Background 

The Asia Foundation (TAF) is awarded Indefinite Delivery Indefinity Quantity (IDIQ) contract by USAID to implement ERAT (Tata Kelola PemERintahan yang Efektif, Efisien, dan KuAT) Activity starting on January 19, 2021.  The goal of ERAT is for the citizens of Indonesia to benefit from effective local government by increasing the quality of policy implementation and service delivery at the subnational level.  The goal will be achieved through three interrelated intermediate results (IRs):  

(1)  Coherence between national and subnational policies strengthened;  

(2)  Performance of local service delivery enhanced; and  

(3)  Local budget allocation and execution improved.  

 

ERAT follows a ‘Refine and Implement’ approach through three components:

(1)    Refine – this component includes conducting political economy analysis and co-design process to ensure that ERAT interventions are contextually grounded and responsive to reform opportunities

(2)    Implement – this component focuses on technical assistance and capacity building at national and subnational level to address needs identified in the Refine component

(3)    Short-Term Technical Assistance (STTA) – this component requires ERAT to respond to USAID technical Office request to receive targeted technical assistance within the scope of ERAT to meet local governance specific related needs

The STTA Manager is a full-time position that potentially serves for the duration of the Activity from 2021 to end of 2025 and responds to the third component of ERAT – demand-driven STTA.  The STTA Manager will be key a position and will have expertise in local governance and be responsible for liaising with USAID to anticipate and respond to STTA needs. S/he will directly report to the ERAT Deputy Activity Director and will have the following responsibilities:

 
Scope of Work and Responsibilities:

  • Spearhead the development of the ERAT STTA Database of Indonesian and Asian experts from across the region, building on TAF’s existing database and networks in South, Southeast, and East Asia. 
  • Work closely with USAID and the ERAT Senior Management Team to ensure coverage of a broad range of technical areas in which there may be need for STTA, including those related to local governance and cross-cutting areas in which local governance assistance may intersect with other sectors (such as public health or environmental management). 
  • Develop the annual work plan in response to USAID’s plan for consultancies and anticipated technical assistance needs. 
  • Responsible for technical aspects of recruitment, including providing substantive guidance in the development of expert TORs and the generation of shortlists of potential STTA experts for USAID review. 
  • Manage STTA related sub-contracts in coordination with ERAT Senior Technical Component Lead and relevant ERAT Program Specialists 
  • Liaise with and backstop STTA experts on technical issues, and review and refine the written reports of experts. 
  • Document the performance of individual consultants or organizations on specific assignments and immediately report any issues to USAID.
  • Maintain clear lines of communication with USAID counterparts to ensure that the database is complete and up-to-date, swift responsiveness to USAID requests for STTA, and quality control of experts’ work.   

Skills and Qualification:  
  • Advanced degree in Public Policy, Political Science, Public Administration or other related field
  • Experience in managing individual consultants and grants/contracts for research/consultancy organizations.
  • Experience in developing scopes of work/terms of reference for individual or organizational consultants for various sectoral areas such as governance, health, environment, private sector development, education, etc.
  • Experience in working on USAID-funded programs – experience in direct coordination with USAID preferred.
  • Demonstrated expertise in local governance, decentralization, and public service delivery.
  • Excellent written and oral communication skills 
  • Fluency in English and Bahasa Indonesia
