GIZ Indonesia for the Sustainability and Value Added in Agricultural Supply Chains (SASCI+) Project: Advisor for the Landscape Foundational Elements

 The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government. The global program “Sustainability and Value Added in Agricultural Supply Chains” is part of the special initiative “Transformation of Agricultural and Food Systems”. On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the program promotes the sustainability of selected agricultural supply chains in partner countries. 

Agricultural commodities play an important role in rural development in many developing and emerging countries, forming the basis for the life of millions of households. However, their production and processing are accompanied by numerous ecological, economic, and social challenges. With consuming markets and multi-national companies strengthening their efforts to eliminate deforestation and human rights abuses from their supply chains, the sustainability of raw materials is increasingly becoming a precondition for market access. To address these challenges, the program implements the project "Sustainability and Value Added in Agricultural Supply Chains in Indonesia" (SASCI+). SASCI+ focuses on natural rubber, palm oil, cocoa, and coffee in two biosphere reserves in West Kalimantan and Central Sulawesi. SASCI+ follows a jurisdictional approach to align relevant stakeholders on shared objectives for sustainable production as a means for long-term market access and security of supply. 

With additional resources from the State Secretariat for Economic Affairs of Switzerland (SECO) through the Sustainable Landscape Program Indonesia (SLPI) and the partnership with Tanah Air Lestari (TAL) and Proforest, SASCI+ supports the Sustainable Landscape Initiative in Kutai Timur, East Kalimantan (Sustain Kutim). Building on the success of previous projects, Sustain Kutim aims to facilitate the sustainability transformation of East Kutai District in palm oil and rubber production, to benefit local communities, primary producers, workers, and the East Kutai District Government. GIZ's contribution to Sustain Kutim is planned for three years and comprises the following outputs:

  • Foundational elements (Work Package-1): Kutai Timur District Government manages a functioning multistakeholder platform with active members, representing the interests of local communities, smallholders, workers, and businesses in the focused value chains (palm oil, natural rubber), financiers, and civil society organisations.
  • Tenurial and operational legalities (Work Package-3):  The strengthened tenurial and operational legalities of local communities and smallholders improve business certainty for primary producers and incentivise sustainable land use in the priority sub-districts.
  • Sustainable production (Work Package-4): Smallholders and companies in the priority sub-districts implement sustainability principles. 

GIZ is recruiting an advisor to lead the implementation of Work Package-1: 

Advisor for the Landscape Foundational Elements

(Job Title in SAP: Agriculture Advisor)

  

A.    Responsibilities 

  • Lead the strategic and operational planning of Work Package-1 in close cooperation with Tanah Air Lestari and Proforest;
  • Advise the East Kutai District Government on managing a functioning multi-stakeholder platform;
  • Advise partners from the private sector and civil society groups to meaningfully participate in the multi-stakeholder process
  • Responsible for preparing and implementing events, workshops, and conferences. 

B.    Tasks

 1.   Management and coordination

  • Support the coordination of project operational planning and budgeting;
  • Contribute to the result-based monitoring system by collecting data and reporting against project indicators (progress reporting) and on activities as input for regular reporting to partners and the commissioning party;
  • Supervise consultants, contractors, and interns for the project;
  • Contribute to the writing of the project progress and monitoring reports, identify bottlenecks and recommend alternative management options to the team leader;
  • Provide advice related to risk planning and mitigation, implement risk response-related activities, and control the risks; 

2.   Professional Advisory Services:

·       Advise partner institution(s) on order clarification, identifying needs, developing concepts and strategies, and providing technical input;
·       Advise the East Kutai District Government on strengthening the capacity for monitoring and reporting, facilitating the iteration process of the multi-actor planning for the sector, and regulatory improvements.
·       Participate in determining requirements for external support and advice, work on policy recommendations and promotes a strategic approach;
·       Contributes to preparing and implementing the coordination process and joint project activities;
·       Formulate terms of references and select and supervise third parties in the course of carrying out project activities, including performance evaluation;
·       Deal with the design, preparation, and implementation of workshops, seminars and other events;
·       Develop and organise quality assurance measures and suggests necessary changes, improvements, and initiatives;
·       Assure the alignment of the project’s service provision with the partner’s needs. 

3.   Networking and Cooperation:

·       Support the management of a multi-stakeholder platform to promote the sustainability transformation of the plantation sector in East Kutai;
·       Develop a value proposition and business model for the multi-stakeholder platform to ensure participation from relevant stakeholders and long-term institutionalization;
·       Ensure cooperation, regular contact, and dialogue with the implementing partners and stakeholders to improve and maintain good working relationships;
·       Travel in accordance with project requirements;
·       Support the team leader in smooth partner relations;
·       Communicate and channel local interest and aspirations and exchange ideas and information for the benefit of the project;
·       Represents the project with partners and in public events when needed. 

4.   Knowledge Management

·      Contribute with content that can be used for project reporting and communication;

·      Support the management of the project repository database (reports, events, presentations, workshops, meetings, etc.) using GIZ tools/applications (DMS, OnSite, OneDrive, etc.)  according to GIZ rules;

·      Support and assist in providing data and information required by the project whenever possible and needed;

·      Ensure all relevant reports, analyses, studies, research and other documentations are available to the project team and partners as needed. 

C.    Required qualifications, competences and experience 

Qualifications

·       Master’s degree in public administration, agriculture studies, political science, environmental governance, or other related academic fields;
·       3-6 years of professional experience in the sustainable agriculture supply chain, capacity development for local governments, or multistakeholder cooperation;
·       Good knowledge of system thinking, collaborative governance, and local government administration processes;
·       Familiar with the jurisdictional approach to sustainable agriculture production;
·       Strong skill in designing and facilitating an effective multi-stakeholder dialogue platform;
·       Excellent capability to plan, implement, and monitor the effectiveness of various capacity development measures;
·       Willing to travel to remote rural areas, link and cooperate with stakeholders from rural communities.  

Other knowledge, additional competences

·       Experienced in project management;
·       Excellent working knowledge of IT, and communication technologies (related software, website);
·       Very good communication skills in English and Bahasa Indonesia, including speaking and writing;
·       Focused, proactive and positive working attitude;
·       Demonstrated ability to work effectively in a fast-paced office environment, both independently and as part of a global team;
·       Excellent interpersonal communication skills, including the ability to encourage collaboration with other projects, international organisations and partners;
·       Awareness of social and intercultural sensitivities, flexible and possess a sense of diplomacy
·       Adaptable to rapidly changing priorities and able to manage multiple deadlines and deliver high-quality work products
