Background
United Cities and Local Governments Asia Pacific (UCLG ASPAC) is the largest regional section of UCLG, an amalgamation of International Union of Local Authorities (IULA), United Towns Organization (UTO), and World Association of the Major Metropolises (METROPOLIS). UCLG was established on 1 January 2004 and is headquartered in Barcelona, Spain. Following this unification, UCLG ASPAC was established in Taipei on 14 April 2004, as the new entity of IULA ASPAC. UCLG ASPAC is the key knowledge management hub on local government issues in the Asia Pacific region.

It promotes democratic local government, supports cooperation between cities, local governments and their associations, and facilitates programmes, network and partnerships to develop the capacity of local governments and the associations. Moreover, UCLG ASPAC represents local governments politically within the international community, and with the United Nations and its agencies. It also promotes inclusive societies which safeguard equality, social and economic justice, and sustainable community development. UCLG ASPAC is engaged in all relevant thematic fields for nurturing sustainable development comprising local economic development, climate change, disaster resiliency, culture, strategic planning, decentralization, municipal finance, gender equality, women leadership and empowerment and good governance.
LOCALISE SDGs Project, financially supported by the European Union and implemented by UCLG ASPAC and APEKSI, aims to empower Local Authorities (LAs) and Associations of Local Authorities (ALAs) in Indonesia for enhanced governance and more effective development policies and to promote inclusive and sustainable local development through SDGs attainment. LOCALISE SDGs target 30 LAs (16 provinces and 14 municipalities) and 5 ALAs[1] (APEKSI, APKASI, APPSI, ADEKSI, and ADKASI). The coronavirus disease (COVID-19) has shifted the focus of target LAs to respond, recover and prevent against the pandemic. From July to December 2020, LOCALISE SDGs focuses its activities to increase awareness of the 30 LAs and 5 ALAs on relations between SDGs and COVID-19, especially on financing SDGs under a New Normal: challenges and response to COVID-19 pandemic, and strengthening their capacities in handling COVID-19 and its impacts and “building back better.” The activities cover the production of awareness materials, policy recommendations, technical assistance, and a series of virtual events. The awareness materials that will be prepared are two pocketbooks (for the executive decision makers and for parliamentary members) and a compilation of best practice of LAs in handling COVID-19. These awareness materials will be shared nationwide with support from the targeted ALAs.
Scope of Work/Key Duties
Development of PocketBook or Quick Guide for the Executive Decision Makers: “Role of LAs and its Associations in Addressing the Impact of COVID-19 on each SDG Target”: Visual and succinct explanations on how COVID-19 impacting all SDGs should be included, with policy responses and innovations captured from LAs that are relevant to each SDG, and with examples of international cases that are applicable and replicable to the Indonesian context. Linkages with the Minimum Standard of Service Delivery and the short-term target of SDGs attainment towards COVID-19 measures will also be included to ensure its use by the LAs. The use of SDGs framework can also help support the LAs approach through its systems thinking to also consider ‘Build Back Better and Stronger’ and ‘Co-benefit’ measures to accelerate the SDGs attainment.
Development of PocketBook for Parliamentary Members: “Role of DPRD in Addressing the Impact of COVID-19 on each SDG Target”: The SDGs are often perceived as the executive’s domain, while the role and functions of DPRD are also critical to guiding and approving the regulation-making, budgeting, and oversight. With the impact of the COVID-19 pandemic, the critical involvement of parliamentary members becomes more relevant in ensuring the effective implementation and timely realisation of the SDGs. The development of the pocketbook will provide a reference for ADKASI and ADEKSI secretariats and members so that they are aware on the close linkages of SDGs and the effort in handling COVID-19 and can fight for their constituent’s interests in responding to and recovering from the socio-economic impacts of the pandemic.
Development of Compilation of Best Practice of LAs in Indonesia on Building Back Better and Stronger - Transitions to the New Normal through desk-research, inputs from the bi-weekly webinars conducted by UCLG ASPAC, and coordination with the target ALAs. The compilation of best practices will not just be useful for the targeted LAs as practical examples to prepare programmes and policies in tackling COVID-19 but also to wider LAs as the target ALAs will also support the dissemination to its members.
UCLG ASPAC is inviting consultants to support the preparation and development of the three above mentioned products in close consultation with LOCALISE SDGs Team and the five ALAs. The consultant will also closely work with LOCALISE SDGs in partnering with MOHA and BAPPENAS to ensure that the content of these materials is relevant, up to date, and important for LAs and ALAs.
The Short-Term Consultant will be hired for approximately two (2) month period, from early August to September 2020. The Consultant can work remotely, with regular check-in to be carried out online. The Consultant will directly report to LOCALISE SDGs Project Manager.
Qualifications:
v Education: Master’s degree in communications, public administration, development planning, and/or related fields.
v Good communication skills are required.
v Demonstrate experience working with local governments, and/or local government associations in Indonesia.
v Demonstrate ability in creating content of publication products in both Bahasa Indonesia and in English.
v Working background as part of the SDGs center is a plus.
v Computer skills:
- Intermediate to advanced MS office skills in all basic Microsoft Word programs and publication software.
- Basic IT knowledge is preferable.

A Pocket Book or Quick Guide for the executive decision-makers: “Role of LAs and its Associations in Addressing the Impact of COVID-19 on each SDG Target.” The pocketbook should be completed in Bahasa Indonesia.
A Pocket Book for Parliamentary Members: “Role of DPRD in Addressing the Impact of COVID-19 on each SDG Target.” The pocketbook should be completed in Bahasa Indonesia.
The Compilation of best practices of LAs in Indonesia on Building Back Better and Stronger - Transitions to the New Normal. The compilation of best practice should be completed in Bahasa Indonesia and in English.
