Rainforest Foundation Norway: financial capacity development officer

 Rainforest Foundation Norway (RFN) is looking for a financial capacity development advisor who can strengthen the project management and political impact of RFN's works in Indonesia. We are looking for an individual with expertise and passion for joining us to protect the rainforest. 


Responsibilities: 
Based in Jakarta, Indonesia, the consultant is responsible for strengthening RFN partners' financial management and effectively participating in RFN project monitoring and evaluation systems. The consultant will review the partners' internal control system and refine the partners' overall project management, specifically in financial assessments, reporting, and capacity development plans. The consultant will assist RFN partners in developing, implementing, and reviewing the Standard Operating Procedures for financial management, carrying out financial assessments, and reviewing capacity development plans. These will be done in close coordination with Oslo-based RFN staff for partners. 

Specific duties and responsibilities include:
  • Review the grant's financial overview, including providing quality assurance for partners' financials and preparing finance-related contractual requirements of the program. 
  • Ensure an adequate implementation of the RFN's partners' internal control system, including reviewing procedures and manuals, conducting partners' financial assessment, and working with RFN staff to follow-up the assessment results. 
  • Provide in-country "first line" oversight of all grant and contractual financial reports. 
  • Enable partners to participate in RFN project monitoring and evaluation systems in discussion with RFN staff and the partnership specialist, including performing work on partners' data security.
In doing these tasks, the consultant shall work closely and maintain a good relationship with the Indonesia Team and other departments in RFN, partners, and related national and regional stakeholders. 

Requirements: 
  •  Minimum of 8 years professional experience in developing and managing financial management systems with relevant education background 
  •  Demonstrated proficiency in the project cycle, project management, and reporting, including familiarity with donor's requirements and financial analysis 
  •  Ability to provide innovative, state-of-the-art solutions to management challenges of full financial transparency and accountability 
  •  Understand good practice accounting principles, software, and systems. Experience in auditing would be an advantage 
  •  Experience in training or other capacity development in grant and contracts management, as well as financial management systems 
  •  Experience in implementing project monitoring and evaluation and working with or within the Indonesian civil society community and/or not for profit organizations 
  •  Demonstrated high quality of writing skills in both Bahasa Indonesia and English and has effective communication skills 
  •  Experience in working in teams as well as independently with minimal supervision 
  •  Familiar with key national and regional players active in reducing deforestation in Indonesia 
  •  Willing to travel extensively
