Vacancy at the Yayasan Ipas Indonesia: Health System Strengthening (HSS) Specialist

Yayasan Inisiatif Perubahan Akses menuju Sehat (IPAS) Indonesia, is a local foundation works as affiliation of Ipas global so that women and girls have improved sexual and reproductive health and rights through enhanced access to and use of safe abortion and contraceptive care as per Indonesia’s Law. We believe in a world where every woman and girl has the right and ability to determine her own sexuality and reproductive health. 

We are currently seeking qualified candidates for the position of Health System Strengthening (HSS) Specialist, based in Jakarta.

Position is open for Indonesian nationality only.

The HSS Specialist works with other staffs in the Health System Strengthening unit to establish comprehensive and women center SRH service for women and girls in the pilot health facilities.  This role includes but not limited to providing technical support to the pilot health service, establish and strengthen a learning environment among health facilities and other services.  This position is responsible to plan intervention model based on thorough assessment.  S/he leads the implementation of clinical and non-clinical training, monitor the progress, and draw lesson learned from piloting in health facilities.  The HSS Specialist is also responsible to represent the program and organization in advocacy work at city, provincial, and central level.   

This position report to the National Program manager and s/he will need to coordinate with other units and relevant staff in Yayasan Ipas Indonesia.

Responsibilities


Planning


·        Develop piloting design of comprehensive SRH service for women and girls in health facilities based on thorough assessment and consultation with potential partners


·        Strengthen partnership between the comprehensive SRH service for women and girls in health facilities with other VAW and VAC services


·        Contribute to the development of country program design and when deemed necessary to the establishment of Yayasan Ipas' country strategy


·        Collaborate with other unit to ensure HSS strategy is in line with other units' and the country program design

Program Management


·     Coordinate the implementation of HSS strategy in the country.  This includes but not limited to manage the piloting of comprehensive SRH service for women and girls in health facilities, mutual and progressive partnership with health authority at central level (MoH) and medical professional association


·     Coordinate the implementation of clinical and non-clinical training on comprehensive SRH service for women and girls for health facilities and professionals in pilot site


·     Supporting HSS Officers with technical advice and supervision in performing their responsibilities in program implementation


·     Provide technical assistant to the pilot health facilities, health authority at all level, and medical professional association related to comprehensive SRH service for women and girls


Monitoring & Evaluation


·     Monitor the progress of HSS detailed implementation plan which include conducting monitoring mission, spot check, review the performance of external consultant, and suggesting corrective action when deemed necessary


·     Coordinate within HSS unit and collaborate with other unit in documenting and drawing lesson learned from piloting comprehensive SRH service for women and girls in health facilities


·     Contribute to other unit in drawing lesson learned from local and national level initiatives initiated by the organization


·     Participate in documentation and analysis to draw lesson learned within the country program


Finance


·     Develop detailed budget plan for HSS activities.  This includes ensuring budget plan at central, provincial and district implementation comply with Yayasan Ipas Indonesia's regulation


·     Coordinate with the finance team to monitor Budget vs Actual (BvA) performance under her/his responsibility.  This includes the performance of external consultant


·     Collaborate with the National Program Manager on conducting regular monitoring of balance between program achievement and budget utilization

HR & Administration


·     Understand and comply with the HR regulation in Yayasan Ipas Indonesia


·     Provide mentorship to the HSS Officer seconded in the pilot health facility


·     Ensure all activities comply with the regulation in Yayasan Ipas Indonesia


·     Document program activities and other relevant documents and products in the designated portal (for instance in Luna and Terra)


Ethics


·     Understand and practice ethical process and behavior as per te organization's standard


·     Contribute to safe working environment where every team member is treated equally and respectfully


·     Ensure external consultant understand and practice ethical process and behavior while in partnership and implement program with Yayasan Ipas Indonesia

Requirements


·     Masters in relevant field (reproductive health or public health) and has medical degree, with more than 5 years of working experience in policy development


·     Proven experience in managing team


·     Experience working in a non-profit organization.


·     Demonstrated experience in working with health facilities, professionals, and the professional association.


·     Deep knowledge of HS and Reproductive Health issues with orientation towards improving the space for health


·     Ability to influence, strengthen and nurture network of medical professionals related to Reproductive Health


·     Fluent in English and Indonesian (speaking and writing)


·     Extensive knowledge of Microsoft Office suite
