Request For Expressions Of Interest For WASH Communication & Promotion Consultancy for SANIMAN Program in Tasikmalaya City

SANIMAN (Sanitasi Aman) Program is Pilot project in 10 kelurahan in Tasikmalaya City to achieve ODF target towards safely managed sanitation that was implemented from April until November 2019.
In every SANIMAN Piloting Kelurahan, Taskforce is established to empower community in promoting 5 pillars STBM, standard septic tank and regular desludging. At the end of 2019, SANIMAN Program able to reduce Open Defecation practice by 0.2% (75.000 HH to 72.000 HH). Up to now 3 out of 69 Kelurahan have declared ODF and 1 Kelurahan will be declared ODF in April 2021. It is expected that 32 extra Kelurahan will be able to declare ODF by end of 2021 and another 33 Kelurahan in 2022, hence achieving City ODF (69 kelurahan) by end of 2022 as per target set by the City Government.
To increase the effectiveness of the SANIMAN approach in order to successfully support 32 kelurahan to become ODF fee, SNV reviewed and evaluated the approach and communication strategy. SNV conducted the Saniman “quick and dirty survey” from 11-19 July 2020 for 33 households in Kelurahan Mugarsari, Ciakar & Talagasari. The survey reviewed communication strategy and evaluated the effectiveness of key messages that were used during the SANIMAN Piloting Program to change community behaviour, to stop open defecation practices, and to improve toilet access and safe containment
Essential Criteria for Pre-Qualification
Team Consultant or Firm shall have at least five years experiences as a communication & promotion design, have experiences working with local government and in the WASH sector. Also should have proven expertise in developing promotion and communication strategy and plans aimed at behavioral change.
