FHI 360 MADANI: Consultant for Gender, Youth and People with Disability

Position Title: Three Consultants for Gender, Youth, and People with Disability for the MADANI Civil Society Support Initiatives

Background :

USAID’s MADANI Civil Society Support Initiative is a five-year project implemented by FHI 360 that aims to strengthen government accountability and promote community tolerance in 32 districts in Banten, West Kalimantan, East Java, South Sulawesi, West Java and Central Java. To achieve this, MADANI works closely with local Lead Partners civil society organizations (CSOs) to strengthen their organizational capacity and the effectiveness and efficiency of their work, to improve the legitimacy of CSOs in the eyes of local government and communities; and to improve the sustainability, enabling environment and resource mobilization of CSOs. Lead Partner CSOs receive technical assistance through a pool of expert trainers and MADANI Field Coordinators, as well as financial assistance and support to organize multi-stakeholder Learning Forums. The Learning Forums are designed to build partnerships among CSOs, local government, media, and the private sector in order to strengthen CSOs’ capacities to advocate for government accountability and communal tolerance.

MADANI promotes a non-discriminatory, inclusive, and integrated development approach that ensures that all people can actively participate in and benefit from development processes and activities. MADANI takes a twin-track approach to gender equity and social inclusion (GESI): mainstreaming equity and inclusion in operations and program, and implementing specific programmatic activities. The main focus is on women, youth, and people with disabilities (PWD). MADANI provides programmatic support for three main GESI issues 1) advancing women, youth and PWD leadership within CSOs; 2) promoting a GESI-sensitive organizational culture in CSOs, and 3) setting a GESI-relevant advocacy agenda through CSO networks. To manage these activities, MADANI has established a Gender Equity and Social Inclusion Task Force consisting of senior management and members from each of the program teams

Scope of Work

MADANI is presently seeking three consultants to provide services as either gender equity specialist, youth empowerment specialist, or disability specialist in MADANI. The consultancy will assist MADANI to mainstream GESI across the program to address inequality and exclusion for women/youth/PWD in the program strategy, approach and implementation, Lead Partner CSOs and other stakeholders, include policy advocacy, communication product and analytical studies. In close consultation with MADANI’s GESI Task Force, the consultants will on-demand provide the following services:

a)       Document review: MADANI work plans MEL plan, communication strategy, capacity assessment tools, training modules and other relevant policies and documents;


b)      Consultation meetings: meetings for consultation with GESI Task Force members, MEL, program and operation team, document analysis and review result, including sessions during quarterly learning workshops;


c)       Contributing to MADANI’s GESI Strategy and Action Plan: based on consultation with GESI Task Force and any other appointed personnel, the consultants will write relevant sections of the GESI mainstreaming action plan into program, detail proposed strategy and activities and submit it to the GESI Task Force for finalization of the document.


d)      On demand consultation: for example in the development of the Innovation and Knowledge Hub, identifying MADANI technical assistance providers and reviewing of scope of works and studies.


e)      Design GESI sensitivity-training for MADANI staff, which may include delivery of training

Each consultant will coordinate monthly with the MADANI GESI Task Force on the tasks outlined above and will agree on changes to them as needed within the set scope, period of performance and agreed upon level of effort for this consultancy. All deliverable deadlines will be determined and communicated in a timely manner by the GESI Task Force.

Location of Work

Jakarta, with possible travel to MADANI districts to cover important events

Level of effort:


The consultant will work up to 50 days for one year, starting October 1, 2020.


Qualification, Knowledge, Skills, and Abilities:


·       Experience working on gender equity, PWD or youth programming for more than 10 years;


·       At least Master’s degree in Social Science with a strong understanding of gender and social inclusion;


·       Proven experiences in GESI policy work;


·       Fluent in English and Bahasa Indonesia;


·       Strong understanding on civil society environment and its dynamic particularly CSO at sub-national level;


·       Ability to work with people from diverse backgrounds and perspectives, and a professional commitment to promote a culture of gender equity and social inclusion;


·       Demonstrated ability to think strategically and navigate politically sensitive terrain;


·       Familiarity with USAID programs is preferred.
