Contract & Procurement Officer - PRISMA
(Surabaya, Indonesia)

1. BACKGROUND OF THE PROJECT AND ASSIGNMENT
The Australia-Indonesia Partnership for Promoting Rural Incomes through Support for Markets in Ag-riculture (PRISMA) is a multi-year development program working to accelerate poverty reduction through inclusive economic growth.

PRISMA adopts a market systems development approach by partnering with key-stakeholders to improve agriculture market efficiency and sustainably benefit the poor. The program aims to achieve an income increase for a total of 1,000,000 smallholder farming households by 2023. It operates in six provinces of Central Java, East Java, West Nusa Tenggara (NTB), East Nusa Tenggara (NTT), West Papua, and Papua.

2. PURPOSE OF THE POSITION

Under the supervision of the Contracts Manager (CM), the Contract & Procurement Officer will be responsible for providing support to the contract and procurement unit.

3. ROLES AND RESPONSIBILITIES

The Contract & Procurement Officer shall be part of a team supporting the Chief Operations Officer (COO) in managing contracts and procurement activities for PRISMA. Under Contracts Manager (CM) supervision the Contract & Procurement Officer is primarily responsible for managing in procurement activities for PRISMA and assisting CM to managing of Private Sector Partnership (PSP). The Con-tract & Procurement Officer (CPO) is also required to provide support to other staff in the contract unit when other staff are absent or in times of peak workload.

More specifically, the CPO shall be responsible for, but not limited to, the following tasks:

3.1.         PROCUREMENT

1. Maintain transparent, accountable procurement procedures which adhere to the Program guidelines and SOP.

2. Receive and review/clarify requests, specifications and other needed information from requi-sitioners.

3. Maintain accurate records of all procurement activities in an efficient filling system.

4. Prepare weekly progress report of procurement activities

3.2.         CONTRACT

1. Assist CM in the management of Private Sector Partnership (PSP) Agreements and Memo-randums of Understanding (MOU) with PRISMA Partners.

2. Receive and review/clarify requests, specifications and other needed information from requi-sitioners.

3. On an ‘as-needs’ basis, review and provide recommendations for improvements to internal contracts processes within the program.

4.  Prepare weekly progress report of Contracts activities.

5.  Other tasks as reasonably requested by the CM.

4. KEY SELECTION CRITERIA

Essential skills and experience:

• >5-years’ hands-on experience in procurement

• Demonstrated strong understanding of the procurement cycle.

• Demonstrated strong analytical thinking and pro-active problem solving.

• Excellent organisational and computer skills especially with MS Word and Excel.

• Excellent interpersonal skills;

• Proven strong written and verbal communication skills; and

• Fluency in English

 Desirable skills and experience:

• Education or training in procurement;

• Experience in conducting administrative audit (compliance audit).

• Experience and understanding of procurement processes of the Australian Department of Foreign Affairs and Trade (DFAT). Understand the Commonwealth Procurement Rule (CPR) core values.

• Good knowledge of the Indonesian Public and NGO Sectors

5. FUNCTIONAL RELATIONSHIPS

• Reports to the Contract Manager (CM) or delegates..

• Works closely with other staff and managers in PRISMA.

• May be required to travel to provincial offices
