Project Overview and Role:

Background

MFP4 supports Indonesia to achieve its objectives regarding sustainable timber and community forestry. MFP4 builds on earlier programme phases to deliver an ambitious set of results on coverage of timber legality licences, export volumes of sustainably sourced timber, and the growth of community-based forest enterprises.

To deliver these results, the consortium members have established a joint technical assistance facility in Jakarta, which collaborates with Indonesian ministries to strengthen forest policy implementation and enable investments in community forests and sustainable land use. The MFP4 facility directly supports the Indonesian Ministry of Environment and Forestry (MOEF) to deliver two core workstreams:

Sustainable and legal timber: Ensuring the sustainability of Indonesia’s governance reforms in the timber sector through the timber legality assurance system, or ‘SVLK’, which underpins FLEGT licensing; and
Community forest business development: Facilitating the expansion of community forest businesses through increased access to skills, finance, knowledge and services for business development and forest stewardship.
Scope of Work and Deliverables 

Under programme Workstream B, MFP4 is providing a grant to a small Indonesian social enterprise based in Yogyakarta that specialises in production and sale of essential oils.

As part of this partnership MFP4 is seeking a consultant to support this company to improve and formalise its financial management arrangements. The consultant(s) are required to deliver the following activities:

Conduct a rapid baseline assessment of the company’s financial management arrangements and identify specific areas for improvement in collaboration with the company’s management and MFP4.
Work with the company to operationalise and implement the improvements identified.
Draft and finalise a document outlining financial management procedures, including but not limited to: expense and payment management; expenditure authorisation authority; bank account management; procurement procedure; petty cash and cash disbursement management; asset and inventory management; salary and payroll management.
Provide training to relevant members of staff on key aspects of the standard operating procedures developed.
Support the company to identify, procure and set up appropriate financial accounting software
Given the current restrictions on transport and meetings due to COVID-19, we are looking for a consultant who can provide a strong proposition for how the above activities can be delivered at quality under remote working arrangements.

Qualifications and Experience

The Consultant(s) will need to demonstrate the following qualifications and experience:

Demonstrable experience and qualifications in accounting and/or financial / business management 
Demonstrable experience in providing training / support to small organisations and businesses in best practise financial management standards and procedures
Experience in developing / drafting standard operating procedures or similar as well as relevant tools for use in implementing the procedures (e.g payment approval form)
Professional working level Bahasa Indonesia and English (a mix of English and Bahasa Indonesia speakers is acceptable if a consultant team is proposed).
Strong communication skills
Given the current operating environment, demonstrable experience in delivery of relevant training / support under remote working arrangements would be a distinct advantage.
Timeline

We are looking for a consultant who can begin work as soon as possible, with completion of the activities in the terms of reference to be completed no later than 3rd July 2020.
