VACANCY USAID/IUWASH PLUS: Individual Consultant – Preparation of Documents for Leveling the D3 to be D4 Program AKATIRTA

The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five year-and-eight months initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:

 

1.         An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and

2.           An increase of 500,000 people in urban areas with access to safely managed sanitation.

 

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

 

The Swiss State Secretariat for Economic Affairs (SECO) acting through the United States Agency for International Development (USAID) share the mutual goal of improving performance of water utilities to increase access to clean water in Indonesia, particularly to address two technical challenges that are especially impactful: (1) high rates of non-revenue water (NRW); and (2) poor energy efficiency (EE). To provide a comprehensive and measurable NRW reduction and EE improvement in Indonesia, SECO agreed to co-finance USAID for a three-year technical assistance program, implemented under the current USAID IUWASH PLUS program with seven PDAMs in two regions, i.e. West Java and Central Java provinces.

 

To achieve these outcomes IUWASH-PLUS need high caliber candidates to fill the position of

 

Individual Consultant – Preparation of Documents for Leveling the D3 to be D4 Program AKATIRTA

 

(JOB CODE: FPICA/DLA_CJRO)

 

 

Objective

The main objective of the assignment is to support AKATIRTA in improving their education system and preparing the documentation needed to obtain an applied bachelor (D4) education level for the environmental engineering study program from the Ministry of Education.

 

Tasks and Responsibility

1. Task I: Preparation

a.       Study latest policies on D4 creation, including the Decision of the Director General of Vocational No. 55/D/HK/2020 concerning Requirements and Procedures for Upgrading Diploma Three Programs to Applied Undergraduates.

b.       Compile of existing AKATIRTA documentations for the assessment;

c.       Confirm tasks, involved parties, and timeline, including the submission deadline and BAN-PT surveillance;

d.       Coordinate with internal and external parties, including the Department of Education and Culture of Central Java Province in Semarang City.

2. Task II: Self-assessment on AKATIRTA preparedness

a.       Verify requirements, including the documentations, to improve to D4.

b.       Formation of a small pre-assessment team consisting of internal and external personnel;

c.       Conduct quick assessment on AKATIRTA education system to identify gaps to meet the D4 requirements;

d.       Prepare work strategy and plans for increasing the preparedness.

3. Task III: Improve the preparedness

a.       Provide guidance to and work with AKATIRTA staff to improve the subpar components of the system  

b.       Coordinate with internal and external parties to fill in data and instruments to increase D3 to D4 levels

c.       Prepare required documentation and instruments, which include those related to curriculum, future plans, quality assurance, lecturers and educational support staff, partnership with industries, and infrastructure.

d.       Provide alternative solutions in completing the need for the preparation of the required documents and instruments.

4. Task IV: Submission to the Higher Education Institutional Licensing Information System

a.       Submit the documents to the system (SILEMKERMA, or Sistem Informasi Layanan Perizinan Kelembagaan Perguruan Tinggi).

b.       Monitor the process and identify needs for improvement.

c.       Provide advice and response on the feedback to AKATIRTA staff.

 

Minimum Qualifications:

The personnel required to perform the four tasks above need to have qualification as follows.

·       Minimal bachelor’s degree (S1), S2 is advantage;

·       Have a good understanding on the post-secondary vocational education licensing process;

·       Experience in upgrading level of post-secondary education, particularly vocational program;

·       Preferably living in Central Java.
