The National Support for Local Investment Climates (NSLIC) / National Support for Enhancing Local and Regional Economic Development (NSELRED) Project is undertaken in partnership with the Government of Indonesia through the National Planning Agency (BAPPENAS) with the financial support of the Government of Canada provided through Global Affairs Canada (GAC).  The project provides national level support with capacity building for improving local investment climates and local economic development in selected Districts in 2 Provinces - Southeast Sulawesi and Gorontalo.

NSLIC/NSELRED Project is currently looking for a "Local Gender Equality Advisor", Jakarta-based. The main objective of the local gender equality advisor is to support the integration of a robust gender analysis into project activities, and to provide on-going capacity building to the team and partners in order to bring a gender lens into their activities and project implementation. The local gender equality advisor will work closely with the international gender advisor and with local Jakarta and field-based staff, and will design and deliver gender trainings as well as play a key role to incorporate gender analysis at both a policy and implementation level, including strategies to reduce barriers for women’s participation in the economy.

Key responsibilities and duties are summarized below:

Developing and updating the NSLIC Gender Equality Strategy in accordance with Government of Indonesia and GAC/DFATD policies/standards to ensure the achievement of NSLIC gender equality results.

Working closely with national government, provincial and district/city, partners and related CSOs to develop ownership over gender equality as an integral element of NSLIC.

Collaborating closely with the NSLIC technical team staff, consultants/advisors and counterparts to identify key entry points for addressing gender equality such as the WG action plans.

Providing support to the NSLIC technical team to ensure the effective implementation of the NSLIC Gender Equality Strategy, including building the capacity of the team and government partners (as required), through awareness-raising and training activities, that may be delivered both through online and face to face channels where required.

Providing support on gender impact and analysis of policy documents, legislation

Monitoring progress in mainstreaming gender equality through field visits and participating in work planning and progress review meetings to ensure gender equality is mainstreamed in Annual Work Plans and the gender equality results are captured.

Putting systems in place for collecting and disseminating timely, accurate, detailed, reliable and up-to-date gender information to support mainstreaming in implementation of the project activities.

Documenting gender equality/mainstreaming lessons-learned and good practices in corruption prevention. The responsibilities will include both collecting relevant materials from Indonesia and other countries as models for NSLIC and disseminating NSLIC lessons-learned and good practices in order to improve visibility and coverage of NSLIC gender equality works.

Participate in project planning, monitoring and evaluation, identification of lessons learned and ongoing improvement of project implementation.

Requirements:

A degree in a relevant gender equality issues in Indonesia and 5-10 years’ experience with project design, development and management.

Demonstrated ability to prioritize tasks, manage time and complete projects in a fast-paced, changing environment with minimal supervision.

Strong critical thinking skills, a positive attitude, and pro-active approach.

Fluency in English, and an ability to write clearly and vary writing style to meet needs.

Accuracy and thoroughness, and attention to detail.

Demonstrated cultural sensitivity.

Knowledge in market systems development, business development services, women’s entrepreneurship, and financial literacy is highly desirable.

Significant experience with the Government of Indonesia related ministries and officials, and knowledge of the national gender policy and legislative environment will be highly regarded.
