape of Sumatra by enhancing forest ecosystem connectivity through green economic development. Specifically it will:
•    Introduce the principles and build capacity in applying Green Economy practices in local government operations in three provinces and six districts, including with the private sector, to maintain and invest in natural capital such as forests, water, peatlands, protected areas, and production landscapes in the RIMBA corridor, central Sumatra.   
•    Contribute to the conservation and sustainable use of biodiversity (BD) and the maintenance of ecosystem goods and services in the RIMBA landscape corridor, central Sumatra.
•    Support Climate Change land and forest-based mitigation (e.g. reforestation, peatland restoration) consistent with the international commitment of the Government of Indonesia (GOI) and assist in the transition to a low carbon emission development path as required under the GOI Medium Term Development Plan 2015-2019.
•    Demonstrate an integrated approach to landscape management which enhances connectivity between globally important natural ecosystems protecting and sustaining biodiversity, climate change mitigation and adaptation, and improved land productivity.
•    Demonstrate how sustainable forest management can deliver multiple environmental benefits, provisioning forest ecosystem services and strengthening the livelihood opportunities for forest dependent people and communities.
To assist the day to day project management of RIMBA project, Kemitraan will recruit Project Officer position at national level. Under the guidance and direct supervision of RIMBA Project Manager, Project Officer will provide oversight on the assigned project location(s) and is primarily responsible for coordination of project related activities. S/He will be responsible for coordinating the overall project planning, implementation, monitoring of progress, facilitation of requirements to secure project progress, synergize activities across the relevant staff and experts within the project, coordination and relationship building with key stakeholders, including relevant national and local governments, within the specifically assigned project location(s) to her/him.

Project Officer will work closely with the Project Manager, Monitoring, Evaluation and Learning Officer, Admin & Finance Officer, Admin & Procurement Officer, Finance & Grant Team,  Consultants /Experts and Advisors, other staffs within Kemitraan’s office and in particular with Government institutions, including part RIMBA NEA (ATR) and its Steering Committee (in line ministries) and key development partner (UNEP).

-    Opportunities for developing and implementing longer term governance programmes under the cooperation between Kemitraan, related government institutions, and development partners (UNEP, GEF)

VI. Recruitment Qualifications

Education:    Minimum a Bachelor degree in a related field to forestry, agricultural, social sciences or related educational area with a good knowledge on forestry and environment, peatland; having a good knowledge regarding forest and peatland management, climate change and development issues in general; clear commitment to the governance reform.

Experience:    Min 3 years experiences in program management, facilitation and participatory research;  2-3 years of specialized experience working with civil society organizations and/or advocacy efforts; Wide network in climate change and forestry policy environment at the regions and national level; understanding the political environment related to climate change and forestry sector; Experience in working with international institutions is a plus.
