Vacancy Announcement "Policy Research Officer"

 The Wildlife Conservation Society Indonesia Program (WCS-IP) contributes substantially to the conservation of biodiversity in Indonesia through landscape-level conservation, support to protected areas (PAs), species conservation actions, and engaging local communities. Supporting Government of Indonesia (GoI) to mitigate issues in illegal wildlife trade and trafficking (IWT) in Indonesia is also one of WCSIP’s priorities. The supports are primarily conducted through its Wildlife Trade and Policy Program (WTP) and closely partners with the Ministry of Environmental and Forestry (MoEF). In coordination with MoEF, WCS has close coordination with other criminal justice system, from police to judges which aim to increase the effectiveness of government efforts on mitigating wildlife trade and strengthen policies to remove the barriers to effectively addressing IWT.

Under the wildlife trade and policy theme, our approach is to support the Government of Indonesia in strengthening criminal justice system and their efforts in addressing illegal wildlife trade through capacity building, improved coordination, and policy reform support. To achieve the objectives, WTP supports GOI through technical assistance, develop partner’s capacity, actively engage in dialogues and meetings with stakeholders, facilitating discussions and provides data and information. The activities are conducted in national level and throughout WCS-IP’s field sites.

The Wildlife Policy Research Officer will perform a variety of tasks, as needed and directed under supervision of Wildlife Policy Senior Coordinator. These tasks are grouped in three result areas, participate in policy analysis and research and assistance in stakeholder engagement, as well as project management.

POSITION RESPONSIBILITY

1. Policy analysis and research

  • Contribute to research design/development and assessment of the following activities:
  • Assessment of the current institutional framework related to species conservation and wildlife trade in Indonesia, including an analysis of applicable policies, laws and regulations, and the government agencies responsible, both at national and local level
  • Assessment of the legal and illegal wildlife trade and wildlife management issue, mainly relating to the One Health framework
  • Development of demand reduction strategy in order to strengthen wildlife protection and to ensure the sustainable wildlife utilization
  • Provide technical assistance to the government and/or key stakeholders in the development of species conservation strategies
  • Support in the data collection, literature review, and data analysis to support policy analysis and research activities
  • Assist the senior coordinator in identifying new policy analyses and research questions, undertake and contribute in write-up these assessments

2. Stakeholder engagement on the implementation of national policy

  • Maintain good working relationships with MOEF and key stakeholders such as from government, academia, NGOs, etc. to ensure the successful coordination, implementation, and follow-up of project activities
  • Provide technical and facilitating support to meetings, seminars, workshops, and public outreach activities as required.
  • Contribute in writing, publishing, and presenting policy research findings on a regular basis through briefing papers, policy papers, technical reports, and presentations
  • Participate in meetings with key stakeholders and partners at national level, and regularly scheduled meetings with the WCS Global Policy to harmonize activities and external communications
  • Support WTP team for their participation in national, regional, and international meetings, workshops, conferences, and discussions with key stakeholders and partners (such as CITES, CBD, and One Health-related events)

3. Project management

  • Support in the implementation of research activities or analyses assigned by Wildlife Policy Senior Coordinator and/or Wildlife Trade and Policy Program Manager.
  • Support project management to ensure the work plans are undertaken in a timely manner, as well as support in the budget management.
  • Provide inputs to the vision and strategy for WCS-IP and contribute in the development of project proposals.
  • Prepare activity reports as required by WCS-IP, donors and/or stakeholders, in Indonesian or English.
  • Undertake any other duties, as assigned by Wildlife Policy Senior Coordinator and/or Wildlife Trade and Policy Program Manager.

REQUIRED QUALIFICATIONS

Qualifications and Experience

  • The post holder should have a bachelor’s degree in ecological science, forestry, biology, social sciences, law, and/or a related discipline with minimum 3 years of experience; or a master’s degree with similar background, fresh graduates are welcome to apply
  • Having knowledge of and/or experience in research on wildlife species and wildlife trade issues, environmental, forestry policy or research in Indonesia with at least 3 years’ experience in these issues.
  • Great computer skills (Ms. Office)
  • Excellent English skills, both in writing and speaking.

  • Have initiative and capable of working independently as well as an effective team player.
  • Good interpersonal and communication skills, with the ability to effectively interact with people in a multidisciplinary and multicultural environment.
  • Good diplomatic skills in maintaining communication with government and key partners.
  • Experience working with a wide and diverse network of groups and individuals.
