Background
 
Human rights defenders (HRDs) in Indonesia face restrictions on their freedom of expression and assembly, and often face stigma, intimidation, criminal defamation and blasphemy charges, arbitrary arrest, and even torture or killings. However, after the incidents that occurred in 2016, the situation for HRDs working specifically on sexual orientation, gender identity and expression (SOGIE) rights has become increasingly perilous. The belief is that a strong support network of individuals from various backgrounds and fields, from religious leaders and the media, to lawmakers and politicians, will help to improve the operating environment for organizations and individuals working on human rights, and specifically on SOGIE rights.  

Hivos, along with co-beneficiary Lembaga Bantuan Hukum Masyarakat (LBHM), is implementing a project entitled FEARLESS: Free, Empowered, and Resilient Human Rights Defenders. The project has the overall objective to support the fulfilment of the rights of HRDs and civil society organizations (CSOs) to protect and promote human rights in Indonesia. This project aims to promote non-discrimination in Indonesia through cultivating an enabling environment for HRDs to conduct their work freely, while strengthening their capacity to prepare for and respond to threats. The action is being implemented at the national level, as well as in the provinces of West Java and South Sulawesi, areas where marginalized groups and human rights organizations have faced increased threats to freedom and association.

Hivos is seeking a consultant that will facilitate the establishment of an “Inclusion Task Force” of national-level politicians and law-makers committed to promoting non-discriminatory policy and the rights of minorities. This Inclusion Task Force will be made up of at least ten (10) members. Meetings with members of the Inclusion Task Force are intended to provide a platform for key actors and allies to meet and discuss issues of diversity and inclusion, especially the protection of minority groups. It will also be a platform to discuss strategies, policies, and programs to protect the rights of the most marginalized and vulnerable groups. From these series of meetings, engaged members of this task force meetings are expected to provide public and political support to institutions and actors and encouraged to conduct public events of their own, to respond to most pressing conflicts, issues, or themes that arise in the Task Force meetings.


Objectives
The objectives of this assignment is to have a consultant establish a ten-member Inclusion Task Force, and facilitate discussions on relevant issues concerning marginalized and vulnerable groups. The consultant chosen for this assignment will act as a broker or facilitator to conduct a series of small scale meetings and consultations to establish the task force. The task force will discuss the most pressing issues in protection of minorities, including sexual and gender minorities. This will provide room for dissenting voices and aims to stimulate greater legislative support for solving issues like growing legal restrictions and bureaucratic discrimination towards sexual and gender minorities, including but not limited to:
1. The Indonesian government providing identification cards for Trans-community;
2. The latest updates and discussions of RKUHP;
3. The role of religious leaders and the media to the narratives of sexual and gender minority groups;
4. Synergy of notable advocacy related-work related to HRDs, including advocacy towards NHRIs on creating a national protection mechanism for HRDs; and
5. The potential to improve the enabling environment for HRDs and sexual and gender minority groups.

Intended Outputs:
1. Ten national-level politicians and law-makers involved in at least 5 meetings set-up and facilitated by the consultant;
2. Two public events involving members of the Inclusion Task Force.

Scope of work and Expected Deliverables:
The maximum duration to conduct the assignment is one month, with approximately 15 working days (negotiable) with tasks including:
• Mapping of potential members of the Inclusion Task Force;
• At least five (5) meetings with members of the Inclusion Task Force;
• One evaluation assessment on the results of the meetings (maximum total length of 10 pages long).



Qualification & Experience:
• Charismatic and well-connected individual in the Indonesian political sphere;
• Experienced facilitating meetings with high-level individuals;
• Knowledge in human rights and protection mechanisms, as well as current state of affairs in Indonesia concerning SOGIE and sexual and gender minority groups;
• Ability to work rapidly, both in person and remotely, with team members in various locations;
• Fluent in English and Indonesian.
