Cardno Emerging Markets USA, Ltd.(Cardno) is seeking a Chief of Party (COP) candidate for the anticipatedUSAID/Indonesia Improving Local Governance and Service Delivery (LG) Activity.This activity will pursue three main objectives: 1) improved governance systems to promote quality service delivery; 2) enhanced local government capacity to manage governance processes; and 3) strengthened oversight mechanisms to provide data points for accountable services strengthened.
The COP is responsible for overall leadership, technical and project management, quality and timeliness of deliverables, program impacts, external representation, and coordination with the USAID COR. The COP has lead responsibility for guiding implementation to achieve the program goal: “Citizens enjoy basic services that are inclusive,efficient, and accountable.” The COP is responsible for managing a core staff of experts, as well as providing guidance and oversight for qualified short-term technical advisors who may be utilized. The COP provides the strategic vision for managing the activity objectives, and will oversee activity implementation to ensure quality of work and compliance with contractual obligations and results. The COP will be responsible for monitoring technical component results against performance indicators, and reporting to USAID and country counterparts.
MINIMUM EDUCATION
Required:
Masters in Political Science,Public Policy, Urban Planning, Governance, Public Finance Management, Publicdministration or a related field.
Preferred:
Ph.D. in Political Science,Public Policy, Urban Planning, Governance, Public Finance Management, Public Administration or a related field.
MINIMUM EXPERIENCE
Required:
A minimum of twelve (12) years of experience with donor-funded decentralization, public finance management, or local government strengthening programs, including relevant experience in Indonesia and/or other South or Southeast Asian countries.
A minimum of five (5) years of experience as Chief of Party or Team Leader in decentralization, public finance management, or local government strengthening projects.
Experience working with a wide range of stakeholders in challenging environments.
Demonstrated experience leading teams/managing an office with diverse staff
Experience in facilitating capacity building for multiple stakeholders.
Excellent written and spoken English.
Preferred:
Working knowledge of Bahasa Indonesia
KNOWLEDGE AND SKILLS
Demonstrated strong knowledge and technical expertise in local governance, decentralization, public finance management, capacity building, performance management, or civic participation.
A demonstrated track record of progressively responsible managerial experience implementing complex donor-funded projects with multiple activities.
Proficiency with MS Word, Excel,PowerPoint and Outlook required.
Excellent conceptual, verbal and written communication skills in English.
Experience working under pressure, multi-tasking, and meeting management deadlines.
Experience working with a multi-disciplinary team in an office environment.
Demonstrated commitment to principles of gender equality, capacity development and anti-corruption.
Fluency in English required.
