FIELD SUPPORT SERVICES PROJECT (FSSP)

 

COMMUNICATIONS AND DIGITAL CONTENT CREATOR

 

1.     Background

 

Field Support Services Project (FSSP) Indonesia is a five-year project (October 2019 – October 2024) funded by Global Affairs Canada (GAC) and managed by Cowater International. FSSP provides administrative, financial, procurement, and logistical services, as well as support to the in-country development programming for the Government of Canada through the provision of technical specialists in gender equality, governance and human rights, and environment and climate action and assisting GAC in procuring and managing local development initiatives. These programs take place in Indonesia and the ASEAN regions.

 

In Indonesia, Canada’s bilateral development assistance program supports the Government of Indonesia’s National Medium-Term Development Plan 2020-2024 (RPJMN) for inclusive economic growth and is aligned with the Feminist International Assistance Policy’s core action areas of: gender equality and the empowerment of women and girls (through the initiative of  Women’s Voice and Leadership); human dignity (through an initiative on sexual and re-productive health and rights for women and adolescents); growth that works for everyone and environment and climate action (through initiatives that support women-led enterprises and agribusinesses, infrastructure and skills development, and sustainable natural resource management); and, inclusive governance (through the initiative that promotes accountable public financial management for improved public services to the poorest and most vulnerable).

 

In Southeast Asia, Canada is supporting poverty reduction efforts through bilateral and regional development assistance programs. Indonesia is an important bilateral partner for Canada, while regional engagement focuses on ASEAN and its ten member states (Brunei Darussalam, Cambodia, Indonesia, Lao People’s Democratic Republic (PDR), Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam). More specifically, Canada is supporting the ASEAN region in promoting growth that works for everyone (through initiatives that support small and medium-sized enterprises, scholarships and student exchanges);  inclusive governance (including initiatives that promote and protect the human rights for women and marginalized or vulnerable groups, including migrant workers and ethnic minorities); and human dignity (including initiatives that strengthen gender responsive, inclusive disaster risk management by ASEAN).

 

The FSSP is enabling GAC to deliver on its commitments and expected outcomes of the Indonesia bilateral development program and the ASEAN regional development program.  It provides specialized knowledge and expertise of Indonesia and the ASEAN region, which broaden GAC's understanding of local development issues. Through procurement of technical specialists, it facilitates delivery of a range of technical services including strategic, technical analysis and advice in line with Canada's development priority themes, sectors and initiatives, including cross-cutting issues; knowledge-sharing; monitoring of investments, including results reporting, capturing lessons learned and risk assessment; and support for emerging priorities.

 

2.     Objective

 

FSSP is currently looking for a Communications and Digital Content Creator (the Consultant) to support FSSP’s communication strategy, implementation of social media engagement and action plan. S/He will be responsible for creating, developing and distributing compelling digital media content which engages audiences in a dynamic and interactive way and sparks conversation and engagement around issues related to program activities and enhances visibility and brand recognition.

 

The Consultant will maintain GAC/FSSP’s presence on various social media platforms and help create and publish content that is in full alignment with Canada‘s Feminist International Assistance Policy (FIAP) and Indonesia’s national development priorities. S/He will regularly analyze and report on the activity on social media networks.

 

3.   Duties and Responsibilities

 

The Consultant is expected to:

 

·         Update FSSP Instagram, Facebook, and LinkedIn accounts,

·         Respond to posts or comments to bring value to users’ interactions with project news and updates,

·         Research articles, stories, resources, or other content that is relevant to program activities and post it to Instagram, Facebook and LinkendIn page in a manner that invites conversation and interaction,

·         Grow the project online social networks by increasing user base and interactions,

·         Use Google Analytics to assess trends and activity on the project social media accounts,

·         Review data on the performance of social media platforms and adjusts plans or strategies to optimize reach,

·         Develop a social media strategy, guide and action plan,

·         Develop creative social media communication products and assets that align with market trends and maximize engagement with various project audiences;

·         Complete other social media projects as assigned, and

·         Any other visual communications and design related tasks as may be required or assigned by the FSSP.

 

Content Creator and Management

 

  • Create, deliver and distribute content – stories, photos, video, quotes, and other information – to support FSSP’s communications action plan,
  • Storyteller – visual and written. In accordance with the content calendar, provide support to FSSP for the collection of stories, photos and video on relevant programs, to show impact and engagement of the program,
  • Write, edit, and support the production and distribution of digital publications such as digital poster/banner, infographics etc,
  • Provide support to FSSP in engaging local partners and other stakeholders on capturing and sharing stories, photos and videos about relevant programs,
  • Manage the preparation and distribution of information, communications and visibility     materials to special interest groups, governments, public, donor agencies, and other stakeholders in coordination with FSS Project Manager and Coordinator,
  • Manage engagement risks and advise the team on appropriate responses when dealing with criticisms and/or negative comments,
  • Develop a social media content calendar that matches posts with special days, such as International Women’s Day, Earth Day, Human Rights Day etc, and
  • Ensure that all content deliverables comply with GAC branding and accessibility guidelines, child protection policy and other GAC/FSSP guidelines.

