The Wildlife Conservation Society’s Indonesia program aims to support Government of Indonesia (GoI), Minitry of Environment and Forestry (MoEF) in particular, in conservation of biodiversity, including resources vital to the protection and sustainability of a wide range of human activities and livelihoods. Consequently, conservation efforts cannot be separated from the management of fisheries or interaction with coastal communities. WCS employs a rigorous scientific approach to build capacity, strengthen management and inspire community stewardship for the protection and sustainable use of critical marine ecosystems, fisheries and threatened species. To achieve these goals, WCS employs a science-based approach to assisting the GoI to establish and manage marine protected areas (MPAs), manage small-scale fisheries, and protect sharks and rays in various sites.
The WCS Indonesia Marine program has started marine work in Indonesia in 2002 and has expertise in marine and socioeconomic surveying, fisheries science, marine protected area creation and management, marine and fisheries policy. It focuses on the establishment and effective management of MPAs and development of sustainable fisheries, as interlinked strategies to secure and manage Indonesia’s coastal marine resources. WCS is committed to assisting the GoI to meet its national and international commitments to MPA establishment and management – including the commitment to achieve 20 million hectares of MPAs by 2020. MPAs benefit both biodiversity and fisheries management by protecting habitats and protecting breeding populations of important marine organisms.
Through KfW funding for the period of 2019 – 2025, within these areas of expertise, WCS will continue to support the GoI through Sustainable Fisheries Management, decreasing threats to coral reefs and supporting the designation and management of protected areas. The project aims at conserving Indonesia’s diverse marine ecosystems and important fisheries through creation and improvement of marine protected areas (MPA) and improved management of commercially and ecologically important fisheries in West Nusa Tenggara, North Sulawesi and Aceh provinces, and local communities who rely on marine resources. It will address threats of overfishing, destructive fishing, and loss of marine habitats.
POSITION OBJECTIVES
Under general supervision of the WCS Indonesia Country Director, the Livelihoods and Community Development Senior Officer will directly report to the Aceh Program Manager, and coordinate closely and significantly on daily basis with the Livelihoods Development and Community Engagement Specialist, Program Managers, Coordinators and Advisors of the WCS Indonesia team.
We are seeking an accomplished and highly motivated livelihoods and community engagement person to provide assistance and guidance to the livelihoods activities and community engagement in Aceh. S/he will be responsible in conducting necessary assessments, reviewing on-going livelihoods activities and local development plans, mapping out partnership opportunities, assisting the communities and implementing comprehensive livelihood strategies at field level.
SPECIFIC TASKS/OUTPUT DELIVERABLES
Engage closely with local communities, community leaders, Panglima Laot, fishers groups, fish collectors and other stakeholders in implementing WCS’ objectives to achieve a sustainable marine and fisheries management.
Undertake livelihoods needs assessment and assess the existing livelihood practices of the intervention locations.
Assist the development, implementation and monitoring of Local Action Plans and Livelihood Restitution Plans to ensure provision of appropriate program for the impacted fishers and the communities due to project interventions.
Assist the Panglima Laot and community to increase their capacity related access to local governments program and development.
Provide any data and information as needed by Fisheries Coordinator, MPA Coordinator and Aceh Program Manager.
Assist Fisheries Coordinator, MPA coordinator and Aceh Program Manager in coordination and consultation with the local BKSDA of Aceh, MPA management authorities, provincial and district authorities, local NGOs to develop marine protected area management effectiveness.
Coordinate the preparation, implementation and monitoring of the Stakeholder Engagement Plan, the Indigenous People’s Plan and the Environmental and Social Management Plan, of each site and assure the provision of safeguard measures covering social, economic, demographic, cultural and other related aspects in the project activities;
During project life, provide technical and facilitating support to meetings, seminars, workshops and management bodies and formally represent WCS as necessary in such meetings, workshops and conferences
Provide inputs to document lessons learned from project implementation and develop briefing notes for the Country/Deputy Director to improve implementation and coordination of project activities, support decision-making processes and knowledge management.
Undertake any other duties, as assigned by the direct supervisor and/or Program Managers.
Please note that the above TOR constitutes only the main responsibilities and duties of this position. As WCS Indonesia Program is a flexible organization, staffs members are expected to undertake any other tasks that are allocated to them but which are not part of their regular TOR
POSITION REQUIREMENTS
The Officer will be based in Aceh and on needs basis travel to project sites.
At least 5 years of practical working experience in community development, marine, agriculture issues and Alternative Income Generating (AIG) activities in marine development project/ donor-funded project and livelihood development at sub-national and local level
Proven experience in conducting assessment and analysis of marine/agriculture and livelihood related options/activities;
Strong knowledge and understanding of national institutional contexts in Aceh is an advantage
Experience in working with local government or NGOs on marine/agriculture/livelihood related activities
Excellent communication and interpersonal skills to be able to carry out capacity building for all stakeholders;
Excellent writing skills and the ability to prepare clear and concise reports
Computer literacy skills (MS Words, Excel, PowerPoint etc.) is desirable. Good interpersonal skills to deal with a diverse group of contacts, ability to be a team player and work in multi-culture work environment.
