NGO Council received grant funding from Dutch Ministry of Foreign Affair through grant partnership Agreement with ICCO Cooperation No. 110007/013 for project title “Strengthening CSOs Network for Human Rights Ethical Conduct (PW 4).”  The total of project value is EUR 104.266 equal to IDR 1.720.389.000,00 (One Billion Seven Hundred Twenty Million Three Hundred Eight Nine Thousand Rupiah) with period of contract from 01 February 2019 until 30 April 2020 and extended to 31 December 2020 due to COVID 19 pandemic situation occurred in world and especially in Indonesia.

To ascertain proper and accountable fund management in program implementation, an external audit from the Public Accounting Office (KAP) registered with the Ministry of Finance is needed to assess the feasibility of the Financial Statements of the “Strengthening CSOs Network for Human Rights Ethical Conduct (PW 4) project managed by NGO Council.

NGO Council is seeking a Public Accountant firm to conducting a Project audit, which is auditing the program's financial statements consisting of reports on expenditures and receipts of program funds for the period of February 01, 2019 to April 30, 2020 and extended to 31 December 2020. The period of expenditures and receipts of funds can cover the entire project period or one year within the period.

The objective of this audit is to provide an "Independent Auditor's Opinion" on the financial statements on the total granted project, thus including own contribution(s), over the total recipient's accountability period. As stated in the contract agreement, the accountability period may cover the entire project period or one year within that period is presented fairly, in all material respects, in accordance with generally accepted financial accounting standards in Indonesia, and in particular the audit standards of International Standards on Auditing (ISAs) issued by the International Auditing and Assurance Standards Board (IAASB) of the International Federation of Accountants (IFAC).

Proposals shall be written in English and shall be submitted no later than 26 December 2020 to Executive Director of NGO Council via email with attention to Executive Director of NGO Council at sekretariat@konsillsm.or.id with cc to Kiswara Santi at k.prihandini@icco.nl and Kuntoro Adi Sutikno at a.sutikno@icco.nl . 

The final decision will be made prior to 30 December 2020. Selected audit firm shall aim to complete the audit and submit the final audit report no later than 28 February 2021
