LCDI Communication Consultant

 Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.


GGGI is operating under a Grant Agreement with Norway for a two-year Sustainable Landscapes project as part of the five-year Green Growth Program Phase 3 in Indonesia. In this project, GGGI will strive to enable and support Indonesia to achieve its climate change commitments and targets by reducing and avoiding deforestation in resilient landscapes and mainstreaming low carbon development in policies, plans, and investment, working at the national level and in six focal provinces: Central Kalimantan, South Kalimantan, East Kalimantan, North Kalimantan, West Papua and Papua. The desired outcomes of the project are:

  1. Effective policies and plans drive reduced deforestation and peatland degradation and avoided forest loss especially in provinces with large areas of intact forest.
  2. Investment mobilized for emission reduction investment frameworks and project pipelines.
  3. Key people trained demonstrate improved knowledge and capacity to make and enact low-carbon development policies, plans, and investments.
  4. Integrated GHG Emission Reductions among sectors at the same time accelerate economic growth and poverty alleviation within the framework of national development.

To achieve effective integrated GHG emission reductions and economic growth among sectors under the Outcome 4, the programmatic activities aim to provide support for the Government in: (a) implementing the Low Carbon Development Initiative (LCDI) scenarios as stated in the National Medium Term Development Plan 2020-2024, (b) fulfilling its reporting obligations, especially those regulated under the Paris Agreement, namely the Nationally Determined Contribution or NDC (Article 4 Paragraph 19), and (c) the Long Term Low GHG Emission Development Strategy or LTS (Article 4 Paragraph 19 and decision 1/CP 21).


The Government of Indonesia and partners, including GGGI, have been working progressively on Low Carbon Development (LCD) policy ever since the Initiative was launched during the UNFCC COP 23. LCDI aims to explicitly incorporate the environmental considerations (carbon emissions reduction targets and carrying capacity) into the development-planning framework that will shape the economic and social trajectories.


Since the LCDI provides a new paradigm and approach on development policy, communicating the approach to a wider group of stakeholders is essential. Communication and outreach of the LCDI approach will improve knowledge, awareness, and commitment of the stakeholders to take action. In the Framework of Low Carbon Development Indonesia Phase 2, the interventions will be concentrated in several areas of programmatic activities, such as establishment of various interest groups related to LCDI to create knowledge and creation of an exchange platform (e.g. System Dynamic Modelers) among academia, practitioners, private sector, and LCDI sectors, as well as development of knowledge products and diverse knowledge sharing, public exposure and media coverage to communicate LCDI policies and its implementation, and actively promote outreach activities at various levels (national, provincial, regency/city or even international).


Bappenas has requested support from GGGI to assist the LCDI National Secretariat by providing an LCDI Communication Consultant, under direct supervision of GGGI Communications Lead and under direct guidance from the Director of Environmental Bappenas. This position will be embedded at the LCDI Secretariat to support the development of LCDI narratives according to LCDI communication plan and key messages and undertake the day-to-day implementation, coordination and administration of communications activities.


Objectives/Purpose of the Assignment

The purpose of the assignment is to support Bappenas in the development of LCDI narratives according to LCDI communication plan and key messages and undertake the day-to-day implementation, coordination and administration of communications activities, as well as improve both internal and external communications strategies and approaches. The LCDI Communications Consultant also supports the LCDI Secretariat internally and externally based on LCDI communication strategies.


The objective of this consultancy is threefold:

  1. Internally, the Consultant will support the development and the strengthening of LCDI narratives, packaging the communication strategies and communication plan into easy-to-understand narratives for various target audience groups such as beneficiaries, donors, stakeholders and the general public.
  2. Externally, the Consultant will implement LCDI external communication strategy including assisting in event preparation (workshops, FGDs, exhibitions, talk shows, etc.) as well as the production of printed and digital publication materials.
  3. The Consultant will undertake day-to-day implementation, coordination and administration of communications activities, including data processing from the LCDI program for communication needs, as well as other tasks entrusted to him/her by GGGI, the LCDI Secretariat, and/or the Directorate of Environment of Bappenas.

This work will be part of the Bappenas-GGGI Joint Work Plan under GGGI’s Capacity Building and Communication Output. Given the nature of the work, all the results are under the responsibility of Bappenas, although the Consultant will report to GGGI.


