Lowongan USAID/IUWASH PLUS : Consultant for Preparation of SOP for PDAM Barru District – SSEI Regional Office (Job Code : ICA/SOPBarru-JKT)

The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:

1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
2. An increase of 500,000 people in urban areas with access to safely managed sanitation. 

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

To achieve these outcomes IUWASH-PLUS is looking for a short term consultant to fill the position of

Consultant for Preparation of SOP for PDAM Barru District (JOB CODE : ICA/SOPBarru-JKT)

Objective
1. To facilitate Barru district PDAM to develop around 25 Standard Operating Procedure (SOPs) through participatory process, which will enable PDAM staff to develop new SOPs by themselves in the future.
2. Reviewing the current needs of the organization each PDAM adjusted to the conditions the number of customers, internal conditions (financial and management aspects)
3. To built capacity of PDAM Staff to facilitate development of SOP for Barru district PDAM.


Tasks and Responsibilities:
The SOP facilitator functions as the implementing partner of USAID IUWASH PLUS, to provide technical assistance specifically in the development of PDAM SOPs. The SOP facilitator support will be coordinated by the USAID - IUWASH PLUS regional, supported by the UWS National partner.
The SOP prioritized by the PDAM is for the aspects of Finance and Customer Service, but is not limited to the use of SOPs in other parts such as General Affairs and Technical Operational aspects.. Therefore this program will begin to include SOP development in other parts mentioned.
The scope of work is to carry out institutional assessments / Organizational Structures based on the current number of Customers, PDAM internal capabilities (management and financial aspects). SOPs based on the results of an assessment of institutional structures / organizations that have been made previously, and then prepare around 25 Standard Operating Procedures (SOPs) as needed, most SOPs prepared are for Financial Aspects and Customer Relations such as new connection procedures, billing collection procedures, etc. In addition, the program will also cover SOPs on General Affairs and Technical Operational aspects as needed.

In preparing the SOP, it must involve the participation of the relevant PDAM staff, who write down the procedures that have been carried out so far and convey the problems that occur, provide opinions and solutions. With this method, they will be able to revise (if necessary) or create a new SOP. Basic information (available, opinions, suggestions or agreements from PDAM staff), can be obtained from secondary data and through direct discussions with staff. The new SOP will consider the job description of each work unit, the process, which unit is responsible for doing what, the maximum time to do each part of the work process, the number of SOPs, revision numbers, SOP revision dates, etc.

The SOP preparation process is at least as shown below:
• Program socialization to PDAM management and related staff.
• Conducting institutional assessments / Organizational Structure based on the current number of Customers, PDAM internal capabilities (management and financial aspects)
• General assessment of working practices and procedures in the PDAM and agreement on the types of SOPs that can be developed
• Prepare / improve existing SOPs with PDAM staff,
• Prepare material and become resource persons for SOP workshops, completing SOPs, lessons learned for future implementation

Required Qualifications and Experience
1. Have a minimum of 5 years work experiences Water Supply and PDAM Project, and/or especially for development of SOP of PDAM  
2. At least Bachelor (S1) in Environmental Engineering/Civil Engineering/Economic, or any discipline related to the management of water supply.
3. Experienced in providing assistance:
     a. Analyze of organizational structure to describe of a suitable structure, workload and personal needed,     
     b. prepare and facilitate the preparation of operational standards (SOP) for the management of water supply company.
