 Yayasan Plan International Indonesia is presently implementing its country strategic 4 (CS 4) covering fiscal year 2017 to 2022, where the country objective has been defined as “to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society”. The organisation’s purpose is to “strive for a just world that advances children’s rights and equality for girls”. This goal will be achieved by providing technical support and implementing quality programs and projects through partnership. An effective and efficient communications strategy is a must for Plan Indonesia to share the outcomes of these projects to influence different actors, specially state authorities and to position Plan’s profile within and outside at different levels – starting from community, sub district, district to national, regional and international levels.  Yayasan Plan International Indonesia invites highly competent, experienced and committed professionals to fill the following position :


Project Officer Urban Nexus Project              

BACKGROUND

Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. In Indonesia, Plan International operates since 1969, and in 2017 Yayasan Plan International Indonesia (Plan Indonesia) was established as national entity of Plan International in Indonesia. Plan Indonesia is currently implementing its Country Strategy 4 (CS 4) covering fiscal year 2018 to 2022, where the country purpose is in line with the global Plan International’s Purpose “to advance children rights and equality for girls”. Our ambition is to enable at least 1 million girls and young women to learn (gain skills for work), lead (empower to take action on issues that matter to them), decide (have control over their own lives and bodies) and thrive (grow healthy and protected from violence). It means that we will take actions to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects as well as influencing decision makers and key stakeholders to make the required changes.

 

The urban nexus project will work in two urban villages: Klender, East Jakarta and Krendang, West Jakarta. There are 3 outcomes to achieve which are Outcome 1: Young people increase their foundational capabilities needed to act as effective drivers of change in line with resilience and humanitarian, climate change, protection, gender equality and inclusion; Outcome 2: Young people’s organizations collectively promote CAY’s rights to feel protected from shocks and stresses, including resilience, climate change, protection and GBV issue as well as humanitarian responses; Outcome 3: Government policy makers from the local to the provincial level institutionalize young people’s participation in processes of consultations, planning, budgeting, and/or decision-making processes.


ROLE PURPOSE

Project Officer supports and assists Project Manager in the implementation and the achievement of the project objectives which relates to resilience, humanitarian and WASH during the learning process. S/he is responsible for successful implementation of the project and growing the project portfolio

DIMENSIONS OF THE ROLE
  • Engage in advocacy, networking and coordination in the district, and ensuring children and young people particularly girls and women are benefiting from the project
  • Support the Project Manager to influence, support and collaboratively working with local government and community in kelurahan, district and province level
  • Support the Project Manager to manage the project planning, implementation, budgeting and monitoring evaluation.
  • The post holder reports to the Project Manager
ACCOUNTABILITIES
  • Program implementation in line with the project design and planning

    1. Working collaboratively with technical advisor/specialist in CO and district level for cross-cutting issue such as gender and inclusion, participation, safeguarding
    2. Ensure project data collection and verification to avoid double counting and reported to Project Manager and MER Specialist
    3. Together with Project Manager to develop and implement the scaling up strategies as well as sustainability
    4. Together with Project Manager monitor, coordinate, and supervise schools, Peer Educators on the implementation of all activities
    5. Support in ensuring all project activities are implemented in timely manner in accordance with project design and planning
    6. Support Project Manager to develop and submit a consolidated detailed implementation plan (DIP) on the basis of the area project specific plans.
    7. Support Project Manager planning and design of the project which in line with CS4, monitoring and evaluation framework, budget plans, and communications strategy

    Communication, Monitoring and Reporting

    1. Develop and implement project influencing strategy and planning at school level to promote using digital teaching-learning platform. in collaboration with advocacy team
    2. Monitor staff performance, provide feedback, evaluate staff performance and recommend necessary follow-up actions
    3. Collaborate with communications team to implement communications strategy and advocacy
    4. Prepare progress reports for internal Plan use to Project Manager in monthly basis and/or other basis if needed
    5. Support Project Manager to monitor project indicators progress and expenditure of project activities
    6. Maintain positive communication and coordination with Project Manager and HRP team on project planning and Implementation
    7. Conduct day to day monitoring to target project location and facilitate discussion and coordination between stakeholders and school components as beneficiaries

    Networks, partnership and Learning

    1. Seek innovation and put in place improved learning practices within and outside the program
    2. Develop project documentation showing learning and best practices emerged during project implementation
    3. Support advocacy and influencing effort in developing digital teaching-learning and programming at different level
    4. Facilitate learning process of internal development at district and provincial level
    5. Maintaining high quality relationship with government institution and schools as well
    6. Establish external networks in order to strengthen the implementation of project, to exchange experiences and to scale up program implementation

    Financial and Administration

    1. Support Project Manager to organize and facilitate project meeting, conferences and other special event; coordinate and attends meeting, and participates in discussion as appropriate in district level (when required)
    2. Support the Project Manager to oversee and administer the day-today activities of the project; follow the policies, procedures, and systems of Plan International Indonesia which ensure productive and efficient office operation
    3. Support the Project Manager preparing and ensuring administration and financial support document of project activities according to the implementation and expenditure

    Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GESI)

    • Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
    • Submits required documentations (reports, checklists, action plans) to implement policy, standards and approach on Safeguarding and GESI;
    • Participates actively in capacity building and learning event on Safeguarding Children and Young People and Gender Equality and Inclusion;
    • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work;

Internal

  1. Gender and Inclusion Specialists: provide guidance on the strategic direction of the project in relation to the achievement of the project milestone and outcome
  2. Communication Specialist: coordination of project communication strategy
  3. Program Manager HRP and CDP: Management guidance for project implementation
  4. Project manager: supervising, directing, mentoring and coaching
  5. MER Specialist : Coordination of project MER framework and implementation objectives to be consistent with Country, Global and Advocacy priority

External

TECHNICAL EXPERTISE, SKILLS, AND KNOWLEDGE

Essential

  • Bachelor degree in Education Sector/ Digital Public Relation//Social Welfare/Community Development/others relevant field
  • At least 3 years of experience working on project management , preferably in DRR, WASH
  • Experience of managing project day to day implementation, delivering on obligations and a good awareness of project requirements and priorities.
  • Experience in capacity building for local CSOs, Experience in representational roles
  • Good understanding about digital platform for teaching-learning concept and practices
  • Experience managing a team
  • Good analytical skill, well informed about methods to capture change/results of project implementation
  • Skill in a diversity of partnerships, NGOs, research and government
  • Demonstrated experience working with governments closely and effectively.
  • Strong cross-cultural skills and a demonstrated ability to influence change without direct authority, and to work successfully with farmers and professionals
  • Financial and budgeting skills; fluent in speaking and writing English
  • Good interpersonal communication and facilitation skills for mentoring and knowledge sharing 
  • Possess good judgement to deal with conflict
  • Able to work both in team and independently with minimum supervision, •   
  • Ability to work to tight deadlines, under pressure and to multi-task
