Background and justification
In 2018, the Global WASH Cluster (GWC) Technical Working Group on "Cash and Markets" defined three priority areas of work:
The development of a training for Market based programming for WASH in emergencies
The development of a catalogue of key cash and market indicators key for the sector to consider
The development of a Guidance on Market based programming for WASH practitioners and cluster coordinators
The first pilot training for the Market based programming for WASH in emergencies was developed and tested late November 2018 in Nairobi. The training is developed following the humanitarian programme cycle and providing core knowledge on market and cash programming modalities of the practitioners of the WASH sector. The training package has been revised in early 2019 based on the feedback gathered during the pilot implementation. The indicators are currently under development. A first draft of the Guidance has been set up by ACF Spain and reviewed by the GWC Cash and Market TWiG members. The draft document must be finalized, harmonizing it with the current training materials developed for priority area 1.
After the successful pilot training in Africa the GWC aims to roll out the training package in 2019 and 2020 in Asia and Europe. This roll out is supported of the German Toilet Organization and the German WASH Network, with funding of the German Federal Foreign Office. For the roll out of the training the GWC and the GTO are seeking support from cash and market experts with a professional capacity building background (ideally trainers certified by the Cash Learning Partnership - CaLP).
General objective
Support the implementation of the Global WASH Cluster Training “Market-based-Programming for WASH in Emergencies” in Asia and Europe
Specific objectives
Co-facilitate the two training events
Take over lectures / sessions on cash specific topics (based on session briefs / PPTs)
Advise the trainer team on cash specific issues / topics
Supervision: German Toilet Organization
Management
The consultant will report to Global WASH Cluster CAST via the responsible project coordinator of the German Toilet Organization.

Remuneration and payment schedule
Remuneration will be made deliverable-based.
40 % on completion of the first training
60 % on completion of the second training
Qualification and Expertise
Proven experience of delivering high quality training and learning events related to cash and voucher assistance
Good understanding of current good practices with regard to CVA
Substantial knowledge and experience in capacity building: adult learning methodological approaches and tools and strong skills in facilitation; designing trainings; collecting and analysing secondary information; conducting surveys, consultations and key informant interviews; synthesising qualitative and quantitative information; and evaluating training impacts
Strong interactive facilitation skills and an adaptive, dynamic instructional approach to ensure learning remains tailored to evolving discussions and questions
Knowledge and min. 5 years work experience of the ways of working of humanitarian NGOs (local and international), state actors (e.g. National Disaster Management Authorities and social welfare departments), UN agencies, and private sector actors (e.g. financial service providers)
The ability to communicate technical subject matter (in oral and written form) to people with varying technical knowledge/skills and from different educational and cultural backgrounds.
