 Program Overview

WRI Indonesia is associated with the World Resources Institute (WRI), a global environmental research organization that turns big ideas into action at the nexus of environment, economic opportunity, and human well-being. Launched in early 2014, WRI Indonesia builds on WRI’s 10-year history in the country focusing on forests and land use governance and strengthens our impact on the ground. In the short-to-medium term, WRI Indonesia aims to expand its presence and portfolio to include climate, energy, as well as cities and transportation programs.


Job Summary

The Agriculture, Forest and Land-Use (AFOLU) Deputy Program Director will work closely with the Program Director as well as Country Director and oversee and coordinate WRI’s work in the forest and land-use sectors across all Indonesia programming—in collaboration with other Programs and Operations Teams—with the goal of building a low-carbon, resilient, and prosperous future for all.  WRI’s current Indonesia portfolio consists of projects housed within the climate, energy, forests, cities, and ocean programs which clustered into works on 1) Agriculture, Forest and Land-Use; and 2) Climate, Energy, Cities and the Ocean.

 

Over the next two to three years, the primary responsibility will be to elevate works in Indonesia and regionally, especially related to agriculture, forest, and land-use portfolios. The Deputy Director will be responsible for ensuring WRI’s overall portfolio in Indonesia is strategic, coherent and reflects excellence in research and analysis, in limiting global temperature rise to 1.5 degree by 2050  In the medium term, we would expect the deputy director to support the Program Director in further developing WRI Indonesia programs in the other areas of the portfolio as well.

The successful candidate will build upon, and significantly enhance the impact and profile of the Institute within Indonesia working closely with WRI’s management and partners. This position requires a combination of deep policy experience in each respective cluster, strategic vision, partnership development, people management, fundraising, effective media relations skills, and a firm commitment to the values of the organization. 

 

The ideal candidate will be a well-connected policy expert with deep experience working at the national, provincial and Southeast Asia regional level in Indonesia and a proven track record of developing and executing sophisticated strategies to achieve major outcomes. S/he will also have a good understanding of subjects and matters related to each of those clusters, including on climate science, ocean policy, energy policy, economics, and forests so on and working with the private sector. S/he will be able to leverage WRI’s analytical prowess to help engage and influence key audiences. S/he will adeptly manage simultaneous opportunities, with the ability to negotiate and close complex strategic partnerships while stewarding donors effectively. 

 

S/he will report directly to the Program Director and will coordinate closely with the Country Director as well as working closely with other program and operations managers in Indonesia. 

 

Job Responsibilities

Program Management
  • Manage initiatives under the AFOLU deputyship with senior managers/managers/project lead, delegate authority, ensure effective supports to achieve planned deliverables and project outcomes.
  • Oversee overall budgetary performance of the programs within the deputyship.
  • Engage with Climate, Energy, Cities and the Ocean (CECO) deputy program director on institutional strategic and operational issues to advance the interests of the Program and of WRI.
  • Review draft publications, blogs, press releases, and other forms of high-profile communication being developed by Program staff to ensure high quality of WRI publications.
  • Coordinate internal and external program/project evaluations as necessary and ensure the execution of high-quality baseline, periodic, and final evaluations as necessary.
  • Together with Program Director and/or Country Director, meet regularly with donors and stakeholders, to ensure issues are promptly resolved and to enhance communications.
  • Ensure project activities are compliant with grant agreement and other relevant regulations and policies.

Outreach
  • Serve as the primary “voice” of WRI’s Indonesia Program.
  • Give presentations at public speaking events, national and international forum, one-on-one meetings, and within internal WRI.
  • Write briefs, publish blogs, and conduct media interviews to set public and private sector agendas, influence decision-maker perspectives, and communicate the WRI Indonesia Program’s findings and recommendations.

Strategic Planning
  • Together with other key stakeholders and under guidance of the Program Director, provide strategic vision and direction to the respective programs within the deputyship.
  • Lead in developing respective deputyship program strategies, and annual plans, ensuring relevance to local context and global objectives, maintain cost effectiveness, improve innovation, and develop high quality programs to expand organization collective impact.
  • Ensure coordination of all technical input to program and organization strategy, proposals, and project reports.