Scope of Work

In providing his or her services, the Consultant will be embedded within the LCDI Secretariat to enable knowledge transfer to LCDI Secretariat’s communications staff and is expected to support GGGI Indonesia’s Communications Team in specific LCDI messaging and other communication tasks entrusted to him/her by GGGI Communications Lead in close coordination with the LCDI Secretariat and Bappenas. This work will be part of the Bappenas-GGGI Joint Work Plan under GGGI’s Capacity Building and Communication Output.

Therefore, the Consultant must be able to work as a team member with:

  • GGGI Communication Team, led by the Communications Lead, who are responsible to implement the Joint Work Plan with Bappenas on the communication side.
  • LCDI Secretariat and Bappenas Teams, including the Communication Manager, the Head of the Secretariat, and the Director of Environmental Affairs of Bappenas, in coordination with the Communication Specialist, the Communication Officer and the Digital Content Management.
  • GGGI Sustainable Landscape Team who will be responsible to implement the Joint Work Plan with Bappenas on the Policy and Planning side.


Since the work will be undertaken in close cooperation with the LCDI Secretariat and Bappenas, flexibility and a shared vision for the outcome of this assignment are essential.


The sequence of tasks and approach

The Consultants’ specific tasks are the following:

  1. Provide communication support, particularly development of narratives related to LCDI outreach efforts in accordance with the LCDI communication strategies, as well as engagement with related ministries and government agencies, development partners, donors, universities, businesses/private sector and other related parties, especially on comprehensive public relations practices;
  2. Promote LCDI progress, results and achievements in close collaboration with the LCDI Secretariat, especially through writing in the mass media, radio, television, events/exhibitions, and social media;
  3. Provide editorial support in close collaboration with the Liaison Team, including but not limited to editing and proofreading of publications, documents, presentations of the LCDI Secretariat to ensure clarity and consistency.
  4. Work closely with GGGI-managed LCDI Communications Consultant for Audio-Visual Content Creation and Management to draft and evaluate the packaging of publication content or design of communication products issued by the LCDI Secretariat;
  5. Document and report progress and results of all communication activities in a monthly basis to GGGI Communications Lead;
  6. Coordinate with the LCDI Secretariat’s IT team to promote online or digital content, including content for LCDI website and social networking sites;
  7. Provide support for the operations and activities of the LCDI Secretariat;
  8. Carry out other duties entrusted by GGGI Communication Lead, in close coordination with the Head of LCDI Secretariat and the Director of the Environment of Bappenas.
  9. Carry out other duties entrusted by GGGI Communication Lead to support the Green Growth Program Phase III (GGP3), if needed, including for other projects under GGP3.


Output/Reporting Requirements/Deliverables

The Individual Consultant is required to submit the countersigned Coversheet Form in which the Work Completion section is signed by the service requestor for each deliverable of the service.


The Consultant will report to GGGI Communications Lead. The GGGI Communication lead will ensure the work is well coordinated with the LCDI Secretariat Communication Manager. Scope of work, goals, work targets/deliverables, quality of deliverables, and timeline will be coordinated and agreed together during a Group Meeting and should be clearly described in the Inception Report. The GGGI Communication lead will hold a Group Meeting regularly to ensure: (a) the Consultant understands the agreed workplan and its priorities, and (b) continuous alignment with GGGI.

The Consultant may also be required to produce additional output(s) as deemed reasonably necessary by GGGI.


General Qualifications:

  • Minimum of a bachelor’s degree in communications, journalism, or a related discipline.
  • At least 3 years of professional communications experience.
  • Professional experience collaborating with government agencies/development partners/NGOs as well as with the media, academics, and private companies.
  • Experience and skills in working with Indonesian stakeholders in the context of development assistance or international cooperation projects is strongly valued.
  • Excellent written and oral command of both English and Bahasa Indonesia is essential.
  • Strong interpersonal and communication skills, as well motivational skills and sensitivity to local environments.
  • Demonstrated ability to work effectively as part of a multidisciplinary, cross-cultural and multi-location team with a range of stakeholders in both offline and online/virtual setting, including the ability to work with minimal supervision.


Functional Qualifications:

  • Familiar with green growth as well as the Low Carbon Development Initiative (LCDI) in Indonesia in the context of developing countries and how green growth plays a role in advancing sustainable landscapes.
  • Proven track record in report writing, proofreading and effective communications with an attention to detail, including experience in developing successful communication products and/or implementing communications activities for traditional providers of development assistance, as well as private sector.
  • Ability to communicate effectively and maintain strong relationships with Indonesian government staff, as well as with resource partners/donors.
