Programme Overview and Role:

Palladium is currently looking to appoint a Team Leader to join the MENTARI Programme in Indonesia.

Palladium is appointed by the UK Foreign and Commonwealth Office (FCO) to manage the MENTARI Programme (a UK-Indonesia Low Carbon Energy Partnership) in Indonesia, in consortium with Hivos, Castlerock Consulting and Economic Consulting Associates.

MENTARI is a four-year programme that started in January 2020, and aims to deliver inclusive economic growth and poverty reduction in Indonesia, by supporting the uptake of low carbon energy. The programme has a specific focus on developing the low carbon energy sector to best support disadvantaged communities, and specifically those in eastern Indonesia. By working closely with the Government of Indonesia and other stakeholders to improve the enabling environment and increase the flow of investments in the clean energy sector, MENTARI will demonstrate the possibilities of low carbon energy for Indonesia's economic development, job creation and social inclusion, while helping to mitigate climate and environmental impacts.

The programme has four main Strands: 1) Policy, 2) Brokerage, 3) Demonstration Projects and 4) Collaborating and Networking. Each Strand is led by a Strand Lead. The MENTARI teams consists of 15 full-time Indonesian staff, supported by the Palladium SRO, three consortium Co-Directors, and corporate Palladium staff based in Europe.

The Team Leader acts as the central point of leadership for the Programme. The Team Leader will be responsible for the delivery of the Programme, reporting to the client (FCO), representing the programme externally, and maintaining strong working relationships with the Government of Indonesia, renewable energy businesses, project developers, investors, funds, local and regional finance suppliers and other relevant local entities, other programmes, and corporate Palladium staff.

Period and location of Performance
The position is available immediately, and could last up until the end of the Programme in December 2023. The location of the position is Jakarta, with travel within Indonesia (specifically to eastern Indonesia) and potentially the UK during the duration of the Programme.
 
Role description
The Team Leader will be responsible for leading the delivery of the Programme in Indonesia as part of the management team. The TL will be based in Jakarta to provide supervision to the Strand Leads, Programme Manager, MREL Manager, and the Gender and Inclusion Lead. The TL reports to the Programme Senior Responsible Officer (SRO) partly based in the UK/Indonesia. The TL will also work with the consortium Co-Directors, senior coordinator, corporate MREL and Gender and Inclusion Advisors based in Europe to meet the needs of the Programme.

Responsibilities
Strategic Leadership

Programme development and implementation, guiding cross-Workstream linkages, review of workstreams and activities, and provide overall strategic direction to the Programme (in close collaboration with Consortium Co-directors).
Provide technical leadership and guidance to the team to ensure ongoing professional development of implementation staff.
Lead the preparation of the annual strategic plans; technical and operational work plans and budgets; staffing plans; performance management and other planning activities as required.
Support in identifying new opportunities and driving forward innovative ideas.
Use the programme’s Monitoring and Result Measurement data to guide the review of programme progress and inform strategy adaptation.
Liaise closely with the Consortium Co-directors to identify lessons and programme thought-leadership.
Ensure cross-cutting elements are incorporated throughout the programme lifecycle, and proactively inform the programme strategy.
Stakeholder engagement

Develop and Manage Effective working relationships with key stakeholders including the Government of Indonesia, government institutions, donors, financiers, project developers, and communities.
Develop strong working relationships with the leadership of other development programmes, in particular the FCO’s local government and sectoral programming portfolios (including the ASEAN Low Carbon Energy Programme), and ensure complementariness with other donor programmes in Indonesia.
Represent the Programme with external audiences and participate in multi-stakeholder platforms (including other donor’s funded initiatives) on programme’s strategic approach, focus, achievements, and lessons.
Lead the regular progress reporting to the client and contribute to programme’s communications and learning outputs.
Provide timely and accurate reporting on political developments in the country as well as impact of the programme which also promotes learning across the Team and with wider stakeholders
Develop strong working relationships with the Programme’s contact points in the FCO, and liaise with the Client to ensure their satisfaction with the programme.
Maintain a strong working relationship with the consortium co-directors and reach a consensus on the programme’s overarching, as well as component specific, technical approach and direction.
 
Technical contributions

 Provide technical guidance to implementation staff to ensure results are achieved and interlinkages across strands are achieved.
Monitor implementation progress; work to resolve issues, manage and mitigate risk; and escalate material issues and risks as appropriate.
Quality assure all project products, outputs and deliverables.
Provide guidance, oversight and quality assurance for all project activities, outputs and deliverables. Assume overall responsibility for the effective implementation of work plans to ensure delivery is on time, within budget, meets Client and stakeholder expectations and is contractually compliant.
 
Team management

Performance management, training, and mentoring.
Contribute to training needs assessment of the team, developing and implementing performance improvement plans and on-the-job training where appropriate.
Develop and maintain a positive and productive work environment with sub-contractors.
Responsible for overall financial and operational management of the programme.
 Develop strong working relationships and a regular dialogue on programme progress and challenges with relevant Palladium staff, including the Programme SRO, consortium co-directors, Programme Manager, Programme Senior Coordinator, and ensure compliance with established Palladium systems and processes. 
 
Required Qualifications
Required qualifications include:

A deep understanding of the RE business/industry including knowledge of the complex renewable energy landscape (regulatory, legal, technical, financial, social) in Indonesia.
An advanced understanding of RE finance is a prerequisite.
Experience managing and operating within donor-funded programmes and/or managing complex interventions, including managing senior members of staff.
Well networked in Indonesia, with the capability to engage with stakeholders including relevant GoI institutions, other donor programmes, project developers, funders (SOEs, development banks, equity firms, philanthropists, donors and multilaterals).
Strong expertise/network in building and managing relationships with high-level stakeholders.
Strong technical skills and knowledge around solar PV, hydro, wind, geothermal, and hybrid technologies.
Strong experience supporting the development of new financing solutions for RE uptake and increasing the utilisation of existing solutions.
Affiliation with gender mainstreaming and community development.
Advanced degree in Business, Finance, Economics, Engineering (renewable energy), International Development or related field.
Fluency in English (both written and oral) - advanced in report writing is a prerequisite.
Must be located in Indonesia.