 

 

4. Deliverables/Outputs

 

The Consultant is expected to deliver the following:

a)    Develop the concept of multimedia products (videos, audio, photo materials), prepare scripts, produce and edit videos, photos, adding/ using existing and/or stock footage, with text/graphics/voice-over added as needed to ensure professional products,

b)    Agree to provide drafts of the work within two days after the latest material submission from FSSP,

c)     Agree to provide up to five revisions to the work respectively for each revision, and

  1. Provide graphic design to FSSP’s job posting, Local Development Initiative (LDI)’s posting and PowerPoint presentation for FSSP meetings, and
  2. Deliver other products and communications assets as assigned to advance the visibility and communication goals of FSSP.

 

The timeline for deliverables (including deadlines) will be agreed upon with the FSS Project Manager on an on-call basis.

 

Selected candidates will need to use their own high-quality audio-visual equipment. FSSP will not provide any equipment. Please share the list of high-quality equipment that the applicant will use.

 

All video, audio, still image footage and graphic design assets produced under as part of the present assignment are the property of the Government of Canada and are not to be used or distributed by the Consultant for personal or commercial use.

 

Please note that sub-contracting other vendors to perform the job described in this Terms of Reference is not allowed.

 

5. Description of the Consultant’s Profile

 

The Consultant is expected to possess skills and experience in the following fields:

 

Required skills and experience

Education:

  • Minimum Bachelor's degree in journalism, art, digital, media/arts, graphic design, and/or other closely related fields is required;
  • 5+ years of experience of working with multimedia (video, audio, graphic) production may be considered in lieu of academic degree.
  • Professional certificate from a film school is an asset.

 

Experience:

 

Technical skills

  • Strong and demonstrable knowledge of computer software that is related to video editing, and graphics design,
  • Experience with Social Media applications and internet browsers. Experience with Photoshop and Wordpress is a plus,
  • Outstanding communication and interpersonal skills,
  • Detail oriented with strong written and verbal communication skills, and
  • Familiarity and facility with mainstream social media platforms, including but not limited to Facebook, Twitter, Youtube, Instagram and LinkedIn.

 

Writing skills

  • Proofreading and editing skills,
  • Ability to create, compose and edit written materials,
  • Ability to write simply with a conversational style skills, and
  • Competent in the use of computer and internet information software, use of desktop publishing software.

 

Experience considered as an asset:

  • Experienced in communication strategy development,
  • Content writing experience for all media platforms, and
  • Proven social media and networking expertise.

 

6. Working Arrangements:

 

The Consultant will work from his/her home base with meetings/interviews with GAC colleagues and external experts. Working over the weekend or after regular office hours may be required.

 

The Consultant will report to the FSS Project Manager. A consultant evaluation will be completed in order for regular payment to be released upon satisfactory delivery of the assignments. In the event that travel to other regions or cities is necessary, all necessary costs will be borne by the Field Support Services Project (FSSP).

 

7. Duration and value of the contract

 

The total expected duration of the assignment is approximately 60 days. All reports must be finalized and submitted within this period. The consultant is expected to start on or around May 2022.

 

Payments will be processed against the reports (deliverables), therefore a financial report is requested for each deliverable, giving the opportunity for the Consultant to manage the number of days to spend on each deliverable within the defined timeframe.

2.    Brief statement as to why the individual considers him/herself as the most suitable for the assignment.

3.    Financial Proposal shall be submitted in the following format:

-     The financial proposal should specify an all-inclusive daily rate for up to 60 working days;

-     The financial proposal must be all-inclusive and take into account various       expenses that will be incurred during the contract, including: the daily             professional fee and when applicable any other relevant expenses related to the performance of services under the contract, excluding travel expenses.

EVALUATION OF APPLICATION

 

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable; and b) having received the highest score out of the weighted criteria (70% technical score (comprising of 15% technical qualifications desk review, 30% written test, and 25% interview) and 30% financial score.

 

The proposals that achieve a minimum of 70% for the technical qualifications desk review shall be further considered for an interview and written test. The financial score shall be      computed as a ratio of the proposal being evaluated and the lowest priced proposal received for the assignment.
