Capacity Building for LHP, Rapid Assessment, ER Planning and MEAL in Emergencies Response Context

Activity A1.1.2.3.8

Output 2: Institutional and Operational Emergency Preparedness, Response and Coordination capacities of LHP are strengthened.

 

1.       CONTEXT

Within the last 15 years since the biggest disaster occurred in Indonesia, the local and national NGOs have been developed and growing their capacity and influence, while in the international level, the mainstream of the local leadership become more visible especially in the context of funding allocation for humanitarian responses. While in the other hand, the government of Indonesia also developed the national policy that support the local actor’s leadership for emergency respond in Indonesia. This is a promising aspect for local actors in Indonesia, as well as a challenge to keep growing and increase their capacity to be able to fill the need and gap in the field and their organization.

ToGETHER (Towards Greater Effectiveness and Timeliness in Humanitarian Emergency Respond) that have been established since 2020, is a program that will be facilitating 40 Local Humanitarian Partner (LHP) from eight countries (Bangladesh, Congo, Colombia, Ethiopia, Indonesia, Myanmar, Pakistan and Somalia) to develop their capacity for humanitarian respond and promoting their role as leading local actor and also to put the localization as transformative action.

For Indonesia, there are five Local Humanitarian Partner (LHPs) that have joint ToGETHER with the cooperation with Caritas Germany, they are LPSDM, PKPA, Yayasan Pelangi Maluku, Yayasan SHEEP Indonesia, and Yayasan Panorama Alam Lestari. The five LHPs have finished the steps of Organizational Capacity Assessment and workshop, and develop Action Plan to be implemented in this program.

As the follow up process, there will be series of capacity strengthening for the LHPs in Indonesia to provide a more sustainable response to emergency situation. Some of them and one of them are rapid assessment, MEAL in emergencies and ER planning strategy as a part of the disaster management cycle.

 

2.       OBJECTIVES OF THE EVENT

·       Strengthening the response and resilience capacity of LHP’s partner of ToGETHER project in 5 provinces in Indonesia.

·       reinforce the capacities of local organizations to provide a more sustainable response to crisis situations through a disaster management cycle that comply with Core Humanitarian Standard, such as SPHERE

·       Facilitating the learning of LHP member of ToGETHER in Indonesia about rapid assessment, MEAL in emergencies and ER planning strategy as a part of the disaster management cycle.

 

 

·       Build collective understanding of where our strengths are, but also where learning interests and gaps are in terms of applying humanitarian responses in practice base on the program strategy development.

·       Promote networking and exchange among the participants, beyond the workshop

 

3.       SCOPE OF WORK:

The workshop is to cover the following distinct subject areas:

·       Revisit Disaster Management Cycle and its phases and how the subject of this activities link to the cycle

·       Rapid Assessment Training

1.       Introduction to Humanitarian Rapid assessment

2.       When to do situation report or a rapid assessment in ER

3.       How to develop and conduct an assessment with up-to-date, accurate and specific data about the humanitarian situation

4.       Case studies to include most common situation and how to overcome challenge including best practices in other places

5.       Writing a structure and concise report and recommendation to the management based in the finding of Rapid Assessment or a Situation Report,

·       ER strategy plan development

1.       Develop emergency response decision making process

2.       How to read and/or use the recommendation from Rapid Assessment/sitrep

·       CHS & MEAL in emergencies

1.       Set up and implement simple (good enough) monitoring systems that generate an appropriate amount of qualitative and quantitative data on the quality, effectiveness, relevance and appropriateness of the emergency response that are timely, reliable and useful. 

2.       Use monitoring system information for: tracking progress against targets; assessing outcomes of interventions, including those that are unanticipated; making decisions; and producing evidence-based reports. 

  1. Refine the complexity and increase completeness and reliability of M&E systems over time.

 

4.         EXPECTED OUTPUTS AND DELIVERABLES

With 4 days offline training and 1-day online training

The consultancy should provide with:

Training content script covering the following content:

·       Key concepts and approaches for Rapid Need assessment/ Sitrep (including multi risk and multi threat   - Methodology and tools

·       A step-by-step guideline to develop an ER strategy plan, include a checklist of questions to ensure not to forget any of the requirements.

·       MEAL in emergencies simple tools template 

·       LHP able to improve their existing ER strategy plan and share the ER plan to ToGETHER team.

·       Detailed methodology for each module. The proposal must guarantee the theoretical and practical

 

·       Evaluation of the training participation and the knowledge acquired by the participants before and after the training.

·       Final report of the whole process and recommendation for participants

 

Participant List: LHP’s MEAL staff or MEAL representative and Focal point, 1 senior management staff (optional) along with CGI staff (TBD)

During the workshop offline (4 days): LHP Partners delegation, CPU staff, and the facilitator will be attending the full session of workshop that will be conducted off line

During the workshop online (1 day): Facilitator will revisit the ER strategy plan made by the participants and provide consultancy assistance to the LHP before they finalize their plan based on their current resources

After the workshop: Based on the exchanges during the workshops, each LHP will integrate the knowledge, to exchange and develop their planning for follow up within respective organization.

5.      CONSULTANT EXPERTISE

·       Proven experience in research and training provision in the fields of humanitarian action and/or development and Core Humanitarian policies in these areas.

·       Proven experience in training individuals and organizations working in humanitarian action and/or development, including through online tutoring.

·       Proven experience in development of needs-based, work-oriented methodologies for humanitarian action/development field workers and staff engaged in project formulation.

·       Proven experience in handling ER project

 

6.      DEADLINE & PROPOSAL SUBMISSION

Interested individual or organization is expected to submit technical and financial proposal contains the following components:

a)       Methodology (Tools (or approaches), timeline or workplan, management and training plan)

b)      Proposed training budget in details

c)       Organizational capacity statement, experiences and activities related to project evaluations

d)      Individual CV or all member of the team
