GIZ Indonesia for "The Digital Transformation Center (DTC) Indonesia": Advisor on Digital Transformation & Enablers

 Advancing digital development is one stand-alone development policy objective that the German Federal Ministry for Economic Cooperation and Development (BMZ) is particularly committed to pursuing together with its international partners. On behalf of BMZ, the Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH is implementing the Global Programme Digital Transformation to develop innovative BMZ flagship projects on a global scale. Under the flagship “Local Innovation” digital ecosystems in partner countries are being supported. 

The Digital Transformation Center (DTC) Indonesia is part of this global initiative and supports Indonesia in its national digital transformation. The overall aim is to narrow the digital divide, reduce disparities and to give all population groups equal opportunities to benefit from the prospects of digitalisation while enabling them to assess its risks independently. The Digital Transformation Centre Indonesia focusses in particular on the two elements of (1) digital entrepreneurship & innovation ecosystems and (2) government advisory. It is extended by the Make-IT Indonesia initiative.

The DTC Indonesia therefore is embedded into the wider Indonesian-German development cooperation and its priority areas of: 

  • Responsibility for the planet (climate and energy)
  • Protecting life on earth (environment and natural resources)
  • Training and decent jobs (sustainable growth). 

We are looking for an administrative specialist to join our young and vibrant team working on the implementation of the Digital Transformation Center and Make-IT Indonesia. 

To support implementation of DTC, we seek one (1) motivated and qualified Indonesian candidate for: 
 

Advisor on Digital Transformation & Enablers 

A.    Responsibilities 

The main responsibility of the Advisor on Digital Transformation & Enablers shall include, but not limited to, the following areas:

  • Develop and foster partnerships with governmental and other relevant actors in the field of digital transformation
  • Providing institutional and technical advice on (1) utilization of digital technologies for government and private sector and (2) strengthening of ‘enablers’ (especially on digital literacy, digital skills, data analytics for improved policy making and artificial intelligence)
  • Implementation of activities on behalf of the DTC on both topics mentioned above
  • Capacity development for the primary target group of the project in the field of digitalization
  • Sharing of knowledge and best practices related to digital transformation and advancement of the use of key enabling technologies
  • Staying abreast of new developments and digital tools available and relevant for above-mentioned priority areas
  • Together with other advisors, responsible for the identification and scaling of digital approaches in Indonesia and other countries
  • Contribute actively to reports (regular and ad-hoc), PR materials, and other related tasks to reporting and communication for the DTC
  • maintaining of a good flow of communication and information between all involved institutions and counterparts and GIZ  

B.    Tasks 

The Advisor will perform the following tasks under disciplinary supervision of the Head of the Digital Transformation Centre. 

1. Management and Coordination 

  • ensures close communication, coordination and an active network with the political partners of the project
  • plans, sets up and manages activities agreed with the partners under the umbrella of the Digital Transformation Center Indonesia project in close collaboration with the Head of the Digital Transformation Centre and other advisors
  • coordinates strategically with other implementation partners, such as GSMA
  • regularly consults with all GIZ staff in the Digital Transformation Center Indonesia and closely cooperates with the colleagues on all project activities
  • coordinates meetings, workshops, seminars and other project activities
  • actively works together with short-term experts assigned to projects/programmes to ensure the completion of their tasks 

2. Network Management

  • establishes and maintains networks and dynamic cooperation with Indonesian innovation actors in the digital ecosystem, especially in the fields of: digital literacy, digital skills, data analytics for improved policy making and artificial intelligence
  • promotes dialogue in a complex Multi-Stakeholder environment, involving different political level as well as the local, regional and international private sector
  • ensures alignment with project partners, such as GSMA and other academic partners
  • coordinates the contacts with all important project stakeholders in the digital ecosystem
  • provides technical assistance to local and international experts 

3. Knowledge management

  • facilitates knowledge management and ensures knowledge transfer: collects, processes and distributes relevant information, monitors communication and interaction between government institutions, NGOs and society through inquiring media coverage, direct dialogue, participation in meetings and seminars etc.
  • Informs him-/herself on the newest developments and digital tools available (e.g. in the field of artificial intelligence, remote sensing, internet-of-things, databases) and relates them to the thematic focal areas of GIZ
  • supports the advancement of digital tools or approaches of partners and within the wider portfolio through mobilisation of technical advice, documentation and sharing of knowledge and best practices
  • documents digital approaches (best practices) for further replication and upscaling towards other DTCs in other countries 

4. Implementation of project activities

    • manages and coordinates the implementation of multi stakeholder dialogues on certain topics
    • actively plans new activities for government advice as well as related activities within the DTC
    • follows-up with project partners on agreements 

    5. General obligations

    • is familiar with GIZ planning, implementation and reporting procedures and their changes
    • is familiar with other programme components and GIZ-assisted measures, concepts and status of implementation and knows the corresponding experts and staff
    • represents the interest of the GIZ-assisted measures and always acts on its behalf
    • carries out important tasks for the project/programme, even if these are not explicitly cited in the job description 

    C.    Required qualifications, competences and experience 

    Qualifications

    • Master’s degree in information technology with possible specialization on digitalization, digital innovation, data science/engineering or related field 

    Professional experience

    • At least 4 years of professional experience in digitalization, digital innovation or related field – relevant for the tasks of the position and thematic areas
    • At least 2 years of specific experience with digital literacy, digital skills, data analytics and/or artificial intelligence
    • Capability of relating above mentioned topics to policy aspects and support on institutional level
    • Experience with capacity building measures
    • Experience in successfully implementing cooperation projects in a complex multi-stakeholder environment, involving actors from different public and private institutions (incl. multi-stakeholder workshops)
    • Well-connected and established network within the digital ecosystem in Indonesia 

    Other knowledge, additional competences

    • Excellent communication skills and fluency in Bahasa Indonesia and English
    • Ability and willingness to work in a dynamic team
    • Good interpersonal skills and a willingness to cooperate effectively with colleagues and partners across projects
    • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management 
    • Advanced working knowledge of ICT technologies (related to software and online technologies for the work environment), Excel and other computer applications (e.g. MS Office, MS Teams);
