Rikolto Indonesia Job Vacancy: Head of Finance Based in Denpasar, BALI

 Rikolto in Indonesia, located in Denpasar, Bali Province is the regional branch of Rikolto, an international NGO with more than 40 years’ experience in partnering with farmer organisations and food chain stakeholders across Africa, Asia, Europe and Latin America committed to developing sustainable agriculture value chains and food systems.  

Rikolto runs programmes in 15 countries worldwide through eight regional offices. We’re a close-knit network of accessible and knowledgeable colleagues, willing to share experience and eager to inspire others. We are currently looking for a professional for the position of:  

 

HEAD OF FINANCE  

Based in Denpasar, Bali Province  

JOB SUMMARY  

The Head of Finance is a member of the Executive Management Team of Rikolto Indonesia. She/He responsible for the overall management of financial and accounting services of the Rikolto Indonesia Program and oversees the work of all Finance team by motivating the team to support and facilitate the activities of all programme sectors, while ensuring strict compliance with Rikolto and donor policies.  

S/he will be responsible to lead, develop and improve the finance management with relevant financial information for decision-making; ensuring accurate and timely financial information for quality program implementation. In the aspect of project proposal, the head of finance will take the lead in budget development in close collaboration with all respective actors and donors  

 

RESPONSIBILTIES:  

   

Financial Management  

   

Objective 1: Implementation of Finance Strategy at Country level  

  • Ensure adequate compliance with Rikolto’s financial policies, procedures, strategies and donor/government regulations.  
  • In collaboration with the Finance and/or Operations team at global level, take an active role in the development of the programme and operation budget in strategic and annual program plan, project proposals, and other business development and planning documents.  
  • Develop and improve guidance, include recommendation to the finance team and partners on areas involving finance, accounting and budget  

    Objective 2 : Proper functioning and implementation of finance management and associated system

 

  • Review, update and/or formulate, and implement appropriate financial management system that is consistent with the required internal controls and ethical standards for accurate tracking, recording and reporting of financial information to management, donors, and other parties  
  • Ensure the proper functioning and implementation of Rikolto’s finance and accounting system, budget system, cash management system and other financial systems and tools at country level.  
  • Monitor, analyze and report financial transactions and their impact on budgets and cash forecast; and ensure that regular feedback mechanism is implemented and appropriate actions are taken in a timely manner to ensure financial services meet and support the overall program and operationals goals.  
  • Interact with and encourage cooperation from other line managers to reach a common commitment toward financial stewardship.  
  • Lead and produce good quality of financial reports according to Rikolto and donor’s timeline and requirements.  

   

Objective 3 :  Effective Management of team and its functions at Country level  

  • Supervision and management of all direct reports (daily management and appraisal of performance);  this include train and provide guidance to finance team to maintain high level of performance and positive work attitude.    
  • Promoting the commitment to Rikolto’s values and inform the EMT in case of frauds or any violation of the policy.  

   

Objective 4: Partnership guidance and policy are well implemented  

  • Ensure that all partners understand the finance and reporting procedures of Rikolto by providing training and guidance on financial management  
  • Support Programme team in developing and implementing finance administration for Farmer Organization and other Partners of Rikolto (i.e : guide and support in expenditure management and financial reporting)  
  • Ensure the financial reports of partners are correct and well reported according to Rikolto financial guidance; not limited to review the performance of partner in the aspect of budget use.  

   

Objective 5 : Representing Rikolto Indonesia and linkage with related finance sectors/institution  

  • Representing as the finance focal point of Rikolto Indonesia with related stakeholders in relation with finance aspec  
  • Building network and liaise with relevant actors (banks, finance institutions, working group, etc)  

   

Audits  

  •  In collaboration with Rikolto global and/or respective donors, lead the audit process and the finance team provide accurate and timely inputs into the program and project audits.  
  • Ensure timely closure of audit recommendations; document and ensure discussion and preparation of a plan of action.  
  • Ensure that corrective measures are taken on audit recommendations.  

   

Key Working Relationships  

Internal: Executive Management Team, Collaboration with Finance / audit Dept. Rikolto global and other country, HR and Operations, Programme Dept and other unit within Rikolto Indonesia  

External: Representation and coordination with relevant authorities, donors, banks, external auditors, vendors, partners, related government/finance institution, other INGO/NGO.  

 

REQUIRED QUALIFICATION  

  • Master / bachelor degree in Finance, Accounting or Business Administration or equivalent  
  • Minimum 7 years experience managing the finance department of a medium to large sized organization with various international grants.  
  • Good knowledge of financial software  
  • Ability to lead and provide the effective supervision of personnel in multi-cultural setting  
  • Self-guided, strong organizational and planning skills; Ability to work independently  
  • Proven problem solving and decision-making skills  
  • Proficient in MS Office (Word, Excel and other appropriate software)  
  • Strong English reading, writing, and speaking skills.
