Coalition for Sustainable Livelihood Lead

(CSL-L)

The Coalition for Sustainable Livelihoods (CSL) is a place-based platform aimed at aligning initiatives, financing opportunities and local, governmental, and market interests to collectively drive livelihood gains for farming communities, economic development, and improved natural resource management. CSL’s efforts are focused in Aceh and North Sumatra provinces and are developed with partners and processes aimed at enabling replication as appropriate. 

Alignment and action are achieved through targeted engagement and specified activities coordinated across three levels – CSL initiative, provincial, and district/landscape.  As an initiative, CSL convenes stakeholders from across sectors to focus on the advancement of shared goals and government endorsed sustainable development plans in Aceh and North Sumatra. At both the provincial and district/landscape levels, CSL provides a space for alignment and investment to encourage the development and implementation of jurisdictional sustainable development plans such as the Provincial Action Plan for Sustainable Palm Oil in North Sumatra, Tapanuli Selatan’s District Action Plan for Sustainable Palm Oil, or  Aceh’s Green Growth Plan  Finally, CSL member collaborations at the district/landscape level directly contribute to implementation of these government supported jurisdictional plans and achieving joint goals through integrated landscape initiatives.

To facilitate and support the integration of activities across each strategic level – initiative, provincial, and district/landscape – a recommended governance structure was designed through a collaborative working group process.  Key to this governance structure’s operation is the CSL Secretariat, composed of 4 roles: Program Lead, Program Manager, North Sumatra Manager and Aceh Manager.  The Secretariat will provide the day-to-day support necessary to build and advance CSL, with strategic guidance from the Interim Steering Group (which will be replaced by an Advisory Council) and as informed by insights and decisions from working groups, members, and participants.

CSL is currently seeking a Program Lead for the CSL Secretariat.  The Program Lead will be responsible for the overall implementation and management of CSL platform, including development of CSL strategy and plans. The lead will oversee the establishment of governance structure and collaborate closely with the stakeholders. The lead will also in charge of establishing engagement to build membership base and financial investments, engagement with members and participants, and coordinate and collaborate with other jurisdictional & landscape initiatives and facilitate linkage with relevant government agencies and initiatives.  

The Lead will coordinate closely with government, private sector, local and international NGOs, and communities as well as with CSL’s lead implementing and governing bodies (CSL Secretariat, Advisory Council, and District Advisory Groups).  The Program Lead will have supervisory responsibilities for the overall Secretariat, including the 3 additional staff housed within the Secretariat.

The CSL Secretariat will initially be hosted within Conservation International. The permanent location of the Secretariat will be determined in the first year of its operation. The Program Lead will report to the Interim Steering Group (later the Advisory Council), with indirect reporting to Conservation International Indonesia’s Sundaland Program Director as the secretariat host organization.

KEY RESPONSIBILITIES

1.    Platform Management:

·       Provide overall leadership and management of the CSL Secretariat to support day-to-day operations, growth and development of the CSL.

·       Lead management of CSL’s platform, membership, and participants and organization of meetings and workshops to maintain connectivity across CSL’s operating levels

·       Manage relationships and effective collaboration with CSL’s Advisory Council, District Coordinators, District Advisory Groups, and CSL members.

·       Manage Secretariat budget to ensure initiative level activities are executed on time and in budget (initially in collaboration with host organization finance team)

·       Lead overall communications and outreach strategy for CSL.

2.    Enabling alignment and collective action: 

·       Lead engagement with relevant government agencies and actively participate in other relevant platforms in the provincial and national level to understand their priorities and needs and identify opportunities for collaboration.

·       Facilitate processes that enable private sector, government, and civil society to identify common goals and objectives shared between respective policies, initiatives and investments.     

·       Facilitate processes to develop collaborative strategies and plans to achieve mutually agreed goals and objectives.

3.    Engagement and recruitment of new members and participants:

·       Increase exposure, awareness, and support for CSL, recruiting members and participants to engage and support CSL’s activities across all operating levels. This may include speaking and outreach at conferences, knowledge exchange meetings/workshops, and sharing lessons learned.

·       Lead engagement with partners in the regional and district level, including private sector and civil society.

·       Develop and drive a stakeholder engagement and outreach strategy, as it relates to CSL’s Phase 3 workplan

·       Lead establishment of CSL’s Advisory Council and recruit individuals to join. 

4.    Development & Implementation of CSL plans

·       Build and facilitate ongoing collaboration and coordination across CSL’s NGO implementing agencies to ensure clarity in roles, expectations, expected costs, and budgets in implementation of CSL’s phase 3 workplan and beyond.

·       Lead development and implementation of annual workplans.

·       Where appropriate, implement standardized CSL Growth Due Diligence Process and guide the CSL Manager and consultants in research and data collection, stakeholder mapping, supplemental information collection, and summary reports.

5.    Development and Fundraising for a sustainable finance model

·       Lead engagement with government, financial sector, and commodity buyers to position CSL as a mechanism to deliver investment ready projects that can deliver policy, finance and supply chain outcomes.

·       In collaboration with secretariat host organization and members of the Advisory Council, secure financial support to deliver activities across CSL’s Phase 3 workplan and lead fundraising activities such as donor engagement and recruitment, proposal development and contract agreements, and reporting.

·       Develop long-term funding model to sustain CSL’s Secretariat as well as support and grow ongoing provincial and district/landscape level activities.

·       Coordinate closely with district/landscape leads to ensure plans, priorities, and timelines are captured through strategic fundraising models.

QUALIFICATIONS

  • Bachelor’s degree and/or secondary degree in rural development, environmental management, conservation, economics, sustainable finance, or a related field.
  • Excellent communication and interpersonal skills, with ability to facilitate discussions, workshops, and meetings in both English and Bahasa Indonesia across government, private sector, and civil society stakeholders
  • Self-motivated, strong organizational ability, and willingness to work on own initiative
  • Minimum 10 - 15 years of work experience, with demonstrated leadership in developing or convening multi-stakeholder programs, coalitions, or platforms related to sustainable agriculture, nature-based climate solutions, commodity supply chain management, environmental management, conservation, livelihoods or rural development or related fields, with an emphasis on multi-stakeholder initiatives, participatory processes, and government engagement.
  • Demonstrated experience in developing and managing a portfolio of projects and stakeholders.
  • Demonstrated knowledge and experiences of Indonesia’s evolving sustainable land use, climate and carbon policies and emerging climate finance opportunities.
  • Demonstrated understanding of sustainable landscape approaches or jurisdictional approaches as well as agricultural commodity supply chains and commodity production systems for crops and commodities relevant to N. Sumatra and Aceh.
  • Demonstrated experience in program development, management, fundraising, sustainable finance models, and donor management, and preparing donor/project reports.
  • Experience working in conservation or international development and working with bilateral agencies
  • Must be willing to travel domestically (regularly) and internationally (occasionally)
  • Knowledge and expertise of Microsoft Office
  • Must be eligible to work in Indonesia

ADDITIONAL QUALIFICATIONS

List additional required or preferred qualifications specific to the position.

·       Deep knowledge and expertise related to key production sectors relevant to North Sumatra and Aceh (oil palm, coffee, cacao, rubber, etc).

·       Experience in managing complex multi-stakeholders’ program and good interpersonal skills

·       Strong management experience.

·       Direct experience and networks in N. Sumatra and Aceh.
