The Wildlife Conservation Society (WCS) works in over 60 countries to save wildlife and wild places through science, conservation action, education, and inspire people to value nature. The WCS Southeast Asia Archipelago Region includes Indonesia, Malaysia and the Philippines, and the majority of the Coral Triangle, the global center of marine biodiversity. With funding from the European Union and supervision by the German development bank (KfW), WCS is implementing the project entitled, “Marine Biodiversity and Support of Coastal Fisheries in the Coral Triangle” that will run from 2020-2025 (referred to as the Project hereafter). The Project will work in the Philippines (location to be determined in Project Year 1), the Indonesian provinces of North Sulawesi and North Maluku, and has a regional knowledge sharing component with the Coral Triangle Initiative (CTI).
BACKGROUND TO THIS TOR

The Project will work in the Philippines (location to be determined in Project Year 1), the Indonesian provinces of North Sulawesi and North Maluku, and has a regional knowledge sharing component with the Coral Triangle Initiative (CTI).
WCS is responsible for the preparation, implementation, and operation of the Project. As a KfW project, it must comply with KfW’s Sustainability Guideline (2016), which includes applying the interim GCF Safeguard System. The Project must comply with International Finance Corporation (IFC) Performance Standards (PS), applicable World Bank Operational Policies and other sector-specific Environmental Health and Safety (EHS) Guidelines that are deemed relevant. The objective of these safeguard systems and guidelines is to support assessments of risk and potential impacts that may result from Project activities. For this, the project must determine which are the appropriate safeguard instruments and then to incorporate these in Project implementation. Thus, the consultancy will first set out the principles, guidelines, and procedures to assess, avoid, reduce, mitigate, and/or offset potential adverse environmental and social impacts and that also enhance positive Project impacts and opportunities, from which to develop the appropriate system.
The Project shall establish a set of Environmental and Social frameworks, namely an Environmental and Social Management Framework (ESMF), a Process Framework (PF) and an Indigenous People’s Planning Framework (IPPF). While these safeguard instruments are to be developed at the framework level, they are to be operationalized at the project-level through corresponding management plans. In order to guide the development and implementation process of these management plans, the frameworks should already entail clear guidance on what would be required under the different management plans.
The ESMF shall correspond to:
Environmental and Social Management Plans (for North Maluku, North Sulawesi, Philippines, and regional (CTI-CFF)
Environmental and Social Codes of Practices (ESCOP) for avoiding, mitigating and managing environmental and social impacts potentially stemming from any infrastructure investment or civic work activities financed under the Project
A Stakeholder Engagement Plan (SEP) for North Maluku, North Sulawesi, and the Philippines.
The PF shall correspond to the Livelihood Restitution Plans/Village Activity Plans (LRPs and VAPs) and entails respective elements of stakeholder engagement and grievance redress mechanism (GRM).
The IPPF shall correspond to the Indigenous People’s Plans (IPPs) with clear provision on Free, Prior, and Informed Consent (FPIC) in the context of indigenous people which will be integrated into the LRPs/VAPS.
The Consultants/Company (referred to as Consultant hereafter) will develop the ESMF, PF, IPPF, ESMP/ESCOP, LRP/VAP and SEP. The ESMF components are described in more detail below.
The Consultancy consists of the following three key stages: i) Development of the respective Environmental and Social Frameworks; ii) Provide training and capacity building on the implementation of respective E&S requirements resulting from the E&S frameworks; iii) Develop Safeguard Implementation Plans at sub-project level and Report Writing of ESMF, PF, IPPF, ESMP/ESCOP, LRP/VAP and SEP. The entire process will be led by a single Consultant.
