(Consulting Services-Individual Consultant)

REQUEST FOR EXPRESSIONS OF INTEREST

The Government of the Republic of Indonesia and the World Bank have agreed on support for preparing and implementing the One Map program (5-years IBRD financing project) – (the “Project”), and intends to apply part of the proceeds for individual consultant service as Feedback and Grievance Redress Mechanism (FGRM) Officer.

FGRM Officer will be hired to define and establish a system for grievance management under the Project; prepare a detailed and technical guideline for the FGRM operationalization; lead and coordinate management of the project’s FGRM under the supervision of Project Director; develop and improve the project’s FGRM addressing the Project’s needs and requirements and seek to mainstream relevant lessons-learnt and good practices. The Project requires a full-time FGRM Officer to be in-charge of leading and coordinating further development and operationalization of the project’s FGRM in view of mainstreaming it into ATR/BPN’s institutional FGRM. The selected Consultant will be engaged for first [three months] as a probationary period. The position is extendable based on individual performance. The assignment is expected to start in June 2020, with possible renewable or extension subject to the needs and evaluation scheduled in the month of September 2020.

The Consultant shall have the following minimum qualifications and experience:

a)       Graduate degree with relevant majors including communication, information technology, engineering, computer science; 

b)      Having a minimum total working experience of five-years operating database, developing a FGRM system either for the private or public sector. Understanding of government institutional structures and complaint handling will be an added value;

c)       Information technology literacy, including skills in operating and administering big data. Skills in coding will be an added value;

d)      Experience in  government agencies, rural community and NGOs and experience in working for Government and/or World Bank/other multilateral agency-funded projects will be an advantage;

e)       Strong operational (task management) and analytical skills and demonstrated ability for data analysis and coordination among various work-flow processes

f)       Willing to work long hours and travel to project sites and able to work independently under minimum supervision.  

PMU of Program to Accelerate Agrarian Reform (One Map Project) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services. Consultant may associate to enhance their qualifications.  The consultant team will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultant by World Bank Borrowers (current edition).
