URGENT: Consultant for West Papua Livelihood – Closing 19 Oct 21

WEST PAPUA LIVELIHOODS

As one of the provinces with the largest Peatland and Mangrove Ecosystem (PME) in Indonesia, West Papua could only protect 10% of the mangroves area (650,000 ha). According to the socio-culture situation, the local community living in the mangrove areas is very limited as they only could utilize the mangrove ecosystem at a very minimum aspect, especially in Kaimana Regency, South Sorong Regency, and Bintuni Regency. The local community mostly utilizes the mangrove to fulfill their daily needs. However, some people generate several activities to increase their income based on limited opportunities. For example, Bintuni and Kaimana's local community started to sell shrimp and crabs to visitors outside West Papua.
 
CI Indonesia is calling for Consultancy Quotation to conduct a baseline survey to obtain preliminary data on the natural resource in the PME areas, the level of PME utilization, as well as the socio-economic condition of the local community; also conduct pre and post-assessment training programs to capture the impact of the activity and consider the report as a baseline to the evaluation and program planning in the future. The program will be implemented in Fakfak Regency, South Sorong Regency, Kaimana Regency, Sorong City, and Sorong Regency.

OBJECTIVES & SCOPE OF WORK

The survey aims to find various information such as the physical condition of the area, population, socio-economic condition (demographics, way of living, livelihoods, and sources of income), natural resource management, production, marketing, and others. The data gathered by the Consultant could be in the form of primary and secondary data.

The scope of work towards the baseline survey would cover the local community’s socio-economic condition in the Peatland and Mangrove Ecosystems (PME) in West Papua. The survey will be conducted in approximately 29 villages located in Kaimana Regency, Fakfak Regency, Sorong City, Sorong Regency, and South Sorong Regency.

 

ROLES AND RESPONSIBILITIES

The Consultant will be working under the direction of the Senior Manager IKI West Papua Program. The Consultant also will arrange coordination with a related key partner such as CI staff at Jakarta and related staff at field offices

  • To coordinate related to the socio-economic/ livelihood baseline survey implementation in West Papua.
  • To assist coordination of the livelihood training implementation, such as ensuring the implementation of training, pre and post-tests, documentation and reporting according to the regulations
  • To prepare field activity and livelihoods training report, as well as reviewing consultant reports, particularly to ensure the data/ information collection has been recorded appropriately.
  • To ensure the data, information, documents, and photos of the livelihood activities are recorded and stored properly.
  • To assist the Monitoring & Evaluation Team and Communication Team on data management.
  • To assist survey implementation and economic studies, particularly on data preparation and management, as well as to conduct communication towards the partner.

 

OUTPUT

  • Baseline information related to the biophysical, socio-economic and cultural conditions of the local community, at a minimum of 29 villages
  • Increased number of coordination and effectiveness of the livelihood activities implementation in the field, such as surveys, training, and other livelihoods activities
  • Reports, data, and documentation of livelihoods activities in West Papua
  • Improvement on the restoration and management data system, reports, and documentation of livelihoods activities in West Papua

 

PERIOD OF PERFORMANCE

The Consultant is expected to join ASAP  and expected to complete the duties by 31st of December 2021 with the possibility of extension.

 

QUALIFICATION AND EXPERIENCE:

The consultant is expected to have experience in Non-Governmental Organizations (NGOs), universities, or Research Institutions (Socio-Economics). The consultant will spend time and working at CI Office in Manokwari, West Papua, at minimum 75% of the time.

–    Bachelor degree majoring in Economy, Social Science, Environmental Science or Natural Resource Management
–    Minimum 5 years of working experience in the field of natural resource and economy
–    Familiarity with socio-economic survey methodologies and data analysis
–    Familiarity with global conservation issues such as climate change, deforestation, and biodiversity
–    Excellent oral & written communication, both in Bahasa and English
–    In good health and fit to carry out fieldwork in remote areas in West Papua
–    Commitment to working in a team and following a work plan
–    Commitment to working at the CI office in Manokwari, and several fields sites in West Papua
