Overview of the Role:
To lead the advocacy unit in strengthening the commitment of and in improving the capacity of sub-national governments in planning, budgeting, program implementation and monitoring-evaluation of local poverty reduction and welfare-improved programs, through TKPK (Poverty Alleviation Coordinating Teams). The role includes internal coordination to improve effectiveness of line ministries anti-poverty programs in the regional level.
 
The Manager of Local Government Policy Advocacy will perform for 10 (ten) months with full time/fixed-term contract.

About the Role:
The Manager of Local Government Advocacy Unit will be required to undertake the following tasks:

·    Lead the relationship between TNP2K Secretariat and local governments, mainly through TKPK, in improving the capacity of sub-national governments to accelerate local poverty reduction.

·    In conjunction with program partners, identify opportunities for improving effectiveness of TKPK roles in local poverty alleviation through stronger coordination, better programs, and local innovations.

·    Provide advice to the Executive Secretary, Chief of Policy Team and Policy Teams to improve effectiveness of line ministries anti-poverty programs in the regional level.

·    Plan advocacy unit annual activities to serve the role of the unit and manifest mandate of TNP2K at the local level. Policy

·    On Behalf of the Executive Secretary, become the key resource person in Provincial and District/Municipal TKPK Coordination Meeting.

·    Provide technical assistance to TKPK in developing local poverty reduction strategy documents.

·    Managing activities of the LG Capacity Development team

·    Any other tasks relevant to the core responsibilities and duties of this position, as assigned by the supervisor.

·    Maintain stringent standards of personal behaviour in interactions with children and take steps to report concerns about child abuse or risks to children.

Responsibilities and duties:
The Manager of Local Government Policy Advocacy Unit will provide the following deliverables:

·    Annual advocacy unit proposed activities along with its associated Implementation Plan, TORs, etc.

·    Strategy framework/approach to meet the unit’s mission in improving the role of local government in alleviating local poverty

·    Annual assessment of TKPKs’ institution, capacity, and performance in alleviating local poverty

·    Evaluation Report on Local Government Planning and Budgeting for the acceleration of poverty reduction

·    Recommendations to revise MoHA regulations on annual local government guidelines for planning and budgeting.

·    Strategy to strengthen the role of TKPK in handling any other related strategic policy issues, such as stunting prevention and handling Covid-19 pandemic.

·    Briefs/recommendation on proposal to better ways to alleviate local poverty including on strategy, local innovation, regulation, etc.

About You:
Advanced degree in development studies, economics, public administration, or other relevant disciplines.

·    Demonstrated analytical & conceptual skills and aptitude for learning the latest scientific/evidence-based approaches to national and regional level poverty reduction strategy and programs.

·    Minimum 10 years of experience relevant to this position.

·    Familiarity with public sector governance and development, regional planning, policy development and reform, poverty reduction and other related areas

·    Proven ability in staff training and/or facilitation

·    Demonstrated ability to successfully deliver outputs similar to the ones of this position.

·    Advance understanding of Indonesia’s regional level poverty alleviation issues, strategy, policies, and programs.
