Medecins Sans Frontieres (MSF) is an international medical and humanitarian, non-profit organization acting in accordance with the principles of humanitarian assistance, impartiality, neutrality, medical ethics and med- ical confidentiality, independent from any political, religious, military or economic authority .

In compliance with MSF’s charter and based on an independent assessment of needs, MSF provides medi- cal and humanitarian assistance to populations in distress without discrimination on the basis of race, reli- gion, gender or political convictions, in the contexts of epidemics, endemic diseases, natural disasters and conflicts. The humanitarian and impartial nature of MSF’s action and operational principles is recognized and respected by the Parties as a requirement for and condition of MSF’s activities .

 

Since 2017, MSF (OCB) has been working in Indonesia within Adolescent Reproductive Health in the Banten Province and parts of Jakarta under a MOU with the MoH Family Health Department. Since 2020, when the COVID-19 pandemic broke out, MSF has engaged in COVID-19 response in the same two provinces linked to the MoH Crisis Centre.

 

A new MoU is signed with the both the MoH Family Health Department regarding Adolescent Health and as a new initiative the MoH Crisis Centre regarding Capacity Building in Emergency Preparedness and Response describes an ambition of:

·       Together with the Health Crisis Center, provide training on disaster and health crisis preparedness and management for health and non-health workers

·       Facilitating the implementation of regular coordination meetings and discussions to strengthen coor- dination, collaboration and partnership

·       Providing technical support in developing practical guidelines, technical instructions, instruments, rec- ommendations and other knowledge products in technical areas related to disaster and health crisis preparedness and management

·       Disaster and health crisis preparedness and management training for community groups

·       Disaster and health crisis preparedness and management training for MSF staff, association members and peers in Indonesia


Main Purpose

Supporting the Medical Coordinator through delegated tasks and responsibilities focusing on the Capacity Building for Emergency Preparedness and Response. This includes administrative tasks, ensuring good relationships with local and national authorities and ensuring adequate implementation and adaptation of the training program, according to MSF and MOH/WHO protocols. This is in order to create an environment that ensures the delivery of quality medical care for patients and their communities as well as to improve the health conditions of the targeted population, especially related to emergencies.

 

 

 

Accountabilities

 

          Participate actively in project planning and management of the initial implementation of the capacity building program for emergency preparedness and response of MSF and Health Crisis Center of MOH, together with the Project Coordinator. This will include participate in setting up the implementation project plan, participate in defining the training curriculum, target population, needs and materials for the trainings.

          Providing technical support for the new capacity building program for emergency preparedness and re- sponse, including surveillance of disasters and health crisis events and participating in the analysis of epidemi- ological data (meetings, reports, articles, etc.) in coordination with relevant government agencies (MOH, Health Crisis Center of MoH, BNPB and others).

          Participating in emergency medical assessments and interventions when appropriate. Supporting the project teams if needed either in the emergency disaster area or from Jakarta

          Participating in the management of the medical stock in coordination, advising and guiding the supply team in the mission of medical stock management.

          Applying the staff health policy and participating in the evaluation of hospital structures that can serve as reference structures for national and international staff. Participating in the medical monitoring of MSF per- sonnel and overseeing all medical expenses associated with various consultations and hospitalizations

          Participating in mission and/or project reports, analyses and discussions of plans and activities, not nec- essarily part of the capacity building program for emergency preparedness and response.

          Performing other duties at the request of Medco/DepMedCo, including temporarily replacing DepMedCo in case of absence/leaves.

 

 

 

 

Requirements

 

Education

 

Medical Doctor diploma or equivalent in a related allied health

Experience

          Minimum 5 years experience in emergency rรฉponse in a humanitarian organization

          Experience in organizing trainings and providing direct trainings

          Excellent interpersonal, teamwork, communication written and verbal English, facili-ta- tion and computer skills

          Demonstrated experience working with government, community, local NGOs and rele- vant stakeholder .

          Demonstrated experience in planning, implementing, and monitoring include analysis of emergency response programs

          Demonstrated experience in produce good quality report for internal and relevant stake- holder

          Fluent in English and Bahasa


 

Desirable:

 

·       International Work Experience

·       Experience in medical research/epidemiology
