MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING (MEAL) OFFICER -  

1 position based in Jakarta

CWS is implementing an Australian Humanitarian Partnership (AHP)-funded program that responses to Covid-19 outbreak by improving the local communities’ knowledge, attitudes, and practices on issues and impacts of the Covid-19 pandemic; supporting health authorities manage the spread and impact of COVID-19 through increased uptake of vaccines; strengthened protection services and psychosocial support; and improved access to livelihoods support. 

 

I.      THE ROLE:  The MEAL Officer’s role is to assist the Program Development and Quality Manager with the development of the MEAL Plan for the project, including indicator selection, target setting, reporting, database management, and developing MEAL performance monitoring plans. He/She will assist in the compilation and analysis of program data and learning; assists the Program Development and Quality Manager in the provision of technical assistance in designing and implementing studies, research, surveys and evaluations; set-up and implement accountability to beneficiaries mechanisms, monitor program quality, and support program learning.

 

II.   RESPONSIBILITY & TASKS

 

1.       Monitoring & Evaluation

·       To participate into program development and planning activities

·       Participate in the MEAL roll out plan within the program

·       Compile and provide required data for reporting to donors and CWS requirements

·       Ensure all projects meet CWS MEAL essential standards

·       Work closely with the program team to develop Program Quality Benchmarks

·       Use process, output, and outcome level quality Benchmarks as reference to undertake field monitoring visits, focusing on program quality aspects, discuss with relevant staff and share reports with relevant colleagues

·       Work with the program team to develop data collection tools

·       Work with program team to regularly collect data related to their indicators.

·       Perform regular field visits to ensure the quality of data collected by Program staff and to verify the accuracy of reported data.

·       Coordinate evaluations and research activities and ensure effective data collection.

·       Supervise the development of data collection tools proposed for evaluations activities

·       Participate in the design of evaluations under the guidance of PDQM and MEAL specialist

·       Perform at least two or all types of data collection and data management tools (Kobo Toolbox, ODK, CommCare, Advanced Excel, and other) is required. Ability in quantitative analyses (descriptive and inferential analyses) using SPSS and/or STATA is an advantage.

2.       Accountability

·       Support the program team to set up Complaint and Response Mechanism to respond to complaints/concerns/feedback from beneficiaries

·       Receive accountability data from field, analyze it and develop dashboard and share it with the PDQM and MEAL Specialist

·       Compile and analyze data on monthly basis and share it with program teams at various levels.

·       Maintain the Complaints and Response Mechanism database, ensure participation from different community elements including children, person with disability, and other gender

 

3.   Learning, Knowledge Management and Innovation 

·       Provide technical support and or identify technical resources to assist in Institutional strengthening activities.

·       Assist PDQM in documenting the most significant change, write success stories, collecting information from the field.

 

4.   Reporting, Coordination and Communication

·       Assist PDQM in report writing.

·       Synergize MEAL and other technical sectors of the program.

·       Establish and coordinate   with program partners.

·       Assist the PDQM in overseeing data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit worthy.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

 

·       Bachelor’s degree in Statistics, Demographics, Social Science, Public Health, Economics, or related field.

·       Minimum of two years of professional experience in a M&E position responsible for implementing M&E activities

·       Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies

·       Experience with cross-cutting areas such as Child Participation, gender etc.

·       Demonstrate ability through previous experience with data quality assessments and oversight, developing and refining data collection tools and analyzing data.

·       Have skills in training, coaching, and mentoring

·       Excellent written and oral communication in Bahasa Indonesia and English

·       Proven Ability to work effectively as part of multidisciplinary and multicultural team

·       Willing to travel and work irregular hours
