Financial Management Specialist (Consulting Services - Individual Consultant)

REQUEST FOR EXPRESSIONS OF INTEREST
The Government of the Republic of Indonesia has received loan from the World Bank toward the cost of Program to Accelerate Agrarian Reform (One Map Project) and intends to apply part of the proceeds for individual consultant service as Financial Management Specialist.
The objective of the consultancy is to continue and strengthen of the initial systems and procedures for the operationalization of the One Map Project. Whilst, the main objective is to provide technical advice and support the PMU and other PIUs (BIG) in properly managing the financial resources of the Project, monitoring financial operations, and undertaking financial accounting in accountable and efficient way as well as reporting of financial transactions. They will report to and work under the supervision of the Project Director. The engagement is initially expected for 12 months but The Consultant can work part time as needed with an effective number of days of 120 days in a year (10 days per month). The assignment is expected to start in January 2021.
The Consultant shall have the following minimum qualifications and experiences:
a. At least a Degree in Accounting or Accounting Management or equivalent;
b. At least 10 years’ experience as financial specialist in projects related to World Bank, including evaluating financial management systems (including budgeting, accounting, cash management, internal audit, financial reporting systems);
c. Good understanding on Indonesia financial management regulations including budgeting and treasury system;
d. Good understanding on Indonesia financial application system (Omspan, SAS and SAKTI);
e. Experience in the design and implementation of computerized financial management systems;
f. Experience in working in international environment;
g. Proven ability to: (i) handle multiple tasks under pressure with short deadlines; (ii) ability to work independently, seeking guidance on complex issues; and (iii) excellent interpersonal skills, proven team orientation and the ability to work across unit boundaries;
h. Knowledge and experience with Loan and/ Grant funds considered as advantage;
i. Has good coordination experience with the World Bank, the Ministry of Finance and Bappenas;
j. Excellent knowledge of spoken and written English, with advanced computer skills in MS Office programs;
k. The maximum age are 55 years old.
PMU of Program to Accelerate Agrarian Reform (One Map Project) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. The consultant team will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
