Procurement Assistant (Consulting services-Individual Consultant)

 

REQUEST FOR EXPRESSIONS OF INTEREST

 

The Government of the Republic of Indonesia has received loan from the World Bank toward the cost of Program to Accelerate Agrarian Reform (One Map Project), and intends to apply part of the proceeds for individual consultant service as Procurement Assistant.

The Procurement Assistant under supervision and coordination of the Procurement Specialist will be responsible, but are not limited to: 1) Support the Procurement Specialist in preparing of project procurement plan, including collecting regulations, guidelines and other data as needed as basis for selection of schemes and methods of procurement services to be used, including procurement systems in accordance with World Bank rules; 2) Support the Procurement Specialist in assisting of preparation the procurement documents i.e.: Term of Reference (TOR), REOI, RFB, RFP and others; 3) Support the Procurement Specialist in facilitating the procurement process by Pokja ULP including review of the qualifications of consultants and/or suppliers, identifying consultants and potential market; 4)Support the Procurement Specialist in assisting of the preparation and process of procurement activities such as explanation of documents, evaluation meetings, negotiations, etc; 5) Support the Procurement Specialist to prepare the periodically update the procurement plans and schedules; 6) Support the Procurement Specialist in assisting of preparation the Procurement Progress Report every month; 7) Support the Procurement Specialist to compile, collect, and archive the procurement documents in a proper system. The assignment will be engaged for eight hours per day during the working week, initially expected for 3 months, and extendable based on performance reviewThe assignment is expected to start in January 2021. 

 

The Consultant shall have the following minimum qualifications and experience:

a.      Minimum Bachelor Degree in Economics, Management, Socials, Engineering or other similar fields;

b.     Has Certificate of Procurement Expertise National Service;

c.      Minimum 3 (three) years working experience handling the procurement services;

d.     Experience in working in international environment

e.      Experience in working with procurement at the Government of Indonesia (GoI) and World Bank considered as advantage;

f.      Excellent knowledge of spoken and written in English, with advanced computer skills in MS office programs.

 

PMU of Program to Accelerate Agrarian Reform (One Map Project) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (reports, books, brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). Consultants may associate to enhance their qualifications.

The consultant team will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
