Lowongan Senior Policy Adviser - MINISTRY OF AGRARIAN AFFAIRS AND SPATIAL PLANNING / NATIONAL LAND AGENCY (Jakarta)

The Government of the Republic of Indonesia has received loan from the World Bank toward the cost of Program to Accelerate Agrarian Reform (One Map Project), and intends to apply part of the proceeds for individual consultant service as Senior Policy Adviser. 

The primary assignment of the Senior Policy Advisor is to provide support to the project through the Minister of ATR/BPN and the PMU in terms of analysis and recommendation on policy and implementation matters that would require direct attention and guidance from the Minister to the Chair of PCC, Project Director, and other senior and technical officials of ATR/BPN towards successful implementation of Program to Accelerate Agrarian Reform (One Map Project). The Senior Policy Adviser under the supervision and coordination of the PCC Chair and PMU Director will be responsible for Identify issues and prepare policy briefs that provide strategic recommendations for ATR/BPN. The assignment will be full-time work and the selected specialist will be contracted until December 2019. The assignment is expected to start in October, 2019.

The Consultant shall have the following minimum qualifications and experience:

a.       Minimum S2 or Master’s degree in management/public administration/project management and thematic field close to land administration (land use/spatial planning, surveying or geodetic / geomatic engineering, geography, agriculture, forestry, natural resource management) communications, social sciences, or related field. Doctorate (S3) is an advantage;

b.       Minimum 10 year works of relevant equivalent in the development of policy in public sector and business process reform, especially in natural resources management, or related field, experiences on projects related to World Bank is a plus;

c.       Ability to think strategically, lead coordination and dialogues with stakeholders across key sectors;

d.       Track record in effective engagement with local stakeholder both internally and externally;

e.       Ability to work independently and as a team member;

Familiarity including having network in land administration and/or public policy sector would be an advantage. 

The consultant team will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
