The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five year-and-eight months initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:

 

1.         An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and

2.           An increase of 500,000 people in urban areas with access to safely managed sanitation.

 

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

 

To achieve these outcomes IUWASH-PLUS need high caliber candidates to fill the position of

Task

Together with the Financial Consultant, and Institutional & Regulatory Consultant to facilitating assistance in the:

a.      Preparation of the draft GUIDELINE for the establishment of BLUD-Domestic Wastewater Management. (integrated with the UPT PALD Main OPD Renstra) in identifying and analyzing existing domestic wastewater services; identification and analysis of strategic problems and issues; formulating goals and objectives; formulating strategies and policies, and formulating plans for programs and activities.

b.     A statement of ability to improve performance signed by the Head of UPTD and known by the head of the SKPD.

c.      Contents of the UPTD governance pattern: institutional; contains the position of office, division of tasks, functions, responsibilities, work relations and authority work procedures; contains provisions regarding the relationship and working mechanism between positions and functions function grouping; contains the division of service functions and support functions in accordance with the principles of internal control for the effectiveness of achievement. human resource management, contains policies on human resource management that are oriented towards improving services to the community. determined by Regional Head Regulation.

d.     Business Strategic Plan. UPT prepares Strategic Plan (5 years) in accordance with the provisions of the legislation as part of the Strategic Plan SKPD. And contains: a) service development plan; b) strategic and policy directions; c) program and activity plans; and d) financial plan. (determined by Regional Head Regulation) financial statements or financial prognosis/projections. compiled by the head of the UPTD in accordance with the accounting system applied to the local government. The financial statements consist of: a). budget realization report; b) balance sheet; c) operational reports: d) statements of changes in equity; and e) notes to financial statements. The preparation of financial prognosis/projections in the form of budget realization reports and operational reports is prepared by the newly formed UPTD and will implement the BLUD in accordance with the planning and budgeting system implemented by the regional government.

e.      Minimum Service Standards. minimum limits on the type and quality of basic services that must be met. SPM is regulated by a Regional Head Regulation to ensure the availability, affordability, equity, equality, convenience and quality of services provided by the UPT.

f.       Latest Audit Report Or Statement Of Willingness To Be Audited Independently. is an audit report by an external government auditor on the last year's financial statements before the UPTD that will implement the BLUD is recommended to implement the BLUD. In the event that the latest audit is not yet available, the head of the UPTD that will implement the BLUD shall make a statement that he is willing to be audited by an external government auditor. The statement letter is signed by the head of the UPTD and known to the head of the SKPD.

 

A.    Implementation Schedule

An estimated period of 2 (two) months November – December will be required for the successful implementation of above explained a tasks.

 

 

Required Qualifications

·       Have (at least) a bachelor's degree in Law / Financial engineering / environmental Engineering

·       More than 5 years of experience in understanding related to sanitation (domestic wastewater), local government institutional and financial issues and technical matters contained therein in general with the local context, experience in establishing local institutions such as UPTD, BLUD, Perumda is preferred.

·       experienced in facilitating / communicating and assisting activities at the local government level

·       Experience with USAID programs or International Organization is highly desirable;

·       Demonstrated ability to communicate effectively (written and oral) in English and Indonesian;

·       Demonstrated experience in writing of technical reports;

·       Excellent interpersonal skills with the ability to work in a team environment as well as independently with limited supervision.
