KOMPAK Program

KOMPAK is an Australia-Indonesia government partnership supporting the Government of Indonesia's efforts in reducing poverty through improvements in basic service delivery and creating opportunities for work. KOMPAK focuses its efforts on three result areas:

  1. Supporting Local Governments and Service Units to better address the needs of basic service users;
  2. Supporting the poor and vulnerable to benefit from improved village governance; and
  3. Supporting the poor and vulnerable to benefit from increased opportunities for employment and economic development.

 

The Opportunity

The Monitoring and Evaluation (M&E) Consultant will provide quality support in the gathering, monitoring and analysis of Activity and KOMPAK level data and information. The support especially on the preparation, implementation and analysis of KOMPAK village survey, Final year program performance review, LED business unit survey and other main tasks under Performance and Analytics Unit.

 

Key Duties

  1. Support the Performance and Analytics Lead in implementation of KOMPAK village and LED Business Unit Survey. This includes the development of survey instruments, training for data collectors and other preparation steps, data cleaning, data analyzing and presentation of information from the survey. The results from the survey and other supporting data are used to track the performance of flagships and KOMPAK indicators as evidence to show annual progress and achievements towards KOMPAK Success 2022
  2. Support the Performance and Analytics Lead to facilitate Final Year Performance Review. This includes working with each national team to prepare a preliminary analysis on Activity status and target achievement before the Performance Review session begins, preparing updated data and information in a format to be displayed during discussion sessions, supporting facilitation to document progress and discuss changes and lessons learned. Compile information and results, analyze this and coordinate with the implementation team regarding follow-up to changes in work plans and budgets
  3. Support Deputy Director of Performance and P&A Lead on DFAT reporting. This Includes collecting and analyzing relevant data and information for Performance Assessment Framework, Investment Monitoring Report, and other DFAT reporting

Key Requirements

  1. Demonstrated competencies and experience in data collection, management, synthesis and compilation and experience in managing data in a program Management Information System (MIS). This includes the good ability to use MS Excel (Advance Formula, Pivot Table, Data Visualization such as graph) and other relevant programs
  2. Demonstrated competencies in group facilitation, the ability to provide technical support and demonstrated experience in mentoring and/or technical coaching to teams
  3. Demonstrated understanding of the concept and practice of developing and implementing Activities based on the Program Logic
  4. Experience in qualitative and/or quantitative data collection approaches and methodologies and the development and/or refinement of M&E tools
  5. Ability to work well as a team, with strong communication and interpersonal skills
  6. Ability to work independently as a self-starter with excellent time management and the ability to prioritize tasks
  7. Understanding of gender equality and social inclusion issues
