PROJECT:                             USAID Bersama – GBV Prevention Program in Eastern Indonesia

LOCATION:                         Jakarta or other location, Indonesia

REPORTS TO:                      Chief of Party in close coordination with home office-based M&E Advisor

LEVEL OF EFFORT:           Up to 30 days (June – August 2020)

POSITION SUMMARY:

USAID Bersama (Bersama) is a four-year USAID funded project based in Jayapura, working in Papua and West Papua Indonesia in Eastern Indonesia. The project aims to reduce violence against women by strengthening the commitment and capacity of the government to respond to victims and prevent GBV.  As Bersama comes to a close, USAID and Winrock seek to gather lessons learned by highlighting up to three case studies about Bersama’s experience working in Papua and West Papua. Winrock International will engage two consultants to develop these case studies. Winrock International will engage two consultants – a lead consultant and a support consultant - to develop these case studies. The Lead Consultant will work closely with the Support Consultant and Bersama and Winrock International staff.

 

The purpose of the case of studies is to describe key approaches of the USAID/Bersama (Bersama) project, as well as to provide evidence of project results. The two case studies will be used by USAID and other project implementers to learn from Bersama experiences working in Papua and West Papua. The case studies will be conducted remotely in July 2020 through reviewing materials and conducting indepth interviews to with stakeholders to identify how and why the changes within the agencies occurred and Bersama’s role in the process.  The case studies will provide analysis that will be useful for USAID and others working in Papua and West Papua in the future.

 

The case studies will focus on researching Bersama’s effects related to the following interventions:

Adoption of standard operating procedures, primarily focused on the process of  Dinas P3A (Dinas Pemberdayaan Perempuan dan Perlindungan Anak/Office of Women’s Empowerment and Child Protection) Manokwari, West Papua with a briefer, snapshot of the adoption of the SOPs in Puskesmas Tanjung Ria, Papua.
Governments improving planning and budgeting, as illustrated by the Dinas P3A’s plans and budgets for a safehouse in West Papua.
 
The researchers will conduct in-depth case studies assessing how and why these changes  occurred. This will be done remotely but will involve conducting key informant interviews with individuals associated with agencies that Bersama supported in Jayapura City, Papua Province and Manokwari District, West Papua Province.

 
Key Tasks – Lead Consultant:

Meet with Bersama team, review materials, finalize case study work plan and design for two case studies and define the duties between the team: 24 June – 30 June, Jakarta  (5 days)
Conduct key informant interviews, analyze data, share key findings with Winrock staff: 1-14 July (10 days)
Draft case studies and final report: 15 – 24 July (7 days)
Revise and finalize two case studies and final report: 27 July – 31 July (5 days)
Conduct final briefing (with Winrock International and USAID), make any final revisions: 3-10 August (3 days) 
 
Key Tasks – Support Consultant: (included for reference)

Meet with Bersama team, review materials, lead consulant and work with lead consultant with finalizing case study work plan and designing for two case studies: 24 – 30 June, Jakarta  (5 days)
Support Lead Consultant with conducting key informant interviews including confirming interview times and logistics, preparing interview questionnaires, taking notes and collating data, analyzing data: 1-14 July (8 days)
Support Lead Consultant with drafting inputs for the case studies and final report: 15 – 24 July (6 days)
Support Lead Consultant with revising and finalizing two case studies and final report: 27  - 31 July (3 days)
 
Deliverables:

Case Study Work Plan: the Lead consultant will produce a detailed workplan and meet with the Bersama and Winrock team. The workplan will describe activities, meetings and expected deliverables. Due: 30 June 2020
Case Study Design: the consultant will develop a design that matches specific interview questions to a specific setting and respondents. Winrock and Bersama will meet with the consultants to discuss relevant questions.  In addition, the consultants will be responsible for producing detailed protocols for all interviews or other methods proposed for collecting data for case studies. The questionnaire will be shared with the Bersama team for approval before proceeding. Due: 30 June 2020
Case Study and Final Report Outlines: The lead consultant will prepare outlines for the case studies and final report and share with Bersama and Winrock for review and approval. Due: 14 July 2020
Draft Case Studies and Final Report: Once the study design and protocol are finalized, the Bersama team will help the Lead and Support consultants connect with the relevant governmental and non-governmental key informants. Based on the interviews the consultants will draft the case studies and the final report. The consultant will also share field notes/interview notes. Due: 24 July 2020
Final Case Studies and Final Report: The consultant will revise the drafts based on feedback from Bersama and Winrock. Due: 31 July 2020
 
Qualifications:

Education: Master’s level degree required in social sciences or statistics or relevant degree

Required Work Experience and Skills:

·        At least five years’ experience in project M&E with M&E documentation, analyzing  qualitative data and writing reports.

Skills:

·        Fluency in Bahasa and English required

·        Strong analytical skills

·        Strong writing skills

·        Understanding of GBV sensitivities, ethical issues a plus

·        Experience conducting research, project evaluations, developing best practices and case studies

·        Experience working in Papua, West Papua and/or Eastern Indonesia preferred

·        Ability to work in a team and independently

·        Ability to produce quality products within time

·        Excellent communication skills

·        Acute attention to detail.
