VACANCY USAID/IUWASH PLUS: Individual Consultant for Supporting PDAM Performance and Mater Meter in North Sumatera

The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five year-and-eight months initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:

 

1.         An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and

2.           An increase of 500,000 people in urban areas with access to safely managed sanitation.

 

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

Consultant for Supporting PDAM Performance and Master Meter in North Sumatera. (JOB CODE: STTA/PMM_NSRO)
 

Objective

The primary objective of the Consultant for Supporting PDAM Performance and Master Meter in North Sumatera position is Support National Coordinator for Urban Water Supply to develop and monitor implementation of the Water Supply program activities required to achieve the IUWASH PLUS goals and targets, especially for the poorest 40% of the urban population, focusing on strengthening relation of water service providers with all external stakeholders at North Sumatera level (PDAM Index update, Business Plan PDAM Sibolga, Monitoring NRW and EE at PDAM Pematangsiantar and Tebing Tinggi, Master Meter collaboration with CCFI). The Consultant for Supporting PDAM Performance and Master Meter in North Sumatera will support the IUWASH PLUS Project’s achievement of the Water Supply related target under Component Two: “Strengthening city WASH institutional performance”

 

Task and Responsibilities

In general, the tasks and responsibilities of the consultant will include, but not limited to:

1.       Updating the PDAM Index in 5 PDAMs of North Sumatra

a.       Collecting PDAM Index data and simultaneously clarifying and verifying through meetings, FGDs, and workshops;

b.       Provide regular reports regarding the progress of the PDAM Index to national Iuwash Plus.

2.       Supporting the preparation of BAST supporting documents for North Sumatra

a.       Collect BAST supporting documents for 2021 in coordination with 5 PDAMs;

b.       Prepare the BAST report needed for the North Sumatra region.

3.       Monitoring the implementation of the NRW and Energy Efficiency Program at PDAM Pematangsiantar and Tebing Tinggi.

a.       Coordinate with PDAM and NRW Consultants in the implementation of NRW and EE programs;

b.       Monitor and supervise NRW and EE programs in Pematangsiantar and Tebing Tinggi.

c.       Supporting PDAM Pematangsiantar and Tebing Tinggi in fulfilling requirements and communicating with national Iuwash Plus and CPMU in participating in AMBKfor NRW and EE

4.       Support the completion of the remaining PDAM performance improvement activities.

a.       Together with a consultant to finalize the Business Plan Document and SOP of PDAM Sibolga;

b.       Completion of completeness and signing of Business Plan documents for PDAM Tirtanadi, Deli Serdang, and Sibolga

5.       Supporting, monitoring, and supervising the implementation of the Master Medan Medan program.

a.       As a liaison in coordination with PDAM Tirtanadi Medan in the implementation of the Master Meter program;

b.       Collaboration with local NGOs and CCFI in accelerating the Medan Master Meter program

 

Required Qualifications

·       Minimum a bachelor degree in a relevant field such as environmental engineering, civil engineering, and other relevant fields

·     At least eight (10) years of experience in working in WASH sector with good understanding of the water supply system, having a knowledge and experience on PDAM Performance;

·       Has experience working with water utility (PDAM) on technical and non-technical aspects of water supply systems and management;

·       Possesses basic communication and facilitation skills, including moderating discussion, meeting, and workshop;

·       Possesses good verbal and written communications skills in Bahasa Indonesia and English;

·       Has experience in working and managing implementing partners from relevant institutions including Government, PDAM, donors and other relevant partners;

·       Understand, and experience in implementing the Master Meter program