Program Design
  • Ensure relevant thematic areas of the program unit are well-coordinated, integrated, and support each other to optimize projects within the deputyship, and comply with WRI diversity, equity, and inclusion values
  • Ensure proposals and programs adhere to WRI’s values, global WRI strategies, produced with high-quality, meeting international standards of quality and principle of cost-effectiveness, with inputs from relevant technical staff and advisers.

Staff Management, Mentorship, and Development
  • Attract, motivate, and retain qualified Program staff under the deputyship.
  • Ensure all staff understand and perform well within their professional role and functions.
  • Manage staff, including: define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly.
  • Supervise and support program staff to ensure they feel inspired, challenged, and appreciated. Ensure day-to-day program operations are well executed.
  • Ensure the recruitment, training, and promotion of staff as appropriate and ensures availability of appropriate professional development opportunities for staff.
  • Incorporate staff development strategies and performance management systems into team building process, and help establish result based, qualitative follow-up system.

Fundraising
  • Actively cultivate and manage relationships with existing donors, to secure funding renewals.
  • Identify and cultivate new donors to expand the respective programs funding base under the deputyship.
  • Write fundraising proposals and refine those written by staff.
  • Mentor staff to broaden their fundraising skills, help them manage existing fundraising relationships, and cultivate new funding prospects.
Measuring and reporting program results
  • Growth has made it harder to capture the overall successes and weaknesses of the program. WRI Indonesia actively employs Managing-for-Results approach, but currently in need to upgrade our efforts, and create a real-time conversation of the health of the portfolio with senior management team and the WRI Indonesia Board of Advisors.
  • The Deputy Program Director responsible for reporting to the Program Director and if needed to the Executive Team and/or Management Team regularly, and the Board quarterly on the health of the programs under the deputyship.

 

Qualifications
  • Master's Degree in Organizational Management, Project Management, Public Policy, Business Administration, Environmental and Sustainability or fields related to the clusters and programs. 
  • Minimum 15 years of progressive professional work experience in development and project implementation with at least 8 years’ experience in managing multi-projects, preferably in Environment.
  • Strong leadership and management experience.
  • Strong network of relationships and partnerships with governments, donors, civil society, and other stakeholders engaged in sustainable development policy and practice.
  • Recognized expertise and track record of publication in sustainable development or low emission development in the context of Indonesia or similar geographical setting.
  • Demonstrated ability to successfully motivate and manage teams to reach their full potential and achieve on-the-ground results.
  • Strong network of relationships and partnerships with governments, donors, civil society, and other stakeholders engaged in sustainable development policy and practice.
  • Recognized expertise and track record of publication in sustainable development or low emission development in the context of Indonesia or similar geographical setting.
  • Demonstrated ability to successfully motivate and manage teams to reach their full potential and achieve on-the-ground results.
  • Strong team player with ability to work across institutional departments/programs.
  • Proven ability to provide vision and superb strategic thinking skills.
  • Demonstrated capability to secure funding from donors.
  • Outstanding ability to communicate clearly, passionately, and compellingly to a wide range of audiences, especially high-level decision-makers from government, the private sector, and civil society.
  • Strong analytical research skills are required.
  • Strong writing skills for both technical and general audiences are essential. Oral presentation skills a plus.
  • Candidate must be self-motivated, detail-oriented, and organized thinker with an ability to juggle multiple priorities, handle assignments independently, and work under tight deadlines.
  • Flexibility, sense of humor, breadth of interests, and willingness to explore unfamiliar issues all are qualities that will be looked for during the hiring process.
  • International experience is an advantage. Foreign language skills are a plus.
  • Excellent writing skills (e.g., research briefs, blogs, proposals).
  • Experience overseeing and managing budgets.
  • Ability to travel, especially internationally, at least 25% of time.

  • Publish 4 communications and 2 knowledge products annually (45%)
  • Participate actively in at least 2 research knowledge products annually (55%)

Fundraising (20%)
  • Secure at least 3 million USD worth of project(s) annually (65%)
  • Submit/participate in at least 3 large fundraising proposal (@ >1 million USD/year) annually (35%)

Engagement and outreach (20%)
  • Good donor relationship – no complaint/grievance from donor (50%)
  • Represent WRI Indonesia in public at least on 2 public event and 10 in media –quote and/or interview annually (50%)


 

Must have authorization to work in Indonesia to be eligible for this position.

Final candidates might be required to take a writing test and to produce two writing samples when needed.
