 Yayasan Plan International Indonesia is presently implementing its country strategic 4 (CS 4) covering fiscal year 2017 to 2022, where the country objective has been defined as “to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society”. MER BTF Project Specialist             

BACKGROUND

Youth employment crisis in Southeast Asia has been exacerbated by the current COVID-19 pandemic and will have lasting economic impacts for years to come, particularly for vulnerable groups like women, migrants, victims of human trafficking and those with disabilities. The COVID-19 crisis has devastated livelihoods, stunted local businesses, and essentially shut down global economies causing unprecedented levels of unemployment. According to the International Labor Organization (ILO), 84.4% of youth ages 15 to 24 in the Asia-Pacific region work in informal employment, and the pandemic has hit the informal sector the hardest. The negative economic impacts of COVID-19 will likely result in a ‘crisis cohort’ even for those graduating from secondary and tertiary schools this yearThese young people will continue to face higher unemployment, lower pay, and worse job prospects up to a decade later, compared to those who entered work pre-COVID and the global economic downturn. In Indonesia and Vietnam, the pandemic will continue to deepen economic vulnerabilities for young people working in the informal sector especially women and migrants. In order to reduce the youth unemployment crisis caused by the COVID-19 pandemic in Southeast Asia, Plan International, will deliver market-driven vocational and job-matching solution with the potential for scale, beginning with a pilot that targets the most vulnerable young people across Indonesia and Vietnam. Whilst, COVID-19 has further exposed the large skills gap among youth across the ASEAN region. Skills development is key to fostering the resilience of young people when facing rapid changes in prospects for employment and entrepreneurship in the sectors that are hit hardest by the crisis.  While some sectors will continue to suffer due to COVID-19 for years to come, others will see a spike in recovery and growth (e.g. health, personal care and ICT); there is a timely and tremendous need to identify and match labor market needs with proper skills development to effectively address the skills gap challenge in the post-COVID era. In view of the above, the M&E coordinator will be hold responsibility to ensure that the project M&E framework is in place, functional and utilized to gather evidence on how well specific project are on track to achieve their impacts.

ROLE PURPOSE

The MER Coordinator responsible in ensuring timely monitoring and evaluation on project especially in Indonesia and also support Senior Project Manager in developing M&E Framework for project in Indonesia and Vietnam.  She/He should ensure the quality of MER products in relation with project activities.


DIMENSIONS OF THE ROLE

  • The post holder reports to YEE Program Manager.
  • Coordinate the M&E framework development and MER support to both Country Offices (Indonesia and Vietnam)
  • Liaise with Programme/Senior Project Manager to supervise and provide oversight of the work of M&E consultants and partners, to ensure linkage to YPII YEE M&E framework and Plan International standards and guidelines for Programming and Influencing.
  • Play a key role in ensuring timely monitoring and evaluation on projects, coordination of monitoring activities and baseline data collection and submission of YPII quarterly and annual report.
  • Ensuring the quality of MER Products in relation with the project activities
  • Represent YPII in exchange of information and community of practice forums and events at National, Regional and Global level as requested by YEE Program Manager.
  • Unless there are specific activities for M&E, this position does not have budget portfolio to manage.


ACCOUNTABILITIES

Monitoring and Evaluation and Research

  • Supports the development of Project M&E framework and Indicator Tracking Table (ITT), liaise and coordinate with Programme and Senior Project Manager to ensure that Project M&E Framework, ITT and quarterly as well as annual plan are in place based on the Project Detailed Implementation Plan (DIP), provide support and mentoring as necessary to achieve this to Project Team.
  • Leads the development of monitoring and evaluation plans as well as MER tools of the project, ensuring quality of baseline data and research result, availability of risks registry, monitoring activities and evaluability criteria as per project theory of change, gender transformative approach, CS4 and Plan International Area of Global Distinctiveness (AoGDs).
  • Conducts and/or provides support to project monitoring activities as requested by Programme Manager or Senior Project Manager, including support to select M&E consultants and provide mentoring to implementing partners.
  • Works under the technical supports from Research and Knowledge Management (RKM) Specialist/Manager to provide oversight to project research tools and analysis for M&E.
  • Support the adoption of Plan International MER digital platforms that is being utilized under the project for external related stakeholder; GoI, academics or other development agencies 

Quality Monitoring and Evaluation Reporting

  • Collects and coordinate data collection required for timely submission of M&E reports of the project for CO quarterly and annual report to Regional and Global Hub, Donors and NOs.  
  • Supports and provides inputs for the projects and humanitarian response’s data collection and analysis for donor reporting.
  • Ensures the utilization of YES!Me or any IT-based platform for M&E is well developed and functional to generate timely report

Knowledge Management and Outreach

  • Provides capacity building and mentoring for Project Staff on M&E, focusing on quality of data collection and tools to capture change to monitor/track programme and project impacts to reach project output, outcome and impact.
  • Actively involves in YPII exercise to strengthen MERKM tools, ensuring knowledge sharing and cascade of information to Project Staff on Plan International standards and guidelines on M&E.
  • Participates in M&E related project events to present project as requested by Senior Project Manager or YEE Program Manager to establish networks and learn from M&E community of practice.

Safeguarding of Children and Young People  

  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Internal

 

  1. YEE Programme Manager: provide technical support related report for ITT and M&E Framework
  2. Senior Project Manager: provide technical support, mentoring and capacity building to ensure M&E Framework implementation, timely submission of quarterly and annual report
  3. YEE MER Specialist: liaise and coordinate for technical support to ensure quality of data collection and tools
  4. Advisors: Inform and consult to solicit technical support for cross-cutting issue to ensure it is mainstreamed in project activities
  5. Project Staff (IDN and Vietnam Office): provide guidance and assistance on the MER Framework and activities of the project

 

External

 

  1. Implementing partners: provide support and capacity building to monitor and track progress against target and indicators as per project M&E
  2. M&E Consultants: assess and review deliverables to ensure quality
  3. Ministry or other Related Stakeholder: support the adoption of


TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Essential

  • Bachelor degree in economy, social science, statistics, and any related field
  • At least 5 years of experience in project M&E, with practical knowledge on Results Based Management and Theory of Change
  • Possess knowledge and skill in labor market research methodology and data collection for baseline and evaluation
  • Good analytical skill
  • Well informed about methods to capture change/results of project implementation
  • Good interpersonal communication and facilitation skills for mentoring and knowledge sharing 
  • Possess good judgement to deal with conflict
  • Able to work both in team and independently with minimum supervision

Desirable

  • Masters/postgraduate degree in statistics and/or social science
  • Knowledge on IT-based/Management Information Systems for M&E
  • Experience in M&E for development projects focusing on Youth Economic Empowerment and gender equality
