Peatland Hydrology Assessment in North Sumatera

The Peat and Mangrove Ecosystem (PME) Project in Indonesia is part partnership between government of Indonesia and the Germany’s Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU). The project focus on climate change “Mitigation, Adaptation through Conservation and Sustainable Livelihoods in Indonesia’s Peat and Mangrove Ecosystems”.

Conservation International (CI) is the lead agency for implementing and executing the project through works in partnership with stakeholders at the national and local levels.

North Sumatra is one of our pilot provinces with a population of approximately 14.5 million people. It is approximately 7.2 million Ha in total area, of which 3.7 million Ha is forest area and 0.3 million Ha is peatland area. The peatland conversion was counted almost 80% of peatland have been drained and converted to palm oil plantations. Rapid deforestation occurred during 2000-2012 with deforestation rates in forests at over 3% from 2000 to 2005, increasing to nearly 6% from 2005 to 2010, and decreased from 2010 to 2012 at 3%. If North Sumatra continued with a business-as-usual scenario, it is estimated that by 2035 roughly 0.35 million Ha out of 1.9 million Ha of remaining primary forest cover, could be lost – impacting animal habitats, biodiversity, land degradation, and resulting in emissions of around 150 MT CO2e.

The key remaining forests are predominantly located in the west part of North Sumatera across four districts: Mandailing Natal, South Tapanuli, North Tapanuli, and Pakpak Barat.

This consultancy work will conduct pre-assessment and analysis of following topics:

A. Scope of Work:

Milestone 1: Baseline of watershed and hydrology system in the Peat Hydrological Units (KHG) in South Tapanuli and Mandailing Natal:

(1)       Analyse watershed and hydrology system of all KHGs in the focus districts.

·      KHG Aek Na Birong - Aek Batang Toru

·      KHG Aek Garoga - Aek Batang Toru

·      KHG Aek Siriam - Batang Singkuang

·      KHG Batang Toru - Aek Maraitgadang

·      KHG Aek Maraitgadang - Batang Maraitgodang

·      KHG Aek Maraitgadang - Aek Sikapas

·      KHG Batang Singkuang - Nainjan Nu Godang

·      KHG Batang Batahan - Batang Tamak

·      KHG Sungai Nata - Sungai Sinunukan

(2)       Analyse impact of land use and land cover change (LUCC) on hydrology system of KHGs. This will include the correlation between LUCC and potential natural disaster in KHGs (i.e. flood, etc).


Milestone 2: Methodology and recommendation for peatland restoration:

(1)    Provide scientifically robust methods for peatland restoration in general and specifically at private sector area-PT ALM.

(2)    Construct recommendation (masterplan and/or design) for peatland restoration in the Provincial Strategic Area (KSP) of Batang Gadis, Regency Strategic Area (KSK) of Muara Opu, and private sector area.

(3)    Review and evaluate the restoration plan prepared by CI’s partner


B. DELIVERABLE:

(1)  Baseline situation report of watershed and hydrology system in the KHGs.

(2)  Methodology and recommendation report for peatland restoration


C. TIMELINE: This Work will be effectively for approx. 7 months from March to October 2020.

D. VALUE: Maximum total of Service Fee will not be exceeding to IDR 300.000.000, excluded transportation to field and consultation meetings in North Sumatera

E. REQUIREMENT: the firm/institution is required to submit:

(1)    Team Port Folio.

(2)    Technical Proposal, containing:

a.    Methodology

b.    Timeline of each milestone.

c.     Budget Plan

(3)       Qualification of Key Personnel/Team Members
