VACANCY : USAID/IUWASH PLUS: Individual Consultant for Competency Management Portal Web Developer in Jakarta

The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five year-and-eight months initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:

 

1.         An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and

2.           An increase of 500,000 people in urban areas with access to safely managed sanitation.

 

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

 

The Swiss State Secretariat for Economic Affairs (SECO) acting through the United States Agency for International Development (USAID) share the mutual goal of improving performance of water utilities to increase access to clean water in Indonesia, particularly to address two technical challenges that are especially impactful: (1) high rates of non-revenue water (NRW); and (2) poor energy efficiency (EE). To provide a comprehensive and measurable NRW reduction and EE improvement in Indonesia, SECO agreed to co-finance USAID for a three-year technical assistance program, implemented under the current USAID IUWASH PLUS program with seven PDAMs in two regions, i.e. West Java and Central Java provinces.

Individual Consultant for Competency Management Portal Web Developer in Jakarta (JOB CODE: FPICA/MPWD_JKT) 

 

Objective

This application will support PDAM to increase the capacity of its staff, by providing training and certification information relevant to the competencies required by PDAM. The required competencies will follow the applicable national standards (SKKNI).  This application will be used to assist PDAMs in employee competency management, by ensuring that staff have competencies according to their positions in PDAM. PDAM management can see the recapitulation of the competencies of its staff. PDAM staff and management can seek appropriate training or certification. Information on the existing certification or training agenda is provided by the Certification/Training Agency. This portal will also accommodate job vacancies, which can make it easier for PDAMs to recruit people with the appropriate competencies.

 

Tasks and Responsibility

Competency Management Portal application is a system designed for special needs and purposes  and cannot be purchased directly because it is not available in the market, so it requires special development by application developers. USAID SECO Partnership as an application buyer will place an order for this system through the Individual Consultant Assignment (ICA) mechanism to individual Application Developers.

Application developers that provide the system will be mandated to design, develop, test it, and pre-filled with data until it is installed and running on the Perpamsi server, and assisted by USAID SECO Partnership under Capacity Building program. Before being deployed, the application must be tested under a designed usage scenario. The application developer consultant will also have to train USAID SECO Partnership staffs on the installation and operational procedures for this application.

 

Minimum Qualifications:

To ensure the delivery of the output: the Competency Management Portal, web developer has the following qualifications:

  • Information Technology educational background, specially in computer programming
  • Minimum 5 years experience in the development of General computer application
  • Experience in the development of web-based application using large set of data with high traffic
  • Understand analyzing system requirements, and designing database management system
  • Familiarity in HTML, CSS, Javascript, PHP, SQL, Backend, and other programs.
  • Good knowledge of responsive design.
  • Solid understanding of the application development life cycle
